The way I interpreted that was giving her father limited mind control powers, not herself, she didn't seem to demonstrate any herself. Though I see where you're going with this.
Hmm this is an interesting analysis. I do like it, but I'm loathe to add that layer of complexity to the system. I've been thinking of them as more close enough to be interchangeable with a certain degree of training.
My system's gradually grown in complexity but I dig in my heels at every attempt because otherwise by now it would be completely untenable
Incidentally I've been wondering if it bothers people how meta I sometimes am in talking about it. Some QMs bury the details of their system completely for the sake of immersion, while I think I'm probably a bit too open about them. Is that a problem you think?

It's essentially a limitation on my abstractions. I can't make things perfectly mirror the situation and remain at all balanced.Does that mean that if we keep the girls alive long enough they graduate we can double their manpower?

Lesson Number One
The other was Kaoru, a girl Mami's age, but not close to being as mature. If Mami were a teacher, Kaoru would be the class president. There was a gap there, both in charisma and experience. She was struck in Mami's mold though: they were... similar people. Talented, caring, and ultimately hopeful. Vastly different magic, but similar, all the same. Kyouko wasn't sure if she was ready though, not yet. To go past mere competence, a magical girl had to face true despair, then discover that you could work yourself past it.

Edit: @Elder Haman what does Kaoru look like? I know her costume is an old fashioned Sailor Moon-ish type deal, but do you have a description for the rest of her?
And yes, this omake is for future Kaoru elite training attempts even if it's mostly focused on Kyouko's feelings.

I want to do a bunch of research, both the stat enhancements and the enchantment stuff. Stat enhancement is going to take a long time, so the sooner it's started the better. On the other hand, the enchantment stuff can all be completed in just a couple turns.
The enchantment suite of research is 7 vets + 1 green. Each stat researched is 3 vets + 1 green.
I agree with Haman that, of the three stats, speed is probably the best one to start with. It has decent applications for offense, defense, and scouting.
Of note, next turn we're going to lose 3 to 3.5 vets to the hunting transition, so there's less overhead for other activity. I'm inclined to do the one-turn enchantment research (3 vets, 1 green) to get it out of the way, while leaving ~6 vets for other stuff on both turns. Will see what other adjustments I want to make later.

On the idea of using the fencing cover for the kevlar: I'd suggest that rather than the hidden magic sports day, do the usual public sports day, and specifically set it up so that fencing matches are a part of it. Actual visible use of such cover is much more convincing than just another purchase (particularly if that purchase is hidden).

I figured music was just her highlight effect, like with Sayaka (but maybe more idol focused instead of classical), not her actual power.Incidentally it occurs to me that early on Kaoru's special thing was being really fast at the start of the quest, and then later at Haman's omakes it became more of a CC focused thing, or maybe music. Some sort of continuity issue I've got there. Especially when you stack the "magic music" on top of it. Which annoys me as I came up with a really cool magic type for someone that is both fast herself and able to CC others...
Distance is what makes it impractical. Have you ever tried shooting (let's be generous beyond belief) a five foot target 200 miles away while flying at 17k+ MPH? Oh and to do that you'd have to have an extremely good way to measure your target location and get it to the satellite. It's completely impractical against moving targets and stationary ones can be taken by surprise. Or with earth based artillery. In any case, you can't arm it with anything other than a laser. Bullets and missiles will both burn up in the atmosphere and even if they were invisible, the heat they generate would make it look like a shooting star. Lasers cannot correct their course like a missile could, and the earth's atmosphere and the distance involved makes me highly suspicious it wouldn't even be effective.Hah. And if they think we're trying to cover something up, they're just going to investigate all the harder. Because they're going to ask the obvious question: why weren't we doing it before? We paid almost $20,000 for the equipment, they're not going to just accept that it was for fencing. And that still leaves the question of how our house got horribly damaged.
As for the secret magic day: a bunch of people you have under surveillance are all leaving for the woods. What do you do? Alternatively: A bunch of people you have under surveillance for suspicious activity mysteriously disappear for a day. What do you do?
Seriously, selling enchanted kevlar armor is probably our best option. Show them that it's better, tell them we want to keep the process a secret for obvious reasons. It'll get them off our back and we'll probably have a nice additional income source. This requires us getting the enchantment research things, but that's probably worthwhile.
Oh yeah, and the average turn to complete the long-term researches is turn 5.3 Just thought you might want to know.

Impractical? Yes. Pointless? Hell no.
1) Distance provides protection of its own. If you're in a helicopter, other MGs can shoot you down. Very few to no MGs have the capabilities to reach beyond the atmosphere.
2) Economics. People are currently paying ~2k/lb to get something into orbit. If we can transfer a 50-pound package into orbit at the cost of, say, 8 cubes, we're making $100,000 instead of roughly $10,000 that we would've gotten from our current jobs/businesses and paying for the girls' upkeeps.
3) Propaganda / morale. This should be pretty obvious.
Right now and in the near future it's not practical. But in the future? It could very well be.

Oh wait, you're right, I was conflating it together with your really good courier Akeno for some reason (who has sadly vanished into obscurity) Guess that magic type will go unused for a while. Maybe I'll put it on my table of random wish magic.Really? I don't recall Kaoru being called out for anything other then being a green who kept on over preforming in the early pack hunting. (I think you said she was consitently rolling above a 90 on her 1d100). Hence she appeared to be really "strong" compared to the other girls.
My omakes I think centered her on "music" and "sound" as her wish magic, which then I gave the flavor of providing an crowd control effect as a way of explaining how she helped gives us an extra harvest when pack hunting. Interestingly, although I didn't know anything about her being fast, I also had Sayaka teach her those musical platforms that Sayaka has, one of which has the effect of giving a speed boost.
What was the magic type you came up with?
This tends to be resolved more with quiet assassination than showy blazes of glory. Also Incubators are willing to cover up quite a bit in the commission of the initial goals of the Wish.This makes me wonder about the magical girls in war torn parts of the world who wish for magical powers to take revenge on those who rolled into their village and killed their families and friends. Kyuubey gave her magical powers, and I very much doubt she's going to be shy about going magical rambo on their asses.
Like, is there low level magical warfare against the cartels in mexico? What about all those civil wars in Africa?
