For Legendary Meguca the stats are basically "You Win", casualty rate from hunting is going to pretty much always be 0 regardless of strength, and modifier will probably vary depending on just why they're Legendary.

I see. I had kinda assumed that it was like a -100% casualty modifier, so that if demon strength somehow got up to +81 they'd need to start being careful, although at least part of that was not wanting Sita to be too much worse than the others. I also kinda assumed a x5 cube modifier, which Sita got to double.

Akeno Yamauchi made her way down the street on her latest delivery, delicately balancing the bicycle she rode on only the rear wheel. It was a difficult task of skill and balance, though she still found it frustratingly easy to perform.

Ever since she was small, she'd loved to feel her body move. The adrenaline rush of speed, whether from sticking her head out the car window on the highway, sledding down snow-covered slopes on vacation, or her first experience riding a bicycle down a steep mountain road. The utter glee that could only be surpassed by pushing herself just that much further, adding crazy challenges and performing silly stunts.

When happy, pursuit of this goal drove her higher. When sad, it was the anchor that kept her sane. Her friends at school teased her, but it was the happy teasing for one who had truly found their place in life.

Beyond mere speed she had an incredible sense of balance and spatial awareness, aids to moving fast no matter where she was or where she wanted to go. Some watching her might say that she ofttimes seemed to float as she moved, but Akeno knew better. To float was to stay still in relation to the air, and Akeno was never still. Over, under, around and through, the path from here to there, with nothing truly able to stand in her way; only the constant flow of the air brushing against her skin bore witness to how far she pushed herself.

So when she was given a wish, there was no question in her mind about what she wanted. "I want to go fast!" Beautiful in its simplicity, elegant in its directness. There were no thoughts of selflessness or selfishness, only the simple primal need.

It was only afterwards that she truly learned the gravity of the situation that she had bought herself into. Several weeks of only surviving by the skin of her teeth left her a bundle of twitchy nerves, snapping at her friends and estranged from her parents. For all that she might risk death in her pursuit of the perfect experience of speed, that risk was always the one she chose; she knew exactly how close she could get, and reveled in skating along that edge.

The demons, however, gave her no such luxury. Fighting them was a constant struggle to stay on the side of the living. She wasn't riding on the knife's edge, she was trying to crawl over it from the far side, and every battle left her feeling that she was slipping that much further down into the abyss.

As she let the bike's wheel collapse to the pavement again, stepping off to make her way into the office building her letter was addressed to, she allowed a smile to cross her face. For all her troubles, and all the danger and true threat to her life, a miracle had appeared to pick her up from the ground.

Mami Tomoe had caught up to her on a night of deepest despair. After a gruesome battle, and the very real prospect that she wouldn't live to see her next birthday, she had torn across the city in a random run of pure desperation, trying to leave the danger and fear behind. She made no attempt to conceal herself, so it was no surprise that she was found, though it was certainly a surprise to be caught.

Trussed up in ribbons, fear had turned to sobs as Mami had tried first to reason with her, then comfort her. Akeno didn't really remember what was said, but it finally purged the terrified knot that had grown in her chest. Mami had offered her a chance — hope — that there was a way to live through this nightmare, with the help of others like herself, and she accepted without hesitation.

A few short minutes allowed her to climb the stairs to the fourteenth floor, deliver the envelope, and slide back down on the handrails. She wasn't allowed to show off too much in public anymore, but when no one could see her, she enjoyed letting her true skills show, just a bit.

A frown crossed her face as she exited the stairwell, though, and she paused, in thought, as she reclaimed her bike.

Two years, now — that's how long it had been since she'd joined the Serenissima. She had responsibilities now; a job, and kohai that she had to keep watch over. It was a business that kept the organization afloat, providing the cash necessary to house, feed and supply the dozens of magical girls that had joined. It was important.

But it had been two years since she had last faced a battle to the death with the demons. Two years since she had been pushed to the edge, forced to draw out every last onze of strength she had just to take another breath. Two years since she'd felt the rush of pushing her speed to the limits.

She was better, now. Stronger, more skilled, with the training to truly understand how to fight properly instead of flail wildly. She felt it in her bones, that coiled spring, begging to be unleashed. Yet she always had to keep it in check.

Early in her time with the Serenissima, when fear gave way to overconfidence and brashness, Akeno had gradually allowed her powers to manifest in her daily activities, pushing her poor bicycle to its limits, even outracing a motorcycle.

