Does the UN formally recognize newsletters?
Well I mean more recognized as a reliable authority on "morals checks" and stuff.
Like, if you hire "Uppermost Securities Limited" and its reviewed as being "clean, upstanding and professional in conduct" it can be assumed that the work they got hired for is legit.
And if you hire say, "The Greenhill Gestapo" and it's reviewed as being "absolutely morally abhorrent" then the UN could take it as proof positive that you intend to commit war crimes if not have already.

The problem is on the Mercenary front:

If they aren't paid, they will raise all sorts of hell. even if they are good guys, they still need to be paid.

And the UN must decide that if mercenaries being paid for peacekeeping will constitute for crimes that are committed by them.

If you refuse to pay, either via a bullet discount, or just idiotically outright refusing to. It is kind of asking for consequences...
 
What if we set up a proper commission like that in battletech. If someone needs mercs they can go to the commission and file for a contract, the mercs then bid for the contract. Once a company wins the contract the client entrust the payment to the commission and both parties pay a security deposit to the commission.

The contract can specify RoE and standards of conduct and if the mercs break them they can have their security deposit and portions of their payment seized. If the breachs are bad enough the contract is declared voided and the payment is returned to the client minus the commission's cut. If it's really bad the payment and security deposit can be converted into a bounty.

That was saying something because each of the rebelling and warring factions in two nations just set down the gauntlet and refused to recognise your forces as peacekeepers or anything other than a roving band of marauders, seeking to profit off a war they started.

Now you did not mind being called that, it was part and parcel of being a mercenary these days, everyone distrusted you, everyone hated you, yadi yadi yada. What you did do was give them a warning.

It was a smooth operation that you were sure would have no negative consequences on the region once you left.

How wrong you were, like my god, you had never been a fan of overthrowing governments that were clearly, at least on the surface, providing the needs for the people with its ideas. However, these fools were also racist assholes and they were exploiting their people, and not even being kind enough to give them the vote.

However, you also could not stomach being ruined by racists on both sides that decided that Rhodesia was an African nation, that would not have the White Africans that lived there, live in peace.

Sure it wasn't perfect and the fact you more or less wiped out the political establishment of a nation ended white minority rule, and killed a lot of people in a coup because those same people wanted to kill you because they didn't want to pay you… was resonable.

They may hate you, but their bottom line is to not get those goods would suffer.

And they were capitalists, so the bottom line was everything.

So you came up with something rather brilliant… or rather someone else did.

Greenhouse roof's overhead, but covered in a special type of mesh that collected the evaporation of the water during the day, while the soil is loosened to keep the water dissipated and underneath the water, there are pipes that protect the water from the elements but forcing the roots to grow.

To make a long story short, you managed to make most plants retain water by keeping them inside specially made greenhouses and watering them from the underground, rather than above ground.

Can increase agricultural productivity and levels.

Will require more land or hydroponics to use effectively.
