So, am I the only one who's surprised that either option loses political support? We're protecting the sanctity of a religious site and the pilgrimages to and from, after all, and both actions are effectively centralizing that role further under GDI, away from NOD.

For next turn, we might want to consider another phase of Communication Network. It looks like we're going down to 50 PS on the same turn we're going into the Forgotten Conference, so we could use a quick source of PS. Though that depends on if we think we're going to be limited more by PS or Resources, and given how expensive the new Tiberium project is going to be it might be the latter.
As I've already recommended some time ago, the relatively cheap cost in terms of both progress and dice in return for the gains in Logistics and the 5 PS makes it worth it. A great economic choice to make more use of the Orbital dice at a time where resources are limited.

Generally something we would look at during the start of a plan when we have to idle dice, but given potential costs on the stabilizer may be needed next turn.

If Tib mutation removes 1 mitigation per turn (on average)... Wouldn't it mean the inhibitors should only be rolled once there's no better mitigation to spend dice on?

We're never going to get to do those Wartime Factory Refits.

It's not actually that bad. With a simple estimation based on 50 per roll on average, and +35 per dice, it would take an estimated 2000/85 = 24 dice to complete. That isn't so impossible to complete before the 4-year plan is over if sufficient levels of Free dice were put into Tiberium dice, and if all but the 1 Tiberium dice needed for Mecca is all put into stabilizer at every remaining turn, with perhaps 9-10 dices invested into it for the first remaining 2 turns for a gauge on dice luck and progress, and giving a better estimate for number of dices needed on the last turn to complete it at 90-95% probability.

The Capital Goods however is both not and yet still is a problem. Because Boston Needs to be done at that point before or when the Stabilizer is finished anyways for the completion of the plan's promises. The only problem per se is from how much of the gained Capital goods would then have to be used for the Stabilizer project and thus less would be available for anything else. But then again, at the level of investment the Stabilizer will (hopefully) be getting, there probably won't be much resources left for any other Capital goods heavy project to need to be completed within the remaining time of this 4-year plan anyways.

Edit: Also holy shit I just noticed it's not 1d4 to 1d5 but a 1d4+1, which means at Minimum there is at least 1+1=2 years even at worst roll, which means minimal results would Double the number of years between mutation, or Half the mutation damage to abatement levels on average! WOOHOO!!!

We can definitely bang out 2000 points of Tib progress in 3 turns. It would take all our Free dice every turn and keeping a close eye on Boston progress/capital goods expenditure to make sure we have the 8 on hand when it finishes, but it's totally doable. It would obviously totally dominate the plan but even if we did the mechanical maximum of 11 Tib dice per turn every turn, that still leaves enough money to activate most of the other dice in the other sectors.

We have +5 Capital Goods right now. We can afford this and the full Factory Refits. We just need to gain another 3 Capital Goods from outside Heavy Industry, which means doing the Macrospinner Phase 4 or maybe the Spider Cotton.
