Because, while the Uzumaki were a part of the village they were also a totally separate village. If this were a project about other past or present Villages you would have a point. But they want us to cover the history of Konoha, and the Uzumaki can be summed up as we were friends, one of them married the 1st Hokage, and the rest is classified (i.e we don't/can't tell you). Meanwhile, Sarutobi was not just a part of the Leaf's history, he actively shaped it. Also, I think Iruka will appreciate this choice. Everyone else will be going for the flashy Hokages or their own clans. But we talk about Sarutobi, the Hokage who has been their through war and peace. Always reliable and highly respected. It is the subtle and understated option, that is why I think it is more likely to win points with our instructors.

she was ok with speaking of the fourth, i can't see her being too upset with the third. Maito Dai would probably be less well accepted

If it was a single person project i'd probably vote for Dai though

Harashima was more important in getting the Hidden Village system started up, but he didn't really seem to be Hokage for very long. Neither did Tobirama, the Second Hokage, though he did set up many of the systems. Hiruzen has been the Hokage from near the end of the First Shinobi World War and throughout the entirety of the Second and Third.

I have often thought that Ino's intrest was not just romantic, but politically motivated. If Ino married Sasuke it basically means that her clan takes over the Uchiha clan and any rights and properties they might have.
In fact many of Sasuke's fangirls might have had similar thoughts. Which explains why he went to such lengths to avoid them.
