Everything in the update was about how wary the Forgotten are about the gross mismatch in power and influence between them and GDI. Do we really want to end the conference without addressing that? I like the idea of trying to end up with only a minor imbalance. We can always throw a spare die or two at some of the unasked for concessions later.
The imbalance is how much they own to GDI and not the other way around, so why would we want to 'address it' and reduce the influence of GDI over them? The point is to ensure they feel too grateful and indebted to GDI to go back to being fully independent as they did before, or ever work with anyone else such as Nod, and to potentially make them cough up even more options with work with in the future if that could be possible.

We're at 50 PS right now, soon to gain +10 PS from the next phase of Mecca, +25 PS when we finish the Tiberium Stabilizers, and another +5 PS from finishing Indoor park programs. So that's 90 PS by the end of the plan, with still the opportunity to gain more from other projects. We absolutely can afford the -10 PS of [] Strategic Combat Support.
While I like the reasoning and plan, I find it weird the argument isn't being used for the [] Liquid Tiberium Power Cell Development instead. Ah well, at least the Tiberium dices are too needed for that to be considered as an option to do any time soon anyways.
 
An amount of leverage close to zero doesn't do anything to effect the balance of power, it just means the Forgotten feel like they're getting a less good deal. It's impossible to fix the power imbalance, we're a planet-spanning superpower with the majority of humanity's industrial output and hundreds of millions of citizens under our control, the Forgotten are a couple hundred thousand nomads. They could outfight, outproduce, out-anything GDI citizens on a 10:1 or even 100:1 basis per capita and still be utterly dwarfed by the sheer scale of GDI. They just don't have the numbers, and we do, and nothing will change that.

Unprompted and unnecessary generosity beyond what we need to get what we want is the closest thing the Treasury can do to proving we care about the Forgotten. There's lots of other stuff that can be done too but it's not the Treasury's department, all that we can do is give them food and medicine and cellphones even when it's not necessary to try and prove that we really are serious about this whole "actually caring about the Global part of the name" fad. We should give them food and medicine and communications access because that's the humanitarian thing to do for people we want to be friends with, not because it's transactionally optimal.

With reports of extra sensory perception capabilities in some forms of the Forgotten, having an opportunity to study these abilities in a laboratory environment may well aid GDI in their studies of some of the more exotic forms that Tiberium can take.

By opening up recruitment of many of their best and brightest, GDI can make use of this in its efforts to understand and find its own uses for alien technologies.

I could be reading too much into what Ithillid wrote, but I'm worried about a retrenchment from the Forgotten for fear of losing themselves, their culture, etc., into the great cauldron of GDI.
 
If we take the Strategic Combat Support I would suggest that Orca refits gets bumped up in priority both for the air force's effectiveness and the Forgotten's survivability.

Eh, given how rare it is for the Forgotten to even have opportunities to get support, I'll vote for everything since it can all be done relatively practically. Still, hopefully putting them in this much debt to GDI has some lingering effects that Seo can take advantage of, such as say getting more volunteers for the Adaptation stuff by having more Forgotten gratefully survive in the future.
 
Just to float an idea. And this might be basically included with the giving them radios options.

Could we get them to ring us up next time they see large troop movements? Or evidence of them? Or just other odd stuff? They walk a lot of the planet we don't. They are bound to trip over things we can't see. It'd be nice to know if aliens are back in the red zones or Nod is building bunkers again.

I'm happy taking everything as in the end it means we have a stronger forgotten who are strongly indebted to us and who can hopefully warn us of any major Nod movements in the Red zone and also hopefully make them a hard enough nut to crack that Nod has to make an actual effort at dealing with them rather than just being able to wipe them out on a whim
