GDI and NOD have a bit of an aversion to true AI ever since the Firestorm conflict with CABAL and his army of cyborgs.

Just gotta make sure the AI doesn't go all Paperclip Maximizer on us. Or that it doesn't get weird ideas like imprisoning humans in the matrix or pleasure domes to make sure they're safe forever and never get any sort of independent urge like some sort of yandere.

At least make sure not to do something like give the AI complete control of our computer systems.
 
This makes the combination of moon mining and +Offworld RpT projects very attractive, along with how it helps insulate us from income loss at the start of the Fourth Four Year Plan by giving us an income stream we get to keep ALL of.

Assuming the worst possible die bonus, +9...median cost 2 dice at 63% to complete, maximum 4, 10-20 PS.

It's likely that further followup will incur further PS costs barring the Bolo outcome. Still, worth doing, just a question of when.

Orbital Mines
With the Initiative having broken ground on orbital mining projects, there is significant interest in handling them separately from the normal Tiberium based extraction systems. As a means of encouraging the Treasury to continue investing, the Starbound Party has suggested that it be exempted from typical reallocation procedures, especially as the minerals from space are far less multi-purpose than Tiberium based extraction. While the bill has not passed through parliament quite yet, it is likely to be a fairly popular one, especially with the strength of the Starbound Party and the Developmentalists backing it.

Lunar Mining
The Lunar Mining bill, exempting the proceeds of space development from the coming reallocation, has passed over half-hearted objections from the other departments. While not being able to increase their funding marginally is somewhat irritating, even the most hard headed department leadership can see the problems of the reallocation system when applied to mines that will not turn a profit in years.
Q4 2056 and Q1 2057 had a bill that passed that allowed Treasury to keep its Orbital income... Only it was "from the coming reallocation", not in perpetuity.

Well, my plan as-is includes the ambitious space mining and exploration targets set by the Starbound Party as stretch goals, and wins the support of roughly 75% of the legislature. If we look to be on track for that, would that "keep Parliament very happy," @Ithillid ?

Or at least get us close to it assuming no major disasters screw up our reputation worse than any brilliant successes can screw it back down?

It is more complicated than that, but broadly, yes. Of course you do have four years to screw everything up badly.
