1. What level of power does it take to create a warp storm?
Is power the right question here?

I would ask about skill.

Lorgar made the Ruinstorm by carefully making the right events happen, not just by sacrificing billions (though that too of course).
From the betrayal at Armaturia, over the destabilisation of its sun, over the bloody crusade that happened to lead to Nuceria and finishing with Angron's Ascenion he played the Warp like a fiddle to create both the greatest Warpstorm outside the Eye (though not as enduring as many smaller ones, like the Maelstrom) and fueled Angron's Daemonhood, all for a relativly low investment of power.
He didn't have hundreds of Psyker-choirs after all.

@Durin, can we get trainers from Asgard to train Psy-Knights on Avernus if we don't choose Sigmund?
yes, but not as good and it will take some diplomacy
 
1. If we do not get Sigmund and his Knights will the training for Psy-Knights be done on Avernus or on Asgard since they are the ones with all the requirements needed to train Knights?
2. How much would it take to have Asgard train the Psy-Knights then to give them up to us instead of adding them to their own forces?
3. What kind of backlash would that create with the Aesir in general and the Lord-Marshal in particular?[

We may be able to but it depends on the political cost. If doing so damages our relationship with are strongest ally in the Trust especially when the leader of that planet is opposed to our side might not be wise. Like I said if we don't have Sigmund then it is not worth the price to try and get the Psy-Knights here instead of giving them to Asgard.
 
I'd wait until we actually know the price before making such sweeping statements. "Some" diplomacy to get trainers doesn't sound like a lot right now.
Yeah that is why I asked Durin for the answers. And it is likely it will still cost quite a bit because we might only get trainers and none of the support infrastructure we need as well. At that point it just become another item on the backlog for awhile. By cost I mean thrones and resources not political cost.

Meh. I just prefer Sigismund, because he is someone Syr already gets along with. So their relationship is somewhat more likely to work out.

Eh, it can't cost that much. Normal knights are already training here, after all.

They are coming here for combat training not for all the training to take before that. Knights do a lot more than just trained to fight.
Psy-Knights wouldn't though, would they? Don't need to teach them how to run a fief. Though some facilities for training more basic movement might be needed. Good thing we got those Djinn Skein things.
