It is possible, the thing is that the modules need to be comparable to what is on the market. Around the same time Kuat tries something like that and fails because they tried to be exclusive with the modules.

But aside that, it is possible that you can build something like that.

A question. How expensive, and how useful would a 25-30mm Thermal detonator ballistic autocannon round be against fighter shields?
Expensive how? Regular infantry were issued the things along with ion grenades. Combined with a PDF only fighting limited actions, not needing to be reliant on contracting expensive industrial assets or relying on imports to maintain the fighting effectiveness of your near planetary guards would be a major plus for the typical poor world that doesn't do much business with its neighbors.
Given that most fighters at this time aren't shielded, any proxy explosion can be lethal. The problem is that a Thermal Detonator uses Baradium, which is expensive. If you want to build a frak shell and shoot it at peasants in starfighters, use something cheaper. Like what is used in grenades (used by ground forces and often called detonators, even if they aren't the same thing). The problem with this is that:

A: Starfighters are just coming out in large masses until now most PDFs rather liked their Capital ships.

B: People will come up with shields that fit into them (that is the biggest problem at the moment) and counter your weapons before it is even on a wider market. Remember, in Star Wars the knowledge of how to use shields against projectile weapons is there, they just think it isn't worth the hassle to modify any shield generator to combat them. That's how uncommon such weapons are. If this should change, the galaxy will be grumpy about it but modify their shields and your projectile weapon losses is the edge against more traditional weapons.

In the later eras, at least. I don't know if that is the case in the Republic or if most pirates operated a light freighter converted into a Gunship that could also move the goods it takes.

When were Cloakshapes a thing again?
Apparently they already exist and would likely be one of the competitors of my half baked future planet defense fighter.
Currently, most pirates use modified light freighters and gunboats. But some begin to shift to fighters.

The Cloakshape is on the market but not liked by most people. There hasn't been a large purchase by anyone aside the Jedi Order.

Worse, missiles are variably portrayed. The X-Wing series has a squadron being a credible threat to capital ships (perhaps unsurprisingly) while other times they damage small craft and kill fighters.
Given the fact that the galaxy hasn't seen a wide conflict, most people will dismiss the idea that fighters can be a threat to an armed warship. No danger at all, remember, until now no nine-year-old-freshly-freed-slave-boy has done anything above Naboo.

Good to know that progress overflow likely won't be a complete waste of budget. If that's the case, it seems it'll be better to focus on fewer actions each turn to ensure 1-turn success and maybe gain overflow benefits, rather than spreading budget around on a whole bunch of 50/50 chance actions that might need another turn of budget dice to finish.
It depends on what you want to achieve. If you wish or must finish a project fast it is better to dump more dice at it. If you've something that is a long-term project you can take your time. Basicly it allows players to priority what you wish to do.

Couriers are a good pivot towards starfighters, and come with a market built-in. I would prefer the plan that has us beginning some research this turn, but both are acceptable.
 
There's always the Homeworld approach.
Some clamps on the front of a tug, and main engines stronger than the maneuvering thrusters of their enemies. Throw in a strong enough tractor beam and some shields, and it could even handle fighters.

Yeah, sticking with the Courier plan. I think taking this turn and the next to churn out a quick and simple courier design for the bid is the most optimal way to getting a bit of short-term profit that we can leverage into starting up our research and developing something bigger and better next. The utility ship option might be a bit faster and easier to design than the courier, but not by that much and it's also facing the uphill battle of a saturated market.

One of the upsides to making our own utility ships is that our own yard makes use of utility ships already.

Designing our own means not having to buy them- or the licenses to produce them -from someone else anymore.

It may not generate many sales but it does reduce our expenses, which has knock on effects, letting us sell our other ships for cheaper.
