@Derpmind don't forget to also lower the committment for the overall plan about the abatement, not just promises to specific parties. Otherwise there is no real point.

[X] Plan Trimmed Arcologies

Under the table, our real first priority is readying ourselves for tib war 4. Expanding Blue Zone housing is part of that, Simon's absolutely right about that, but we need flexibility in our commitments. We've got promises for 3 phases of shells and ablat, 2 phases of rockets, and starting a load of new basic developments, but that's far from a complete plan - I've talked about the havok scout mech before, but also add to that the scout drone for better scouting that can be even more widely deployed, wingman drones for the air force so we don't get screwed for not having enough dakka like we did in the tacitus mission air intercept, deploying shields to space which you know is going to be expensive, and probably a MARV redesign to give it plasma and sonic artillery.

And then there's deployments. Sensors, Vehicles, refits everywhere, the hoped for point defense for cities, and you bet your patootie MARV fleets to have even the slightest chance of protecting our glacier mines.

Seriously, we've got a lot on our plate. It's far from glamorous, but the option to scale back on our domestic ambitions so we can support the build-up is absolutely necessary.

Perhaps it's far too late for this plan to be more than an academic exercise, and to anyone who likes this plan I'm sorry I wasn't really around yesterday to make it. But this is, essentially, my response to all the discussion that's happened since the vote opened.
Most of these were changes I'd been idly contemplating myself, but the votes racked up and the discussion went round in circles until I felt awkward doing so.

I prefer the five-arcology commitment over this, simply because it forces us to actually address the problem and is broadly in line with what we were already contemplating... but then, I'm the guy who suggested spending three dice on arcologies in Q4 specifically in hopes of being able to get away with lower plan commitments.

I'm going to do a post that retains my plan but approval-votes this.

This is very nice. Technically we only need 901 votes. And this is still way above that, but is vastly easier to achieve. IIRC in discord too, Ithillid mentioned that part of the reason IF are being so... them. Is OOC: we need an opposition to prevent us from having stupid levels of 80% of the vote constantly and turning parliament into a rubber stamp.

So I'm fine with sacrificing some votes in parliament, we don't need our constant supermajority's. And ironically, getting less votes in this plan actually gives us more freedom.
Eh. Initiative First being assholes isn't really a problem in my opinion. The idea that democratic politics "needs" an opposition is questionable; if the legislature is overwhelmingly in favor of doing what the voter base overwhelmingly wants, an opposition party just gets in the way.

Opposition is only necessary if they're actually serving a function by "keeping the government honest" or protesting genuinely bad things done by the government, as opposed to just disagreeing for disagreement's sake.

Ehhh.

Once we get our budget stood up properly (which won't take long), the arcology program isn't really competing with the military. Arcologies are gonna eat maybe 45 R/turn to slam out five phases over the course of the Plan, and that doesn't stop us from spending plenty of Military and Free dice upgunning the armed forces.

The only category that's likely to compete in any meaningful way with the military is Orbital, because getting Orbital priorities done is likely to demand at least SOME Free dice.

I stand by this plan, especially the last line. But @Derpmind 's new plan isn't bad, in that it doesn't leave Starbound entirely out in the cold the way the earlier version did.

Though I'm really hoping we don't fall back into heavy spending on planned cities this Plan while the Blue Zone population's housing supply continues to creak and groan and people are grudgingly moving into bunkers in fortress towns because a literal war zone under rocket fire is the best available place to stay.

And you should be able to get them done with mostly dice that Orbital is either supplying or freeing up. At least if I did not severely screw Philly's math up.
If all we did was build Enterprise and Philadelphia, yeah more or less.

It's if we want to do much of anything else, or don't feel like we can afford to spend Orbital dice on stations in the first turn or two of the plan, that things get dicey.