There'd been rather stern talks about that.

But there was always the feeling that she could do more than just ferry letters and packages around town. Repressing that feeling had become a constant in her life. She was... comfortable now. Content. She did her job, played around a bit, made some money, and went home to see and listen to the girls that were out on the front lines fighting, giving everything they had to provide the true lifeblood of a magical girl — grief cubes.

And she'd sometimes take her monthly allotment back to her room, and in the evening light stare at it, wondering whether she could do what they did, wondered whether she could do what she herself had once done — ride the edge of that knife, knowing that she was always just one step away from death's scythe, yet equally confident of avoiding it.

She was praised for her swift deliveries, but more and more she felt that she was barely crawling along the ground. Two girls had even been selected for special training from Kyouko, the scarily powerful girl that was an old friend of Mami's, from before she'd even built the Serenissima organization. Both of them — Kaoru and Taya — had been magical girls for about the same time as Akeno, yet were already pushing far beyond anywhere Akeno herself had ever reached.

If she was offered a wish today, what would she wish for? Job security? Safety for her friends? A warm home, and never to be alone?

What happened to the girl who wanted to go fast? Where was the wind in her face? Where was the knife edge?

Akeno glanced up at the skyscraper she had just left, fifty stories of glass pushing upwards into the sky. A small voice in the back of her head urged her to climb it, running straight up along its surface, outracing gravity itself, to lauch herself past its top just to see how high she could fly, and then race the wind back down to the ground, bouncing off the shockwaves of her own movement. To parkour through the city with no care for who might see, to race as hard as she could, for as long as she could, to simply reach that divine moment where movement was everything.

And then she crushed that feeling, with long practice, and flung a leg across her bike, preparing to head to her next delivery. Her job was important. She was needed. She had to behave, for the people who depended on her.

But still... Would Mami understand this need? This craving, not for safety, but for danger and risk? If she asked, would she be allowed a chance to...?

She shook her head, putting the thought behind her. Mami had worked too hard for them all; Akeno could put aside her own selfishness for the hope that had been offered to all of them.

Until then, she would continue to try to press herself, to find out just how fast she could go without moving at all.

Rewrote Haman's fluff stuff, with some adjustments.

The idea of Taura for Counselor is perfect; I hadn't considered it, but it really works. The most important issue for a counselor is trust, and the greatest problem for Taura is trust. However we can note that, by mandate, anything the Counselor learns in her sessions is confidential, and may not be shared with anyone else. That includes Mami, short of a clear and present catastrophic threat. That can help people get used to the idea that Taura is not spreading their secrets around.

On the other hand, I removed any references to the idea of her acting as part of the police. That's explicitly counter to what she wants, and would be harmful to the organization as a whole. That's just an official version of the thought police we were asking her to do a couple months ago, particularly as the police position is pretty much required to share the information they learn.

For similar reasons, I removed any notions of setting up Taura as an active spy against other magical girl groups.

Interestingly, this provides a solid justification for putting off assigning a Counselor position. We want Taura to do it, but this turn Taura is involved in the police investigation, and we're also asking her to give the matter some thought, as it will have a major effect on her position within the organization, and she may want to decline.

So I'm working on this. Apparently my most recent version vanished, not sure what I did with it, but I saved virtually every month so it's not really that big an issue.

Doing my population research the area beyond 7 is kind of annoying though. That whole area from there to the top of the map is around 2-3 cubes worth despite being more space than your whole territory. That is the kind of territory I really meant earlier in the thread as being covered by nomads. Thing is that sort of territory would need an even lower modifier on hunting rate so not sure how I want to handle that. I kind of doubt it would be worth your while to take that territory at present, and there's no magical girl effectively defending it since they just kind of sweep through the area once in a while considering the area.

I'm also considering adjusting some of the previous rural territories to extend a bit further.

Though limited, ability to proportionally reduce it (or increase it). This is a far more reliable way to provide higher speed than simply giving her stronger legs after all, since that wouldn't have any effect on vehicles that weren't muscle powered. Inertia reduction also gives much better ability to change direction, which is critical to going fast effectively.

Yeah, pretty much everyone is willing to commit 1 veteran to it.

How about just make it unclaimable territory? Give us the option to do a sweep with a pretty horrible modifier, but since it's so low-quality that there's no real point in actually claiming the territory.

