I like 98% of the plan but are you super married to the LCI review? I'd strongly prefer Bureaucracy, if you're really attached to the LCI review then that's fine but I'm gonna vote for a version that swaps out LCI for Bureaucracy.
I don't particularly care, no. I just chose LCI since we happened to have empty dice slots in LCI (and Services), so I thought might as well push that now.

If you were a leftwing politician in GDI, whether an ideological communist or a believer in social democracy, whatever poison you prefer, and you led a party block advocating for workers rights, heavy regulation on corporations, supporting the common man regardless of geography, and moving the GDI in general as far away as possible from its hyper capitalist roots and the Outcome was this quest's GDI, History would remember you as the single most successful politician in the history of the fucking world.

The quest has moved ever more left every year of the quest. So if the practical, game reality requires us to wait a quarter, or a year for the co-op action, so be it. What government goes thru such a radical paradigm shift as this GDI has in like 8 years? It's already straining disbelief how much of a total about face the policies and political realities of GDI has turned around.

We have established very strong regulatory and legal protections for workers, and the only reason I believe that it's been possible is that we've been rebuilding the economy from basically bedrock.

There seems to be a block of ideologically-driven economically-leftist posters who come across as believing that any support of a private sector will inevitably, and quickly, lead to a return to the end-stage capitalism and corporate dominance. Despite our already-existing pro-worker policies, beefy regulation of business, and express support for co-operative businesses. As such, those arguments come across as based on a strawman, rather than the existing situation in the quest.

In other matters, two things I want to get developed soon:
Spider Cotton, because that will allow +Capital Goods from the Agriculture department, which is important because HI will be very needed for +Energy.
Shimmer Shields, probably next turn, because it has the potential to lead to so many useful applications, including for space and industrial uses.

I also strongly want to 1-turn URLS, because that's an across-the-board performance improvement that will also specifically address some of NOD's strategic threats.
Can people explain me how Kane made Australia Red Zone with GDI LT, when he had to go on great length to do same with his own liquid tiberium?
Kane was trying to produce a specific result that looked a specific way, in a specific place, and also likely wanted to get GDI to be involved in it, because he's a scene-chewing Master Planner addicted to his own cleverness. He could have gotten it to explode, sure, but he wanted the specific signature that would bring in the Scrin.

Dude, we need ULRS for QAAMs because our Air Force is getting bamboozled by all the Barghests. Nothing more practical than that.

Despite military victories, the actual harvesting effort has lagged behind for a multitude of reasons. First and foremost has been the Brotherhood engaging in nearly round the clock stealth bomber raids on their positions. Second is that nearly every warlord, to one extent or another, has been systematically destroying what Tiberium spikes remain, meaning that redevelopment has been slow and painstaking. Beyond that, the infrastructure in the region is in ruins. With the millions of tons of supplies needing to be shipped across it, the development crews often had to be passed over to ensure that shells, fuel and food made its way to the front.
One of our big problems are the new generation of stealth aircraft harassing our resourcing efforts.

LRSS gives our Air Force the eyes they need to see Barghests, and ULRS gives them the missiles they need to kill Barghests.

Ithillid is writing more than enough just keeping up with the activities of one single branch of the government. If he had to write out a detailed summary of what every single branch was doing every single quarter the updates would end up being a novel for every quarter. Parliament, the Joint Chiefs, the Director, the Welfare Department, InOps, and everybody else is doing just as much as we are in the background. You gotta allow for the fact that this is a hobby project being written for free by one person in their spare time. We're not going to get detailed updates on how Parliament is adjusting the VAT by 0.7% in certain Blue Zones, just trust that they are in fact doing things. It's an inherent constraint of the format that we're never going to see the things they do unless Ithillid slows the update pace way down and takes the time to write 50k words about every other branch every single turn, but they're definitely doing things.
This pretty much. To lay out my workflow for an update it looks something like this, with today being Saturday.
Sunday, I will begin rolling the private dice and taking notes. I am rolling for example for how the Brotherhood is doing, potentially interesting things coming up for you to deal with and the like.
Monday, I will begin writing up those entries and doing research into the more technical topics, such as superconductors.
Tuesday, the vote will close. I will then begin working on the topics that require a subject matter expert. For example, all of the Mecca writings have been run by someone who actually knows the material, and where the cultural landmines are. I write for an audience that is heavily multicultural and multilingual. While sometimes I will intentionally step on one of those landmines or offend people, and I have at times, I typically try to do that with all intention.
Wednesday, I begin seriously writing. I generally start on one end and begin writing sections. Usually I write from the military on upwards. I will also set up the GDIOnline for the quarter.
Thursday is simply continuing writing, hopefully finishing the critical aspects.
Friday, I do an editing pass, and then try to post the update.
It is generally 6-8k new words a week, which is at the limit of what I can reasonably do.
There is also one other limitation, my ability to come up with interesting material. Part of the reason SCED for example gets mentioned in a number of the space updates is because BOTCommander puts in the effort to write and run first Carterquest and now SCEDquest, coming up with interesting and engaging material for me to reference. If I had people who wanted to volunteer for work on the other departments, you would see more of them, because otherwise, I am at my limit on how much I can handle.
Friday, I do a final editing pass, along with my first reader getting a chance at it. Then I pass it over to the discord as a unit to do the detail readings. There are usually a lot of little things that I missed. I then post.

I don't have any major preferences for how Military dice is spent, and am more concerned about unnecessary spending on Grants, especially when the Treasury doesn't even have enough resources for it's current list of options, and when reallocation is nearing in a few turns to slash funding levels again.

The economy should be the means and tools which GDI can use to accomplish it's goals, and not a goal in of itself to pursue. Whichever means suits it's needs the best to maintain itself as a viable polity, continue it's efforts to reclaim Earth from Tiberium, and fight against Nod, should be the way chosen.

Thus, so long as centralized economy is working effectively and efficiently as a well-oiled machine, I don't want to push for political and economic changes to disrupt and slow down the Treasury's capabilities to continue supporting GDI's goals. Grants should be done when the Treasury has more resources than it can spend, and no sooner, unless directly dictated by a plan and/or the parliament as a requirement to do.
