From a the perspective of playing a game, we desperately need to do both of these. Get everybody introduced to each other, then stress test it under social and combat settings.
From a practical standpoint, we need / want both, so that we're better prepared for the event. Sweat and Bleed in practice so that you don't bleed when it's real.
From the perspective of the story, either option could be repetitive narratively, striking the same beats as later events.
I'm going to trust that either option will provide an interesting narrative in the moment and reap dividends down the line. As such, I'm going to vote for the option with fewer votes.

"So…" Ling Qi began pondering the last several minutes of conversation. "Let us grant that I believe your studies are relevant to our task."
"Most generous of you, Baroness," Meng Dan said, resting his chin in his hand.
"What skills do you have to offer to my Lady in the field?" Ling Qi asked politely, ignoring his interjection.
"Mm, I agree, you'd obviously be a real good study buddy, but how're your practicals?" Sixiang asked flippantly. Normally, Ling Qi wouldn't be so casual, but she thought she had a decent measure of Meng Dan now.
"While I do not spend a great deal of time in the wilderness, the Deep Archive is not so very different for cultivators of our level," Meng Dan replied smoothly.
"That's the second time you've mentioned that," Ling Qi said with a frown. "What is the 'Deep Archive'?"
"Scholar Ling is familiar with the struggles of the Argent Sect librarians," Yinhui said softly. "Argent Sect's archive is a very young library.."
Ling Qi hummed to herself. She was aware that plenty of the older books and scrolls had some bite to them, and the archivists had to do significant work in keeping everything orderly and peaceful.
"Blue Mountain Sect's Library of the Diviner is one of the oldest surviving structures in the Empire," Meng Dan continued. "And has at times been left understaffed."
"The stacks are as deadly as any bramble patch huh," Sixiang chuckled.
"Just so," Meng Dan agreed. "There are many wings and sub basements which are essentially naturally reinforcing spirit ecosystems, some of which extend entirely or partially into the liminal. When I describe making an 'expedition' into the Deep Archive, I am not making use of hyperbole."
Ling Qi nodded slowly, she knew that all things developed spirits in time, so a building that, by inference, dated back to Tsu the Diviner, the half-mythical founder of the Emerald Seas, would likely be strange indeed. "That is fair enough. So you have experience with survival skills and spirit negotiation then."
"I would humbly claim some proficiency, yes," Meng Dan replied. "However, I believe my greatest skill, and the asset which I could provide to your Lady, is my ability to organize, decipher and interpret large amounts of information."
"Most cultivators can claim to be able to quickly absorb information," Ling Qi pointed out.
"Knowledge and understanding are separate tasks," Yinhui said, barely touching her teacup to her lips.
"Just so. It is indeed trivial for any cultivator of the third realm to memorize great reams of information," Meng Dan said, pushing his glasses up. "But the skill of dissecting, discarding and interpreting that information into useful data is another. One which, and I mean no offense, Lady Cai's small court yet lacks in it's retainers."
Ling Qi hummed to herself, drumming her fingers on the table as she met Meng Dan's eyes. Behind her eyes, she felt Sixiang focus as well. To her eyes, Meng Dan seemed sincere. His perpetual smile and manner did seem a little condescending, but it did not feel… malicious in the way it could for some individuals.
She didn't get the feeling that he thought he was better than her.
Ling Qi traced her finger along the edge of her tea cup. "One more question. What is it exactly that you find so funny, Sir Meng?"
His smile became a little thinner, his eyes practically twinkling with humor. "Lady Baroness, when you study people and their institutions as closely as I, laughter is the only rational and healthy reaction."
Ling Qi nodded simply. Whether she agreed or not, those words held the thrum of Truth. His Truth at least.

