So I've been informed on the discord that building the Union Class construction yard will eventually apply the 1/3 fusion discount on all of our space projects, not just give us a third fusion dice. With that in mind, it's jumped in priority for me.

We still have a full two turns even after this one. I'm not happy about it either, but it's either 2 Fiber-Optics, or using all 5 Infra Dice. The other places I could feasibly take the Resources from for an extra die are the places I least want to take Resources from.

Yes, as long as we have Fiber-Optics come election time then that's objective complete.
I suspect that having it finished in Q3 would be much preferable, because things like this generally have a bit of a 'settling in' time. A global rollout of fiber-optic communications lines increasing connectivity all over the world is the kind of thing where the expansion of coverage takes months, not weeks, even after the infrastructure's there.

2 dice next turn will have a fairly good chance of finishing fiber-optics using @Chimeraguard plan. And we absolutely finish communication satellites this turn which somewhat mitigates that.

I'd love to put some union dice in, but I have absolutely no spare dice in HI. I'm barely getting any spare power-granted, I'm not spending as much, but still.

Don't get me wrong. Putting so many free dice into agri has it's uses but if the mutation roll goes badly then we're going to need full dice activation in orbit (and likely many free dice) for basically ever. The extra fusion dice means we can have 3 dice into the stations and use free dice on the cheaper projects.

I'd be more inclined to support your plan if we had another 5/6+ quarters of no tiberium mutation otherwise we have other much more important priorities.
 
Alright here is the plan to 2 turn North Boston then hopefully do military refits. Why would we do this? Well because Military refits is the only option which will quickly rebuilds our whole military, which is why it has such a massive capital goods cost. At present we have a a lot of our options limited because GDI military hasn't been rebuilt from the beating it took during the 3rd Tiberium war. This plan also completes our capital goods goal before the mid term election :), continues to rack up the consumer goods, gains us 1d2 extra military dice(once refits is done), making it easier to roll out military deployments, completes most of the partly finished projects from last turn, keeps up spending on our military. In terms of the costs of this plan the main ones are that we can't put dice in other things like HI power production and delaying putting dice into scrin research for a turn. Overall I think the trade off is worth it to get North Boston and therefore military refits done as soon as possible. Also if we manage to pull this off before the election it will be truly granger meme worthy. Therefore I give you:

I feel a little weird about Yellow Skies not activating all our Tiberium dice for lack of resources.
It a combination of the 90R needed for Scrin Research Institutions that can lead to new abatment options leading to a lack of funds and not wanting to do more then Chicago outside of the blue zones as our military is overextended. But its a decision i agree with, with the next shell plant phase online next turn we can start to push once more.
