I'm probably going to just simplify to something like 125/person for apartments and 160/person for house. Though admittedly you've made me less sure that homes are more expensive then apartments, but it still seems very reasonable to me since it's my experience in my area and if anything I'd expect that to be amplified in Japan where land prices are higher. I mean houses have yards and occupy the land solely to themselves whereas apartments are generally part of a multi-floor structure so use less land. Partly though it's a game balance consideration as well. You can get away with more in a house than apartment.
Meguca cost I might lower to 1 vet flat for up to 20 capacity of housing. Since much of the time costs are flat whether you get one or a couple apartments.
I'm not so sure that's true. Dealing with Kesi is dealing with the Incubators. Convincing Kesi to help means convincing the Incubators we have a solid plan for dealing with the aftermath. Which means we need that grand alliance thing which will need our diplomacy to suddenly start critsucceding everywhere to even have a snowball's chance in hell of pulling off.
Going to just accept Kinematic's hunting plan because I can't afford this week to spend time double checking, or trying to refine (besides he's almost always correct anyway).

Ask for the contact information of all the large magical girl organizations in Japan (we already have Nagoya). Ask for the contact information for girls in the Tokyo area (so we could send useful tools to aid them), particularly any surviving Elites. I actually do favor Serena significantly. Her side effects could be almost completely mitigated by having her and her followers stay on a boat, and she clearly has morals since she's trying to minimize her power's effect.
If nothing else, perhaps all the locals could pitch in together and get enough funds to bribe her over here with a sufficiently nice boat?

Well, first of all, you have to persuade Nagoya and all those other organizations to not simply take their slice, and a few other people's slices. Then you have to get them all to agree on how much they deserve (Nagoya certainly isn't going to be happy with anyone else getting anywhere near as much as they do, considering their dedication, and many other groups will be pissed at this), then you have to find some way to persuade them all that it's totally reasonable to spend huge amounts of resources trying to integrate all those low-morale girls rather than just killing them or driving them off.

God, I don't want to try to hug her, not for awhile anyway. Girl's a hot mess, and could use another five years to calm down. I just see her as the first option Mami would look to for fixing the Tokyo situation: she's Japanese, she's not otherwise engaged, she doesn't have power side-effects, and she's not a tool of the Incubators, who have been making us uneasy for years now.
... I was going to say that if they die at the start of the month, they obviously couldn't have hunted the cube they otherwise would have used. However I now realize that them dying opens up cube hunting slots for cubes used on grief spirals and other things, which helps buffer secondary effects. I still think the final conclusion is valid, but it doesn't decay quite as quickly as originally projected. I'd have to go through the math yet again to be sure.
You've all missed something rather significant when looking at the Tokyo numbers. The "starting" values weren't truly baseline to begin with. The values he gave you were for when the Class 3 outbreak was at the critical point where it became essentially a failure state. Things were already far from normal conditions at that point.
Ah. So likely a major push from baseline contracting levels up to the 98% level in order to help fill the personnel needs for fighting off the class 3 menace, yet backfiring because that many meguca means overhunting even more.
You can count them as available in character and you can reasonably try. Each of those listed would be capable of resolving the Tokyo situation mostly solo and are deemed at least vaguely possible to convince to help.
I'll put it as tentative, but we'll need more detail on exactly how we're going to go about doing this. Should also have a concrete plan for the aftermath, no matter what.

Actually, before we continue with the debate over the grand alliance thing, perhaps we should ask Nagoya what their plan for the area is. After all, if we disagree they will probably come out out on top, so it is in our best interest to make whatever plan we choose acceptable to them.
Though I've been really planning a mind controller boss enemy since before I started the quest, and having a girl that hard counters that and hates mind controllers so much would really put a damper on that.
Think about it this way: her specialty isn't Class 3 demons, so we probably wouldn't be calling on her in order to handle the Tokyo situation. We might hear about her (as part of the general list of Legendary girls), but it wouldn't become relevant until we actually face the mind controller boss. At which time we could try to contact her, but it would be a last minute scrambling in an emergency situation to contact someone we don't know type of thing rather than an easy hard counter.
But we know they can murder contracted girls; Kyubey in fact admitted this to us when it talked about eliminating populations via orbital bombardment. All the other restrictions you name make perfect sense as the result of wishes (cannot lie: at one point at least one of the hundreds of thousands of Wishes made could have been: "I Wish you couldn't lie to me."), or as a fundamental law of the universe (No wish-engineering: if the wish does not come from the girl's heart then it doesn't work), but there's no way a girl is going to Wish: "I Wish you won't be able to immediately kill or restrain me for the next X hours, but then have carte blanche to do it later."
There's a huge difference between tricking girls into a contract with the express intention of murdering them afterwards and destroying a local population group (or sub-population) in order to prevent the local Class 3 demon infestation from spreading (the incubators would probably argue that this saves more people in the long run). The first situation is premeditated murder which treats the victim as nothing more than a commodity for harvest, while the second (while horrible) could be justifiable under some situations.
While wishes are one possible explanation for the incubators' behavior, no wishes are actually required to explain it. There's an excellent (though long) discussion here about how Kyuubey's behavior matches certain Utilitarianism models of moral behavior.

The boat was originally just a way to separate her from people while she destroyed the demon. The idea of bribing her with one came later. That said, boats don't have to stay in one spot either; She could go after class threes in any other coastal city too.