"Your impressions?" Cai Renxiang asked crisply as they faced one another beneath the evening sky. They stood in an empty training field, a small field of grass atop a steep cliff.
Ling Qi shifted, adjusting her footing, along with the grip on the blade in her hand. She had reached the vague point of 'good enough' with blades. Yet, sometimes she still faced Cai Renxiang like this, without techniques or active arts.
Some people had odd ways of relaxing.
"I believe both of them will be assets in different aspects," Ling Qi mused as she slid forward, bringing her blade up in a textbook perfect upward slash.
She was met by a similarly perfect deflection, metal sliding off of metal. Ling Qi turned with the motion of the slash, ducking beneath the countering blow. They were only moving a bit faster than mortals. This wasn't even a spar really, just moving meditation.
"I am not concerned with Meng Dan's intentions, and Xia Lin is…" Ling Qi began.
"Loyal." Cai Renxiang said shortly. "General Xia is unwavering in her devotion to my Mother, she would not give a recommendation lightly."
Twice more their blades clashed. Cai Renxiang pressed forward, her style was offensive and overbearing. Ling Qi retreated and circled, the saber style she practiced in moments like these was more than a little dance like. There was no reason to be inefficient after all.
"And your business?" Ling Qi asked. The General implied that Renxiang had made a request of her Mother. That seemed… odd.
There was the faintest waver in the upheld edge of the practice blade in Renxiang's hands. "…It is because of the two of you."
Ling Qi blinked, her knees bending as her upraised blade absorbed the force of Renxiang's downward sweep. She tilted the blade, letting it slide off of her and circled left. "Meizhen and I?"
The heiress' nod was stiff. "Accepting and reacting to my Mother's directives is not enough. My failure in finding insight is proof of this."
Ling Qi remembered the very awkward tea party where that had come up and held back a grimace. "I did not mean to unsettle you so."
"You were… not wrong. If I damage myself unnecessarily in the course of my duty, this is also a disservice to those I am responsible for," Cai Renxiang stated coolly. "So… maintenance of the self."
Ling Qi stepped back as Renxiang did, letting the saber fall to her side. "I'm glad, Lady Renxiang. You haven't answered though. Evasion is unlike you."
"I chose to make a selfish request," Cai Renxiang said. For a moment, the girls normally overbearing presence shrank. "Gan Guangli will be accompanying us on this journey."
Ling Qi blinked, then smiled. "That's great! It will be good to have another familiar face along."
"I could likely have secured further material support for you and our expedition, if I had not spent my capital so," Cai Renxiang said bluntly.
Ling Qi's smile faded. "Lady Renxiang, my stipend is generous enough. I am not going to begrudge you this. Although naturally, I will accept any further windfalls."
"Naturally," Cai Renxiang said dryly.
She would not pretend that she really understood the heiress reasons. She knew that even if both of them would deny the title, Cai Renxiang and Gan Guangli were friends. "When will he be meeting us?"
"Tomorrow," Cai Renxiang replied, bringing her saber up to rest on her shoulder. "We are departing in two days time. I wished to speak with you regarding that. I believe it would be good to undergo some manner of group exercise before our departure, to test our cohesion. I am inclined to a military exercise, given the presence of the Generals forces, but I would know your thoughts."
Ling Qi hummed thoughtfully to herself as she followed her liege over to the weapon rack to deposit her saber. 'What do you think Sixiang?'
"Maybe something a little less regimented?" Sixiang mused. "You've got a couple days, maybe use your map and have a mini-expedition?"

Not the biggest fan of the vote. Framing the options as combat cohesion vs social cohesion is fairly questionable when you dig below the superficial into who the characters we are dealing with are, and how they would engage with the subjects, I think. Nor the content of either exercise, really. The dichotomy doesn't stand up to scrutiny. And that's an issue, because I suspect the on-paper mechanical bonuses we've accrued are going to do a lot to influence our reaction to events instead of us just reacting to events as they come based on the actual narrative context of the events and character postures present when we're making choices. This tends to make events look really weird instead of flowing naturally.
For social engagement, it's been established in the story that it's common practice for cultivators to get to know one another on a social level through spars and the like. Xia Lin, Gan Guangli, and Cai Renxiang are also discipline/martial aligned characters, making up the majority of the 5 in question here. Meanwhile, the mini-expedition via moon map only strongly resonates with Meng Dan, and of course Ling Qi herself, with the inclusion of others hinging somewhat on there being some fighting involved.
Which brings things to combat cohesion. A full-on White Plume military exercise will obviously help whichever of the 5 who need it get caught up on White Plume combat doctrine responses. But if a 5 minute demo between Zhengui and Xia Lin can help combat cohesion, which it did, then there's no way a practice expedition can't. Even if there's no fighting, there will be discussion of capabilities, tactics, and practice moving in formation through the wilderness and sites of interest. Doing that makes up a significant portion of any martial cohesion efforts. There's also something of an open question on how much combat cohesion even matters when we have an extremely competent and drilled escort.
It's implausible that we wouldn't see gains in both types of cohesion with either exercise. The differences between the two on cohesion are, imo, overstated in the vote options.

