However, that also comes with severe risks. Seo has a severely nonzero chance of death, and a higher chance of getting a negative traits in addition to any positive traits. Up to and including a chance to die every year.
Edit: For the Forgotten Outreach choice.

GDI's labour and workplace safety standards do not fuck around with tiberium.

Also I want to come back to this again. The thing with workplace safety standards is they're not just about building regulations, it's also making sure people can follow them and making sure people are trained properly in them. I doubt any people from the Yellow Zones are less careless around tiberium because that's probably a good way to die young, but they'd probably consider some of GDI's standards shockingly lax and putting excessive trust in the reliability of the safety equipment. They'd also be completely used to working a completely different set of standards, ones designed around very different material conditions and often a lot less equipment, and with that cultural mismatch there's going to be screw ups as sometimes you don't quite understand why GDI sets the standards this way and you fall back on old habits.

Think of how people used to driving manual can be absolutely unable to handle auto. Auto is supposed to be easier, but people prefer sticking to what they're used to even when it's worse.

And someone has to take the time to explain all these standards in a way everyone can understand, while bridging any cultural and language differences that might be present. And there can absolutely be fuckups in the explanation process due to non-shared cultural assumptions between the person doing the explaining and the people listening.

Space is the future and the military is what buys us time to fight Tiberium and reach for it.

I think either one will help us expand out space program. Either with direct bonuses and options. Or by running our military dice more efficiently to have more resources for space actions.

The first two play directly towards our two main non-TCN win conditions: space evac, and adaptation.

Logi is 'second best' with regards to something that's always generally helpful.
