Most of the Hive Worlds still have a lot of empty unsettled territory between hives, even if it's usually polluted as hell. Midgard certainly did when we fought on it in the beginning of the quest. Our world just happens to have unpolluted but still ultra-deadly environment, not some dust plains.

Not all ecumenopoleis are covered in a full city either. Like Hive worlds there are levels. But both are full of cities/hives. Midgard had a bunch of large and small hives all over the planet and they are the main feature of the worlds. There is nothing else on the planet that is important only the hives and what comes out.

Yeah, Hives generally double as Recruitment Worlds for the local IG regiments, or Factory Worlds (basically the grunt work equivalent of a Forge-World), if not both. Especially the higher-end ones.
 
Ok it looks like we will not have the votes to Fight the decrease of the rebate system. Truthfully we don't need it too much longer since we will hopefully get the huge forge going. Also we have a huge AM surplus of over a billion. But I can't let Mikealson win , so what do people thinking of just lowering the pay out to 1.0 to .9?

For some reason this make me remember the 'how tough are you?' Meme from spongebob squarepants cartoon. But for the space marines recruiting in Avernus. Because living alone, like to cross-country/hunting/caring for animals or just being unlucky enough to survive (and be mostly whole). Probably can allow one to become a recruit. Depending of the circumstances I mean.

I don't think people will agree to just .9, so how about that - we go to .9, but actual resource rebate is payed at 0.75, while the remaining 0.15 is payed out in credits, so Trust's government is in debt to us. Then we can cash in said debt if we need a quick resource infusion from the stockpile, with limits, of course.

The thing is that Avernus is the biggest economy Of any planet in the trust. Even with the decrease Avernus would be producing a surplus of Am without imports. The only thing Avernus needs is thrones and EM.

I mean, okay, I guess? I don't see the opposition to the idea. We can use the debt to the Trust to get Thrones when we build a huge hive, for example.

Trade can easily get us the thrones we need. Avernus produces 25 percent of all metal, Largest producers of material, 2nd in promethium, 3rd in AM and Em. Really thrones all we need. If not for us always taking the most intensive AM options we be good.

Then we can not cash in the debt, if we don't want to. Getting some of Trust's 47 trillion Thrones seems to me like a better idea than trading with Midgard if we want a quick cash infusion, though. If nothing else, we can use Midgard's debt to pay for Nilfheim/Muspelheim one.
 
@Enjou @Shard what are your thoughts on what Mikaelson is doing? Have any suggestions or alternatives to the rebate?

@Void Stalker ok first we are sending more than what Aelfric is asking, so the first really does effect us too much or at all right now. We may have to send some forces after we finish the expansion but we send a lot more forces than what is being asked. Also you have access to the sheet how much of the rebate can we downgrade without loosing too much AM?
 
One thing I'm concerned about with the rebate setup is that at a glance (if my reading is right) it doesn't cover the cost of raising the regiments to be tithed, with the expectation that said costs would eventually be covered by the rebate. Before either of the proposed changes the cost to the planet raising the troops would eventually be made up from the reduced or negative upkeep for the troops we don't tithe over a reasonable number of years, but if the rebate is reduced too much or capped to prevent negative upkeep scenarios at some level of tithing providing the extra numbers the Guard wants will end up being an economic burden to the planet providing themselves to the cost either never being made up or the number of years before the cost is recouped being too many.

Now, if we could have the Trust cover the upfront cost of training/equipping and the upkeep of what they receive in excess things would be different. We'd still probably want to have some rebate in place so that providing those troops is incentivized rather than simply not an economic burden, but the core issue of never recouping the upfront costs (or recouping them over such a long time scale that it would impede economies like Jotunheim) would be alleviated. Unfortunately, I'm pretty sure this idea was proposed before and was shot down because it would involve Durin needing to track quite a few extra variables.

Maybe add an ability to trade armies in excess of the required tithe to the Guard for Cr, handled like trade commodities? That seems to be how the navy handles things with Vanaheim and us when we do shipbuilding actions for others.

I dunno about a major favor here. A minor would be enough to reinforce our fleets for the time being, and major would get us A LOT of attention from outside sources.

We need to quit playing around and get rid of the Tryanids now. The longer we wait the higher chance we have for the Imperium will show up. Also we need to use the minor favor to trade for tech for the Sirens. We need that Purification rune foci.

And the more we're seen as being of special interest to the Eldar the more likely they'll show up anyways. If they show up, THEN we can use a larger favor to deal with it.

We have multiple game ending events going on right now that can end us. We need to use our favors to crush the Tryanids becasue there is no other way we will be able to right now.

@Durin How long till we can call for more Eldar Forces?
2 how much attention would a major Eldar task force bring?
