@Durin Is this correct? They'd only help us with four projects in total? Not at a time, total. They help us on 4 projects and that's it, no more help.

No Avernite people want or care about FTL. They would throw it away. The Tech level is where FTL was developed.
So the Trolls want FTL technology for even the most minor level of assistance? That's the minimum? How about No?
Folks, we don't have to make a trade that's a manifestly bad deal. I don't really want trolls tooling around with better than 21st century technology. They aren't all that firm allies. Trolls with technology that advanced and that little commitment to us could cause all sorts of trouble.

[X] Do not make any trade with the Trolls.
1. They neither need nor want planet wide communications because they are only in a single part and that won't change because the planet won't send them out.Probably they won't care about FTL, sure. But that level of technology would allow:
1. Planetwide communication through satellite networks
2. Mass production of military-grade hardware, even if it's primitive.
3. Nuclear weapons (which, yes, Avernite shields would easily stop low-TL missiles, but it's still a big boom for a planted bomb.)
4. Mass media and organization.
5. Enough understanding of science to advance further on their own.
It's a relative tech level thing. At ~ TL 8, you can sell it as being no different than Ork tech (with all the inherent snootyness implied therein), but going beyond gets you into slightly below average Imperial tech, which also has the issue of being human tech. A lot of the high council is only a generation or two removed from living in Imperial times/tech levels, so it's much harder for them to disregard that level of tech as insignificant.
To this I say: ..So? The Trolls aren't our enemy. Nuclear Weapons are shit in this setting and also banned on Avernus, and your weird fear of planted bombs goes splat when you think about the fact that everyone in this setting has been dealing with that shit since forever. Hell, we've already spent an Eldar Favor to techup the Sirens so we could get a single Artifact, given TL 16 Tautech weapons to the Lizardpeople, and TL 10 Nynye tech to the Nynye for Alkahestry: So what?Probably they won't care about FTL, sure.
It's taking trolls from primitive tribes to potential nation-states. Add this tech to their natural abilities, and they could potentially cause a lot of trouble.
In return for what? Some mining help that we don't really need?
Again, we don't have to make a deal just for the sake of making a deal. If it doesn't seem particularly advantageous, we can just not do it.
We also have infinite metal reserves, can't forget that part.It would be actually bad for the Trust not to at least get Mining Assistance. We are one of the biggest metal exporters and Vanaheims shipyards need every bit they can get.
Vanaheim who provides a huge chunk of the Trust's naval power.
Expand Dis to Huge Hive – Now that Dis is filling it may be a good idea to expand it into a Huge Hive. This will make it an even more formidable fortress that is able to comfortably fit the entire current population of your system in emergencies. On the other hand it would take decades and be rather expensive.

Ion Projectors: Defences: Total – There are two ways that you can make use of Ion Barrier Projectors to enhance your city defences. The first option includes using them for pretty much every major killing field and choke point that you have, which would have a massive impact on the progress of attackers but be rather pricy.
Time: 18 years
Cost: 1,200,000,000 Thrones, 580,000,000 Material, 570,000,000 Advanced Material.
Upkeep per year: 120,000,000 Thrones, 58,000,000 Material, 28,000,000 Advanced Material.
Reward: add Ion projectors to the defences of all Avernite Cities and Hives.
Ion Projectors: Defences: Key – There are two ways that you can make use of Ion Barrier Projectors to enhance your city defences. The second option includes using them for key killing fields and choke points, which would make your most vital and vulnerable points harder to take and slow down an enemy's advance, but still be reasonably expensive.

Expand (City) to Small Hive – Now that your cities are filling it may be a good idea to expand a Major City into a Small Hive. This will eliminate a weak point in your defenses and allow you to get ahead of any population pressure problems that may be developing.

I mean I'm fine with TL 8 and voting for it. I'll just be a sad Avernite if we don't at least get Mining Assistance. It directly translates to more thrones for us which turns into faster PA implementation.I admit I don't see the trolls getting to the point of cities and factories as a bad thing. we get along okish, and as a settled peopel they would be more vulnerable to us pushing their shit in if it came to blows. Full Tl 16 is to much, but Tl 10 would be fine to me. They would not be a threat to us, could help out more if chaos takes a swing, and could assist more.
that said, I'm not sure if the difference between 10% and 20% is worth the diplomatic blowback. So maybe up them to Tl 8?
I agree with this. It's going to take them a while to tech up anyway so it wouldn't hurt to start off slow until they can contribute more since then the Trust couldn't complain as much. How about we ease the trolls into high tech? Give them up to tech level 6 for now to boost their population growth, then give them tech 7 to introduce them to the Trust at large to develop credentials, then move up to tech level 10 for economic modifiers. Go slow and steady on this so that we don't get attacked for xenophilia, setting ourselves up for serious aid a century or two down the line.
It would be actually bad for the Trust not to at least get Mining Assistance. We are one of the biggest metal exporters and Vanaheims shipyards need every bit they can get.

I think the best help would be for Avernite mining, once we use our Biologis actions to do geology (which Durin said would be valid). The Trolls would be a great help in identifying and acquiring magical metals and minerals.

Please don't fear monger. We just got confirmation that tech below level 8 won't cause any trouble with the Trust. Also doubt that the Trolls having access to some tech would mean that they just suddenly go to war with us and start trouble since it really wouldn't get them that much. We not only outnumber them to a significant degree but our tech and industry is light years ahead of them. They honestly aren't that much of a threat and going to war with us would be pretty counter productive for them since we have way more advantageous then them and even if they did build up industry they likely would be pragmatic enough to not pick fights against people that can target their industry while they are already dealing with all the other shit on Avernus.[X] Do not make any trade with the Trolls.
not worth the relations hit with the trust.
*sobbing*
To be honest as long as the Trust:[X] Plan Notte Troll Trade
I kinda want some diplomatic slack for future shenanigans. So let's just give them tl 8
