Let's go see if we can find out more about which specific group we should be looking for before going off half cocked. Information has been one of our greatest strengths, and we're not in the right place (or have the right people) to be able to compensate for a poor guess with large amounts of gunfire (or orbital strikes, or special forces...we're not the big boys on the block around here, guys).

Of course it is, MJ's player-hungry, and wants to lure more people in to active participation in an effort to prevent stupid things from being chosen.
I am not going to be more explicit at hinting that if you choose the last option, you may be able to find out who your potential hires for the Moscow route are early, because Jamelia may temporarily be laid up having her brain unpickled in an ex-KGB brainwashing center. It's not the most serious option, but it is a chance to switch main characters.
