5 phases of arcologies can pretty easily go down to 3 phases, it's just that we lose the Socialists if we do that. Losing 34 votes from the Socialists doesn't even lose us the supermajority, they're not really a political force we have to reckon with in pragmatic terms. I just think that Seo the guy with an explicitly left-wing ideological axe to grind would go out of his way to include them in the ruling coalition despite it being suboptimal.
Also, we need to actually address the housing problem. Three phases of arcologies isn't gonna be enough; just refugee waves alone will overrun our Housing supply at that rate.

A three-phase commitment means we have a lot more Infrastructure dice (~20) to spend on other stuff... But it also means we're effectively forced to build more commieblocks.

Each Stage of Arcologies is 600 points. So five stages from where we are now is 2,591 progress, while three stages is *only* 1,391 progress. Five stages is nearly as much as completing the GDSS Colombia or Shalla, without Seo's +5 Station bonus. I think five stages is just way too much, especially if we want to do any Planned Cities since those suck down Infra dice like nothing else.
Yes, because planned cities are inefficient. We actually legitimately need the housing for our population, it's becoming a very serious problem, and three phases won't keep us out in front of it unless we build a lot of other, shoddier housing elsewhere. Like, we'll be slamming out phase after phase of Yellow Zone arcologies if not actual commieblocks, and it's going to be something of a false economy.

Throw in Columbia as 2 other groups want it (and those group count it as 2 promises). And that is quite doable- I see us being able to start philly phase 4 in Q3 of the 1st year and between getting to 4 orbital dice, another +7 per dice and doing enterprise for station reduction we should be able to do all of columbia (more so since discounts basically double for each phase and 4 dice plus bonuses really chews that up)
Again, realistically, we have to shovel in a LOT of Free dice to make that happen. Not saying we can't or shouldn't, but we'll only have the big bonus from Philadelphia Phase 5 for eight turns, and that's only really enough to fully complete ONE station even with a sprinkling free dice. Not Enterprise AND Columbia. One or the other of those would have to get done entirely on the strength of free die commitments... a lot of them, averaging more than one Free die per turn over the whole Plan.

Wow, the parliament has some very high expectations of what the Treasury can achieve.
Honestly we can totally do this, it's just that some of the things are big individual megaprojects.

Are they aware that there is more to Infrastructure than just Arcologies?
How do they expect massive Stations to appear quickly when there isn't a serious orbital industry running yet?
We can get to the 4000-point station target just by spending almost all our Orbital dice on stations, which is normally what we do anyway. One of the big station targets IS our orbital industry to run.

Three arcology phases is not much compared to what we can do. Five is rather more ambitious.

We love to do abatement, nobody here likes tiberium spread.

I'm of the opinion that we should promise Deployment projects over Development projects, as every Development project comes with a new Deployment project right after. Plus we simply need to give the military its consumables.
Doing the deployment right after is not mandatory, and doing developments is a small sacrifice to win votes.

No it doesn't, because we can't possibly finish it or even get close for years, and we need the glacier mines now.

OK, let me hammer together a plan.

Main Targets

30% budget is quasimandatory and my only regret is that we can't have more. 70 CapGoods is achievable without forcing us to take really inefficient projects in great numbers; we get +52 from Nuuk 1+2+3+4 and we can scrape together the rest somehow; there must be Heavy Industry options other than North Boston and Nuuk if we work at it. Plus spider cotton, macrospinners, superconductors if we have the RpT. It's tough but achievable, whereas 90 would probably commit us to North Boston Phase 5.

We really CAN hit 120 Consumer Goods, it's not gonna be nearly as hard as last Plan to hit high targets because a lot of the work is done for us. Perennials helps, caffeinated kudzu is likely to be a Consoom project on some level, Arcologies help and we're buildling the things anyway. We may hit the target without ever even taking a Consoom project on purpose purely to be Consoom.

For Food, we try to do better, but... well, let's not tie our hands when we don't need to. No major party cares that much or they'd make it a promise option.

For RpT, I'd prefer to only promise 700, which is enough to please some parties who would otherwise be cranky, and should be achievable in an acceptably wide range of ways.

For stations, I want 6000 and I think we can do 6000... but realistically, this means Free dice, or us finding some good boosters to our Orbital rolls, the equivalent of the people we hired that gave us +1 Military dice or something. I'd rather just promise 4000 and avoid blowing up if we only manage to finish two stations this Plan.

I think 60 points of abatement is achievable enough to be a good idea, since it pleases some parties.

I want the five-arcology commitment because it will force us to stretch ourselves, and actually make a serious effort to resolve the Housing crisis instead of barely ticking along. It's gonna cost us, but it's better than blowing dice on actively inefficient projects that aren't even that popular. I think it's worth it.

