This plan is about prepping our logistics, getting some important research and getting ready to do some outsourcing. With Infrastructure, I want to get a whole bunch of Logistical Airports done over this turn and next turn in preparation for doing UNDC Auxiliary Plane Fleet either next turn or the turn after whilst also meeting several of our commitments. Rail and Road Expansion is to get much-needed Logistics and CS while starting the Maintenance and Supply Naval Base in Hong Kong as it will help meet a couple of commitments.

For Industry, keeping up work on the Glasgow Utility Vehicle Production Complexes for a decent chance of completing it while I am putting a whole bunch of dice behind UNDC Auxiliary Ship Fleet and Fuel Extraction and Refining Expansion. The former is to ensure that we get the Logistics from it this turn and the latter is to get Fuel needed for other things such as the UNDC Auxiliary Plane Fleet and our required military deployments.

For Services, I am keeping up the work on Medical Support Ships for very good odds of finishing it this turn. Human Magical Sensitivity Research and Magic Geometry Research Program should both finish this turn while I am throwing a bunch of dice behind Lycain Inhibitor Protein Development because I want it done this turn. Antarctica Anomaly Research Expedition and Israel-Jordan Anomaly Research Group both get a die put towards them to get started on them as commitments of ours plus knowing what is up with them could be useful and something we could ask the Cairngorms Spirits about.

For Military, I am focusing on getting factories done. Some of these like the Frankfurt factories are to help with commitments while others are being done to help with the ammo situation. As it may take a long time to finish developing and it is one of our commitments, I am putting some dice behind the Assault Carrier whilst I want to do Defence Command Security Hospitals and Passive Exoskeleton Deployment to help with the medical situation as it is our second worse problem after the ammo situation. Also getting the medical situation under control will leave us in a position to do Psychological Health Service and UNDC Veteran Care Office. With deployments, I want to continue progress on the Galil, but the Bradley is close enough to finishing with passive progress that I want to do an IFV factory or two before returning to it.

I am not doing shipyards this turn because I choose to work on the ammo and medical situations instead while I plan to outsource our initial construction. While I will want to get some shipyards eventually if only for doing maintenance and such in-house, it will likely be years before we can start work on either type of carrier while the frigates and cruisers can be outsourced to the Europeans and Russians. To this extent, I am taking both of those actions under Administration this turn and I am also looking to get some Orbital Dice so we can start some work on our commitments in that area. That said, I am willing to drop Passive Exoskeleton Deployment in favour of doing Frigate Yard Construction if anyone has a persuasive argument

This plan uses all of our Admin Cap and goes slightly over budget. The latter of which can be afforded from us going under budget last turn. There will be no security review this turn as the action is currently locked out.

Edit: I have dropped Passive Exoskeleton Deployment to do Frigate Yard Construction and I have dropped Contact ASDEU to ask the Cairngorm Spirits about ways to cure werewolves.

That got me thinking and I have to admit that there is a problem that needs to be solved. I mean there will be vampires who drink more blood than they have to, but it is difficult even for the others and I have sympathy with them. It would be the same as if people, e.g. Could only feed on chickens and then the chickens find out about it and say stop. What should the vampires do? Starve?

So I'm against genocide. We have to find a way to feed the vampires without sacrificing people. Synthetic blood that is nourishing for vampires maybe?

I don't know, they call it 'essence' which might just be a bit of linguistic flair on Bot's part but equally I think there's an implication of something beyond a mere evolutionary over-specialization for only feeding on the soup of proteins that make up human blood. The specificity behind '12 people' as opposed to a volume number seems to imply you can't just keep a harem of 30 thralls on rotation for each day in the month. Taking a life might be a required part of the process for all we know.

Edit: Never mind on being a downer QM said there may be a technological solution.

I figure that we should do one at time. Do werewolves this turn and then vampires next turn as doing both at the same time feels like trying to game the system since we are trying to ask two questions when we are only supposed to be asking one.
 
We might want to see about making a synthetic alternative to human blood for the Vamps, if anything, that would let us gain a supernatural ally of sorts and get our foot in the door. Of course, that's going to be a pain in the ass, even more so as they don't seem to want to tell us just what they need from human blood to nourish them- :V

I'd really like to look into werewolves at some point if only for seeing if they can be given enforced sanity in their transformations. That's a distance away though...

The high level of support we currently enjoy from our backing countries is a result of making so many promises to them during the Budget Negotiations and getting 17 of the possible 18 votes. While we will need to realise those promises to keep said support, we promised a lot and that put us in a lot of good books.

As per my draft plan -

* Rail and Road Expansion for Logistics and for increased Council Support. Logistics is even more important than usual because it acts as a cap on the construction of Ellsworth Port in Antarctica, which is pretty important for our investigation of the Antarctic Anomaly (which is why I didn't put any dice towards investigating the Antarctic Anomaly this turn).
* Logistical Airport and Ports to improve our Logistics score as well - Daegu and Busan because we have a goal to build an airport and seaport in South Korea, and also to build infrastructure projects using CSCEC dice, and these should count towards that goal. I chose Kuwait City because the results for last quarter mentioned that a seaport in Kuwait City would be a great help for our logistics in the Middle East (see the Fuel Extraction entry). However with the SADS system not due to be fully deployed until the end of the year it may be deemed a security risk to start port construction in Kuwait City - if that's the case we can transfer the dice elsewhere.
* Auxilary Ship Fleet to improve our Logistics even more - we already have enough Fuel that even if we don't complete the next stage of Fuel Extraction we won't go into deficit.
* Utility Vehicle Production in Glasgow because we have a goal to finish 1 more project in Scotland by the end of the year.
* Medical Support Ships because we really need to fix our Health deficit if we're going to get to work on Veterans Care and Psychological Health Service, which will be pretty important considering our troops are literally battling creatures from legend and myth.
* Fuel Extraction because we will always need fuel, however with the results for the last quarter mentioning the requirement for the deployment for SADS might mean we can't proceed with the Fuel Extraction option until SADS is up and running.
* Magical Sensitivity Research and Magic Geometry Research because they are both close to completion, both useful in improving our understanding of magic and both provide Council Support.
* Animal Capture Teams to improve our expertise at capturing supernatural targets, especially in the wake of our vampire mole incident.
* Israel-Jordan anomaly Research because it's one of our main goals, and also it's not at the end of a long supply line that we can't yet build a port for like the Antarctica Anomaly.
* Assault Carrier Codevelopment because, as we've seen from the current aircraft carrier project, the design work is going to take a damn long time to get to the possible production stage (and that's a goal we flat-out will not accomplish).
* HE Shell Factory, Hail Missile Plant, Naval Artillery Shell Production and ASM/AGM Missile Factories all to address out Ammo deficit, with shortage of AGMs/ASMs being specifically mentioned as an issue in the Helo entry of last quarter's results.
* Tank and APC factories in Frankfurt because we have a goal to build 3 projects in Germany and France, and both these help with rollouts of our tanks and APCs.
* Seek National Space Assistance because we have a lot of space based goals to accomplish.

However the following changes have been made -

* Dropped B3 Codevelopment and shifted DARPA dice to Assault Carrier Codevelopment
* Reallocated dice from Enok Deployment and Leopard Deployment to Defence Command Security Hospitals
* Added Convene with Cairngorm Spirits and Seek National Space Program Assistance