I actually prefer a finer scale, makes a lot of the math easier to deal with when you can assume that it's basically smooth rather than having to worry about optimizing our rounding as well. And you can always just go random()*100 rather than rolling an actual d1000. Not that we're likely to go above 0% casualties, I'd expect morale to drop like a rock if we start actually losing people.

What about that ribbon of urban/suburban gray to the north that seems to run along a river or something. Is that part of the space you say is too low in population? Or are you talking about the mountainous green on the map?

That's an interesting idea. I was thinking of something along the lines of friction manipulation. Inertia is more powerful though. So does that mean a magical method of changing mass? Or velocity? Or both? (As they both make up momentum.) Or is it the less defined "inertia" without a change in mass because of magic?

A wish "Make me go fast!" might result in that. And I don't see anything in the "Speed" Omake that contradicts Inertia Manipulation as the mechanics. Do you?

Hmm... maybe we ought to look into sponsoring Akeno in some races? Win a little cash, but mainly get publicity for our courier business. It'd be pretty normal for a courier business to sponsor their fastest person in a race. Make sense as a way to get good publicity.

While it would get us attention, I doubt it would blow the masquerade. People expect a person in a race to go really fast. Even if we are the fastest, it's more of a "how cool" and "humans keep on getting better and better at breaking records" kind of thing. You know, as long as Akeno doesn't straight up break the laws of pyhsics we should be okay. Probably.

Obviously we can't do this right now with the police watching us, but maybe later.

Yep. That would fit about perfectly with what I envisioned, though I didn't try to determine a mechanism. She didn't wish "I want to run fast!", she wished "I want to go fast!" Running is just one means to an end, and it's the end that she cares about, more than the means. Likewise she's not in it just for straight line speed, but more like a frilly pinball, partly indicated by the parkour reference, and partly from going down the stairwell (which, unfortunately, I couldn't describe well in a simple sentence, so just went with her sliding down the rails; I may try to tweak that later). And of course a sense of balance and spatial awareness, to be able to move any direction she wants at any time.

The only trick I had to stretch a bit for was the solid shockwaves. Had to have some way for her to fall safely from maybe a kilometer up in the air. The shockwaves act a bit like Sayaka's musical platforms, except they only last a fraction of a second at a time, and are created by 'hitting' the air hard/fast enough that it congeals, sort of like a sonic boom just before the boom (or like hitting water at a high enough speed that it might as well be concrete). I suppose she could simply adjust her inertia such that there's literally no impact on landing, or redirect it so that all her descending velocity is instantaneously transformed to horizontal velocity, to allow her to be running at the same speed she was falling. Really, any of those options could work based on her whim at the time.

For her weapon, I'm going to guess a dagger; particularly, ones well designed for throwing (so, double-edged leaf-shaped blades). For weapon speed, anything that flows quickly with the body, or that can be projected quickly, would be the focus. A bow and arrow takes too long to aim. A gun is fast, but you never actually see the bit that's fast, just the bit that's slow. A larger melee weapon like a sword likewise reduces speed from what its completely unhindered form could reach, but at the same time I don't see her as a martial artist. Something light and quick and throwable seems most ideal.

As for the rest of her capabilities... Now I want Kyouko training her just to get her developing all the possible ways to use her power. There are a ton of possible applications, across offense, defense, and crowd control.

Inertia is the resistance to changes in velocity (both speed and direction). It's a manifestation of mass, but it's not mass itself (eg: it's also a property of energy, given Einstein's equations). So I would think that this power has no ability to change mass; it is strictly the concept of inertia — controlling changes to speed and direction of movement. Of course, as noted, that has all kinds of further implications in application.

A Legendary level Akeno would basically be Accelerator from the To Aru series. But more fun.

Here's my cheat sheet, tell me if there's anything I should add.

Useful Stuff

Skill Tiers:

Green: Cube collection x1, Casualties -0%
Veteran: Cube collection x1.5, Casualties -5%
Elite: Cube collection x2, Casualties -15%

Hunting Methods:
Solo: 2 cubes per girl, +20% Casualties, 50% lethality
Pair: 1.6 cubes per girl, +16% Casualties, 40% lethality
Pack: 1.25 cubes per girl, +10% Casualties, 20% lethality

Rural Modifier: Solo becomes 1.5 cubes, Pair becomes 1.2 cubes, Pack becomes .9 cubes

Cube definition: 1 cube represents the number of cubes an average magical girl consumes per month discounting spirals.