1st: The Trade Information deal with Nagoaya included sending someone as an observer. Is that the 0.5 vet cost, or is the observer an additional cost? You told us that we already know they intend to run monthly trips, so I'm supposing we could send one this trip. If it's an additional cost, I'm guessing an additional 0.5 meguca?
2nd: We still need to pin down the cost of charm making. Last I heard was:
0.1 GCU per 50 charms, (x2 for tandem cast charms)
How many meguca months? 0.5 per 50 charms? (x2 for tandem cast)
And then we need 20x charms per a hunter to get the bonus, right?
3rd: Still need a decision on teleport charms...
How about something like this:
Solo: -3% risk casualty, reduces hunting productivity (multiply by 0.95)
Pair: -1% risk casualty, reduces hunting productivity (multiply by 0.95)
Pack: -1% risk casualty, no significant effect on hunting productivity
Basically the argument is that the greatest risk reduction is for solo girls. Pack hunting it's only used to escape when cut off from the pack, and the rest of the pack just goes on hunting, so significantly less risk reduction, but no effect on hunting productivity. Pairs get the lower benefits, but also has the hunting productivity cost because the partner has to retreat as well once left alone.
I picked 0.95 because that seems to make using them cost ~0.25 cubes efficiency per hunter for solo hunting (depending on numerous other factors - vets/elites/rural/etc), on top of the cost of making the charms (1.8). So they are pretty expensive, but give significant risk reduction for solo girls, which saves a lot of meguca months, enough to out weigh the efficiency reduction.
It basically makes them untenable for pair hunting, and then useful again for pack hunting since we only have to pay the creation cost.
That seemed as simple as I could make it while still keeping the realism you seem to want. Of course you mgiht want to play around with the numbers some more.

I guess I just don't feel we are ready to contact a legendary yet. For Kesi we need an after action plan. For Homura we'd have to devote a lot of resources to go get her. Travel to Africa, costs in money, time, and risk.
I'd rather first try to diplomacy a grand alliance. If that succeeds we try to contact Kesi. If it fails, we go for the Hail Mary and try to find this "Homura" girl, and hope appeals to her Japanese loyalty succeed in getting her to come back to Tokyo.

Oh yes... it's... complicated. Like America's relationship with France as a whole really. Certainly you don't want them to talk politics together, (and unfortunately they are the two most political of all the Legendary girls - comes from being so old).
Fluff on frugality to save up for the church doesn't match expenditures on research. May need to revise it. Net income this month is -$14k, though we should recover a little due to the delivery service expansion.
Total in hunting adds up to the 1.5 I had in the original hunting plan.
If we want to contact a legendary, Mami will need 0.5 allocated (assuming 2 weeks' work), which pulls her out of the diplomacy action with Kofu. Taya can have that 0.25 shifted over to hunting to fill the gap, and we just use vets on the open relations action. Otherwise, pull her off dispatch entirely and use a vet there instead. More vet allocation either way. I don't think we want Kyouko on a diplomacy assist.
I've dropped the bit about talking with Kyuubey about the contracting rates. Need to think over the math more before we try to go into that.

Are you planning to straight up ask him to his furry face if he's involved? I'm kind of unclear on that.
Also unclear how you were planning to get through to a doctor involved directly at all. Costs could be considered negligible for such a simple idea as calling and saying what you want to say, but depending on how far you want to take your attempt could go way higher.
@Elder Haman, I really think we should consider Homura first, before the alliance plan. I see the alliance plan as significantly more risky than you seem to: for one, it relies on our large, conquest-oriented neighbor, who out-numbers us 2-4 to one and is much better trained at PvP, to decide not to turn around in victory and immediately annex that tiny little upstart territory between it and it's new Tokyo colony. Keeping Homura around will be a delicate balancing act, but the worst thing she's likely to do, if she does agree to come in the first place, is leave.
Fluff on frugality to save up for the church doesn't match expenditures on research. May need to revise it. Net income this month is -$14k, though we should recover a little due to the delivery service expansion.

I disagree that the threat is as big as you make it out to be. Firstly, because Nagoya's hands will be full dealing with gaining control of their new Tokyo territory, which buys us at least three months, even if they are as aggressive as you fear.
Second because there will be other large groups involved as well. If we can arrange to take the southwest section (we can argue we already have girls from that area), and then suggest Nagoya take the western section, then it means that we will have our backs to the sea, and only significantly boarder Nagoya, while Nagoya will have borders with the other Tokyo powers.
The result is that Nagoya will prefer a friendly Serene group at their back while they deal with the other groups.
It'll mean playing the diplomacy game, but that seems like a good call for us, considering our bonuses. I vastly prefer betting on our diplomacy skills to betting on our combat skills.

At the moment, simply an attempt to call and convince them to try removing patients from the area. Haven't given much thought to trying for more complicated stuff til at least the basics can be confirmed.
Okay. Does that x3 cost for tandem cast apply to both GCU cost and meguca cost? Or is the GCU cost x2, and the meguca cost x3?

If you expect us to control our section with only ~35 girls then how would it it tie NM down to control their own?
That said, I actually am coming around to at least trying to create such an alliance, I just think we need to learn what NM plans to do already, and build our plan around that instead of trying to take the lead from them like this.
