First - how often would we really use penitentia? It seems potentially useful but the number of actually condemned cultists in our empire has to be vanishingly small and getting smaller as we consecrate worlds.
Re developments, there's also the tech route. The chickens cost 1 research action to get basically +2 food dev actions, and there's a similar tech for medical. We should be able to write-in for more research bonuses. I'd still like to get the planet-cracker, but there are alternate (or synergistic) approaches available.

Probably just a further Efficiency Boost to 5% per Choir, which would mean that it'd be a small cost to acquire a permanent x1.5 modifier on all General Action Economy for a tithe of our total Choir force. Right now, it's still uncomfortably pricey, but we have enough Choirs that we can afford it. Getting it down to 10 Choirs would be quite economical for the gain.

Light Units are better for low-logistic scenarios, while Medium Units rely more on regular shipments and strike a good balance between supply consumption and effectiveness.
