Also, we need to actually address the housing problem. Three phases of arcologies isn't gonna be enough; just refugee waves alone will overrun our Housing supply at that rate.5 phases of arcologies can pretty easily go down to 3 phases, it's just that we lose the Socialists if we do that. Losing 34 votes from the Socialists doesn't even lose us the supermajority, they're not really a political force we have to reckon with in pragmatic terms. I just think that Seo the guy with an explicitly left-wing ideological axe to grind would go out of his way to include them in the ruling coalition despite it being suboptimal.
A three-phase commitment means we have a lot more Infrastructure dice (~20) to spend on other stuff... But it also means we're effectively forced to build more commieblocks.
Yes, because planned cities are inefficient. We actually legitimately need the housing for our population, it's becoming a very serious problem, and three phases won't keep us out in front of it unless we build a lot of other, shoddier housing elsewhere. Like, we'll be slamming out phase after phase of Yellow Zone arcologies if not actual commieblocks, and it's going to be something of a false economy.Each Stage of Arcologies is 600 points. So five stages from where we are now is 2,591 progress, while three stages is *only* 1,391 progress. Five stages is nearly as much as completing the GDSS Colombia or Shalla, without Seo's +5 Station bonus. I think five stages is just way too much, especially if we want to do any Planned Cities since those suck down Infra dice like nothing else.
Again, realistically, we have to shovel in a LOT of Free dice to make that happen. Not saying we can't or shouldn't, but we'll only have the big bonus from Philadelphia Phase 5 for eight turns, and that's only really enough to fully complete ONE station even with a sprinkling free dice. Not Enterprise AND Columbia. One or the other of those would have to get done entirely on the strength of free die commitments... a lot of them, averaging more than one Free die per turn over the whole Plan.Throw in Columbia as 2 other groups want it (and those group count it as 2 promises). And that is quite doable- I see us being able to start philly phase 4 in Q3 of the 1st year and between getting to 4 orbital dice, another +7 per dice and doing enterprise for station reduction we should be able to do all of columbia (more so since discounts basically double for each phase and 4 dice plus bonuses really chews that up)

-[] Stations: 4000 points - A somewhat more ambitious goal, likely completing or nearly completing two stations, this will be a significant step towards the aims of the Starbound party. However, it is also an eminently achievable one with consistent investment.
-[] Abatement: 40 Points - Increasing abatement substantially is a key element in maintaining GDI's overall position. While not the largest of goals, 40 points will be a very sustainable pace, especially with the high income goals.
But we CAN hit that if we spend Infra dice aggressively on glacier mines... or if we exploit the relatively low abatement target to let us get away with turning our huge Capital Goods surplus into vein mines.

We can get to the 4000-point station target just by spending almost all our Orbital dice on stations, which is normally what we do anyway. One of the big station targets IS our orbital industry to run.Are they aware that there is more to Infrastructure than just Arcologies?
How do they expect massive Stations to appear quickly when there isn't a serious orbital industry running yet?
Three arcology phases is not much compared to what we can do. Five is rather more ambitious.

Doing the deployment right after is not mandatory, and doing developments is a small sacrifice to win votes.I'm of the opinion that we should promise Deployment projects over Development projects, as every Development project comes with a new Deployment project right after. Plus we simply need to give the military its consumables.
