So... let's see if I can add another layer to this. First, people care about power in the moment. The Lion might want to have the chancellor empowered at least somewhat, but if there's a Unicorn chancellor, then they're going to be a lot less enthusiastic about handing power directly to their natural enemies. The Crane currently hold the advisor slot, and have good reason to expect that the next empress will be at least reasonably Crane-aligned. From a log-term view, they might want the Chancellor to be more powerful, but they might not be so inclined to it just at the moment if the chancellor were, say, Crab clan. I'm sure that "who gains and loses power in the short term" is going to be a significant part of how much power the chancellor gains.
Second... nobody wants to cross us right now. The clans have learned that at least in this generation, pissing off the Toturi is a Really Bad Idea, and that's without the various indications that we've been given that the heavens are in full support of us. To the degree that the Chancellor gains power during our reign, it will be because we decided to let them. That is... much less true for our heir. We're going to be giving her a smooth handoff, and we'll be there in the background, but she's going to have a lot less power over the courts after she ascends than we do now... at least until she does the traditional Toturi thing and Is Completely Awesome a few times. Still... to the degree that they're going to want to push for additional Chancellor power, that will be the opening they'll use. That will be the time they'll be looking at and the Empress they're under. It's not going to be the clans who don't like us. It'll be the clans who won't like her.
Crane... is going to be in a very strong position at that point, as far as their traditional sources of influence. They'll have the spouse, they'll have raised the Empress (at least for a fair chunk of her education), and they'll have an experienced Imperial Advisor. They won't have Emerald Champion or Treasurer, but handing them the Chancellor at that point is still giving them a huge amount of influence in court. Is that good?
Scorpion... becomes the natural antagonist, for basically the same reason. At that point, they'll have nobody in any other named position in the imperial court, and with Crane in a strong position, Scorpion becomes their natural foil. Of course, Scorpion are really very good at playing the Loyal Opposition... if you can ensure that they do that, rather than playing the disloyal opposition. Could go well, could go poorly, but it would be a very scorpion role to take. It would also be the third scorpion in a row in the role, which could be... interesting, from a long-term perspective.
Crab... honestly, this is so far outside of the standard Crab wheelhouse that it would almost be a comedy value pick.
