Emphasize that any who join the Federation willingly will be defended to the death, while those who do not... will be viewed as potential strategic retreat points.

Use a combination of playing them off against each other, threatening to leave them to the greenskins, and outright bribery to encourage all of the local factions to join together against this foe. We will guarantee the peace between the different factions, and come down hard on any betrayal. This is a chance for them to unite to fight back those foul greenskin invaders!

--[X] Stealth ships are to provide us accurate information, and we're to work on keeping together and evacuating as much as we can... the goal and guiding principle of whatever Admiral we should be sending is to defensively preserve our forces by heavily bleeding the Orks when they try to take territory but make a fighting retreat if it would be costly to hold ground. Offensively, try to find a moment where their forces are divided trying to conquer different places to achieve local/tactical superiority with the full might of the Federation. Choirs are to be used to blow up the largest ships that can be reasonably fucked over with The Sun, among any other uses they can think of.
--[X] Coordinate with local governments, but this mission of mercy is not one that we will allow petty local politics to impede. Be willing to hear any weird offers, Macabre is REALLY weird. For Fortress worlds... provide SAGs that military planners would deem best for holding a world against the Orks and tying down the Orkish forces. ONLY DO THIS IF THE LOCAL FORCES ACCEPT THE OFFER.

Sorry for shamelessly copying your vote Neablis, but it's a good one, all I did was replace the fortifications with repairing our fleet because Alectai's got a point.
Hopefully, we can get that done next turn alongside some fighter upgrades, maybe the MMI/Structural Integrity research + 3rd Gen Strikecraft?
On another note, we haven't upgraded our military industry since forever, maybe we should look into that while we're fighting the Orks?