In terms of other things each option brings to the table, we can only speculate so much.
Working with the White Plume might be interesting to see their capabilities, though we'll figure out a lot of them pretty quickly once we're on the trail. Seeing GG, who has a soldier background, interact with the White Plume in the context of his role as a Cai retainer seems interesting. White Plume seem too standardized and drilled for their way of doing things to enlighten us at all, with our specific baggage, so the main value I'm seeing is purely on the social side and involving Cai Renxiang, Gan Guangli, and Xia Lin primarily. This option seems the most straightforward and least likely to ask us to make a mid-point decision, so it's tentatively the faster of the two choices.
Going on an expedition is ~adventure~, and we get to see people contemplating and engaging in a probably more multifaceted event. Big problem there is what's their stake in it? What's our actual objective on the ground with this option, and does it appeal to people in the group? A training exercise has a straightforward purpose, but this is abstract and unclear. This being the case, it suggests word bloat, and a much greater chance we need to make further decisions, which means more updates. Which means slower. On the other hand, poking around with moon nonsense, when we have two moon cultivators and paired lunar spirits, when both have effectively been sponsored towards current events by Great Lunar Spirits, suggests there might actually be something mission-relevant to gain from the attempt. Potential info or goodies that might relate to our diplomatic efforts is insanely more valuable than a modest bonus to working with our escort. Especially in the meta-context of it being impossible to fail to reach the diplomatic event, by my understanding.
Ultimately, I don't care about the White Plume, or Renxiang squad since post-mission we're likely not going to see them reliably for months or a year+, and I don't care about synchronizing with our escort martially or socially in the context of the journey itself. The only compelling considerations for me are update bloat, which is meta, and possible moon loot; possible moon loot wins the day.

Update bloat is still kind of an issue. We're 5 updates into the turn, which have all focused on the expedition, and we're still on intros. White Plume exercise is likely 1-2 updates. Mini-expedition could be anywhere from 2-5, though probably 2-3. There's whatever Sixiang has planned with Zhengui, which feels like it would probably have a decision point or two put in it, so mark that down for 2-3. Then the actual journey we're going on is likely to have at least 2 obstacles we have to overcome. Let's call those 2-3 updates each, with another 2 more interstitial "spine" updates supporting them. Finally, we have the diplomatic mission we're actually aiming for, which I'll peg at 4-7 updates in total.
Count it all up and I'm arbitrarily projecting a hefty 13-20 more updates to the turn with the White Plume military exercise, or 14-21 with the preliminary trial expedition.
Obviously, that seems huge and unreasonably, so where do we trim from? Not from the diplomatic section of mission, that would be trimming it down smaller than our introduction chapters, which doesn't work because a significant portion of engaging with the ice lady faction is going to be, well, introduction. It seems impossible to trim that back, and we might even need to add more. What we're currently voting for? Sure, the result could be trimmed down to 1 update either way, but good luck actually showcasing social cohesion between 5 characters while describing exploration, in 1 update. Maybe from the journey phase, then. But if we're doing that, then why are we spending so much time deciding on what bonuses we want dealing with journey obstacles? Right now, it looks like we're idling narratively in service of later mid-journey obstacles, so it's unlikely they're perfunctory.
All in all, this mission is looking like it'll be a long one. Looking at the broad shape of things, it's not clear how much initiative in events we're going to have either. It's been pretty reactive, so far. We have no real clue of what the next steps look like, so we can't make choices in consideration of them. For instance, there's significant disagreement between players over basic facts like what our White Plume escort looks like for the mission, in terms of numbers and cultivation.