Demon Strength X= +X% Casualties (X is a signed value, negative X decreases casualties)
20*(Harvest - Sustainable Harvest)/(Sustainable Harvest) = Delta X
Half of X is applied to same turn casualty rate, all of X is applied to next turn's casualty rate.
Lower Demon Strength indicates higher predation on the mundane human population, causing human misery and suicide.

Harvest definition: Cubes hunted per turn in the territory.
Sustainable Harvest definition: 1 cube per 20k-25k human population in the territory.

Farming Techniques:

Rotating Tactics: +5% Casualties, .66 demon strength multiplier (applies only to +strength)
Crop Rotation: Split territory into at least 2 zones and alternate overhunting (w/RT) and underhunting, this generates a surplus while keeping Demon Strength down.

Combat Training:

Basic Combat: -2% Casualties for all hunting methods
Basic Solo Combat: -1% Pack, -2% Pair, -3% Solo
Defend Others: -1% Pack, -2% Pair
Pack Tactics: -4% Pack

Organizational Support:

Dispatch (2 Vets Clairvoyant): -1% Casualties, +30% Cube Harvest, does not apply to rural
Telepathic Comm Support (1 vet): -1% Casualties
Evac Team: Solo lethality changed from 50% to 30%

Mundane Assets:

Cellphones: -2% Solo, -1% Pair
Arm Shields: -3% (??)
Kevlar Clothes: -4% (12)
Kevlar Vest: -2% (12)



Diplomacy:

Other Big Groups Only:
Open Relations: Cost 1 Meguca, reduces MG cost for all successive actions, 90% chance of success
Safe Passage: Cost 3 Meguca, Mutual Safe Passage, variable chance of success
Business Action: Cost 3 Meguca, Mutual market access, variable chance of success
Aid, Information:Cost 1 Meguca, Reputational effects dependent on utility of information, autosuccess
Aid, Cubes: Cost 1Meguca + Cubes, Reputational effects dependent on cube need, 90% success
Trade: Cost 1 Meguca, trades money/cubes/information for
Recruitment: Cost 4 Meguca, Absorption of other group, variable chance of success


Rural Recruitment: 1 Meguca, may pay Kyuubey 1 cube to reduce cost to .5 Meguca, variable success


Scouting: 1 Vet per territory, special rate of .5 vet on territories 1-10

I'd probably describe how Delta X works as just saying that 1/2 the Delta is added to Demon Strength for the turn when the Demon Strength is changing. It applies to both increases and decreases in strength.

We have 1 shield for every meguca. It's part of the basic equipment package.

We also have 29 bikes that provide extra mobility.

Our bonuses to casualties (not including Kevlar) add up to:

Solo: -11%
Pack: -13%
Pairs: -15%
+1% in rural territories because of lack of dispatch team.

When added to the base risk for those territories that becomes:

Solo: +9%
Pack: -3%
Pairs: +1%

That's circular though, and implied by both the name and the equation. Defining it in terms of human population lets meguca actually figure out what the sustainable harvest in a territory is without risking their lives fighting first to measure the changes.

You can include both. Human population defines the actual number, whereas the fact that demon strength doesn't change when harvesting that number is what defines it as 'sustainable'.
 
Okay, I'll put that in. Oh, on the topic of hunting and modifiers, since getting Kevlar is probably a no go with the police watching and we're going to be upping our hunter count, what about that leather clothing idea? It's only -2% compared to Kevlar Clothing's -4%, but it's also significantly cheaper.

I'm probably going to but right now I'm waiting on the three things mentioned above.

Assuming that area X is a city, I'd want to open diplomatic relations rather than scouting them. Personally I'd cut the training down to 0.5 mami 0.5 kyouko, move the other 0.5 mami into paperwork, freeing up a veteran. This replaces the area X scouting, and gives us another half-veteran that can be spent either not bribing QB for a rural diplomacy (+1 cube) or possibly doing diplomacy to the north of 7.

Shit. Knowing Mami, we've just been outright buying those. Which means we have a paper trail of a year and a half of buying shields.
...no freaking clue how to explain that one.

Yeah, either the police are incompetent, QB has been helping out (but not enough), or shit's going down. And by shit I mean paying QB to mindwipe everyone and mess with the paperwork.
