Don't like the Mantis school choices, and the Unicorn are the next best thing, besides the unicorn are this quest's natural runner ups.
So... Scorpion and Mantis are too dishonorable - it would send the wrong message, unfortunately. Crab is explicitly bad at diplomacy, other than the Yasuki. Mom's a hard "no" on Crane, and Kanami's a hard "no" on Mantis and Crab. Also, Crane and Lion are bad ideas because they'll want to roll back the reforms.
That pretty much leaves Unicorn, Dragon, Phoenix, and Brotherhood. (Or we could send her to the Nezumi! No, no, bad idea.)
- Phoenix gives her a spiritual edge, and would make Kaname very happy. Also, a Henshin Emperor could be *interesting*, if we go that route.
- Unicorn is the most pro-reform and pro-external-focus of the available reasonable options.
- Dragon might let her hang out with Togashi for a few months, before he finishes keeling over. That's a good thing, right? Also, learning how to Inscrutable is a useful thing for an emperor.
- Brotherhood is two generations in a row, and is thus almost a tradition. Do we *want* that tradition?
I think that any of these might work out okay, really. Thoughts?

...though I'm ready to be convinced of any of the above four, if someone has a solid argument to put forth. I wouldn't have put the vote in at all yet, except that votes give our QM that warm and fuzzy feeling, and I don't want to deny him that.
It's pertinent to note that the Phoenix are already getting Yunei, and only Toturi I studied with the Brotherhood. Hisao studied with a bird person and Naseru studied under an insane Emperor brought back from the dead.

They would be disappointed obviously, but they can't really blame you for keeping it in house so to speak. It was fairly common for Imperial Children who weren't heirs to be trained as Otomo under the Hantei so it's not that different. You aren't getting any benefit from it beyond making the Otomo really happy.

Minor Clans are not a politically viable choice.
It's kind of the equivalent of saying
"You know what, fuck Harvard, you're going to community college kid"
When Harvard and a bunch of other top notch universities are basically competing for your kid. You could do it, they would all flex their considerable soft power to make your life miserable
Fair enough they were the stupidest clan anyway.
Since the dumb choices are out of the way I'll echo Sirocco.
Not only are the Unicorn aligned with our agenda the Ide diplomat school is likely to become relevant as Rokugan comes out of isolation.

You reflect for a bit, as if you've going to be up to your neck in Unicorn for a bit, but it seemed like that particular dead lock needed cutting, even if you suspect that tonight is going to have a cold bed.

An inveterate wanderer, Shinjo-san makes his living now as an outrider, working long hours to provide for the steady stream of gaijin orphans he finds and takes care of."

"There doesn't seem to be anyone from the Horiuchi in this list." You say after going over her five best choices and noticing the odd exclusion of that admittedly small family.
Kasumi nods.
"...I did not think that my Emperor would want to lose his Jade Champion." she says after a moment.
"My champion?" You press.
"Of the candidates presented Horiuchi Shem-Zhe-san...is probably the most likely to succeed, but he is also adamant that he will not remarry and has been since...before since her passing to be honest. While I think him the best choice, I cannot make a man marry against his will, and nor would I recommend it. All my research suggests that Shinjo-no-kami, would prefer a 'love' match as they call it." Kasumi explains.
"A love match...and you think Horiuchi-san could do that."
"Given the signs, and the profiles I have available to me, I think so yes, but if he is not willing, no amount of force can have it happen. Thus these five all have good chances, if not so good as Horiuchi-sama." Kasumi says.
You sigh thinking to yourself. Do you talk to Shem Zhe about this? Do you try with what you have, do you look at candidates from the other clans? You had known off hand that Shem Zhe never spoke much of romantic matters, but never really pushed on why, despite his eligibility as a bachelor. The Jade Champion was a position selected by the Heavens, why should you contest what he does all that much?
Now...now it seems you might have to...or go with the other things that Kasumi put together.

Shem-Zhe appears beside you, looking somewhat annoyed and very carefully pulling his kimono close. You spot it for only a second, but the mark on his neck suggests that bringing his wife with him has proven very popular indeed for the man. (In theory Shem-Zhe could be having affair, but ultimately he doesn't seem the type)
So... I notice that once we pick an option, all we have left to do is try to have them doing awesome things around Otosan Uchi. Given that, it would be easy enough to see to it that Iuchi Atlan, Shinjo Gan, and Moto Yui *all* wind up in the appropriate area doing various appropriate things. Moreover, as the Jade Champion, Shem-Zhe is going to be there doing awesome things *anyway*. We're not entirely clear on where her affections might and, so why not throw the dice more than once?