The military targets are all stuff we wanted anyway, cheap stuff, or both. It's not worth making an extra promise to the Militarists for +20-ish votes.

Starbound gets a relatively cheap suite of projects that we can do on the side or that greatly benefit us (e.g. moon mining), plus Philadelphia and Enterprise, the stations we've got a head start on. We may be slamming out parts of Shala or Columbia by plan end but I'd rather not promise that.

Among the benefits of Plan Happy Arcologies, Happy Life, besides just the arcologies, is the fact that the commitment to +100 RpT of moon mining means that when the Fourth Four Year Plan rolls around, we have +115 RpT of moon mining income that's ours and can't be taken away by reallocation.

If we can hit our general +income target of +600 from tiberium mining (700-100), on top of GDI's existing 1305 (?) RpT of tiberium income...

Well, 30% of 1900 RpT of tiberium gives us 190*3 = 570 RpT, plus 115 is 685 RpT. Even after subtracting for grants and such...

If we pull this off (we'll need free dice to support the moon mining and probe targets), we START the Fourth Plan with a 635 RpT budget, which means a lot less screaming and moaning and frantic glacier mining.

Made a couple tweaks since the original draft, mostly in the form of dropping Karachi as a full promise because looking closer at the points budget we really can't afford to do the full thing 100% unless we get lucky. So don't promise to do the whole thing, even if we plan to do 3-4 phases. Replaced it with promising shell factories and ablat production instead, which I probably should have lead with since we're going to do those anyways.

I stand by +800 income as a reasonable target, it's technically achievable right now and I trust Seo will invent some harebrained scheme to make it easier a few years in. Boreholes were already kinda visible once we started doing vein mines even with Granger the relative technical conservative. Seo with a high income target will definitely make something happen and I expect +800 to be easier than it looks. We're going to need every point of +800 to afford the space investment Starbound wants while still keeping up intense enough military spending to make sure NOD stays down.

Our current orbital industry is based around recycling orbital debris and some preliminary lunar mining. That is not enough to produce the Stations that parliament is asking for.
I'm not comfortable having to commit all our Orbital dice to building stations, as that means that we have to use Free dice to further Lunar and exploration projects. Which people are already committing to. Can we even complete all that? 6 phases of Lunar Mining is another ~2000 progress needed. How many free dice are locked up to complete the ~7000 progress that people are promising the Starbound party.

I want to be clear that if people would really rather strip out the moon mining commitments from Happy Arcologies, Happy Life, I'm willing to do that.

I strongly support them as an alternative ambitious space goal besides just Station Spam, one that insulates us against future income reallocation and sets us up for a graceful pivot to mass moon colonization in the future once we get Shala and Columbia done in the Fourth Plan.

But I can live without committing to those in the Plan if it really makes people happier. I suspect a lot of people are voting for my plan more for the five-arcology commitment than the moon mining.

Can we even complete all that? 6 phases of Lunar Mining is another ~2000 progress needed.
Rare Metals phases cost a lot less than 350 points. Furthermore there are synergies- stages cost less and less as we complete more and more of them, and stages of one project cost less as we complete stages of another.

@Ithillid , currently the upcoming stages of Rare Metals Harvesting, Regolith Harvesting, and Heavy Metals Mines cost 170, 340, and 395 Progress, respectively.

Do all these projects count towards "lunar mining" targets? Do any other projects count towards those targets?

We know a few things how the cost of completing one stage of each of the projects impacts the cost of the other stages: One phase of Rare Metals cuts the next by -15 Progress, and one phase of Heavy Metals cuts the next by -10 Progress.

We're not sure how one phase of Regolith cuts the next. Or how Rare Metals in particular impacts the other options, because its attractiveness depends heavily on whether its impact on the other projects is commensurate with its impact on its own subsequent phases.

Could you please comment on these actions? My plan is significantly better or worse depending on the answers. What do our moon mining experts think is a reasonably good way to lower the overall Progress costs of moon mining phases? Do we beeline a bunch of rare metals? Try to build a 'level' 2-2-2 approach? Or what?

I know it's a tough question, but it's kind of an opaque subject just from looking at what we have, and I feel like we could get a bit more projection than we have, while still being realistic.

This is my favorite part of the plan and makes me wonder how is this going to effect the IFs since they have effectively shown themselves unable of so much as participating in major policy making let alone meeting the demands of their voters , in fact even the much ignored and silently distained Free Market Party get something from the plan but not the IF , makes me think their won't be an IF party by the time the next plan rolls in
