While the Forgotten have little that they can offer materially, they are also some of the most attuned to Tiberium. By assigned Seo to help with contact, and to take point on diplomacy, he will have opportunities to hone his political and diplomatic skills. The latter of which is notably rare in the modern Initiative. However, this is not without its risks, as it will require him to significantly expose himself.

People? I think this could be Seo's Qatar Defectors moment. The one and only chance to get something amazing that will redefine the entire quest's strategy going forward.

Have people forgotten how Seo had a very real risk of outright dying back in Chicago if it weren't for Gideon completely failing his roll? We gambled and won that time, and got an incredible trait off of it that we've heavily based our plans around (hence us delaying NOD Research until Seo comes in.) Forgotten Outreach has the highest chance of Seo dying of all the possible choices, and I do not feel like gambling on a double or nothing.

Good to have more Forgotten contacts, and political and diplomatic skills are important due to the recent expansion of GDI control.

Always important, especially when deployments are usually the most time sensitive due to the whole forever war.

Plays to Seo's strengths, plus new shineys.

Leaning on the stuff we probably need to survive or the bits that canon!gdi had trouble with. It's risky, but given our somewhat effective efforts at hearts and minds I think continuing it would be worthwhile
