I was going to ask about the Prothean's in cryo-sleep, until I remembered they were on Eden Prime not Shanxi. I think most of my knowledge of the First Contact War comes from fanon so it's probably of dubious canon. I know I've read about a Reaper artifact on Shanxi a few times, I'm just not sure if it is canon or not.
According to the several people, the Reaper artifact is canon from the Mass Effect books but how it got to Shanxi is that Desolas moved it there so it wasn't originally planted by the Reapers. I decided to just let the dice do the majority of my decision making

Probably explains the times I've read Desolas arriving at Shanxi with random Reaper artifacts. Should be interesting whatever happens, hopefully we'll be able to research some of those Prothean artifacts or find more. Have to collect all the shinies before anyone else does :V
 
Eden Prime is outside the scope of this quest. Javik was found at the start of ME3 so I need a good reason for GDI to found Javik early.

I think he'd add a good amount of spice to this story, it could also be due to a proper GDI/Council research effort due to how extensive the ruins appear to be on Eden Prime. GDI and Council researchers finding him early would also get rid of the nasty canon rails of the Council being so aggressive publically about the Reapers not existing. Hard to do that when a living Prothean gets put in the equation early.

I honestly think that GDI is still going to be prepared in some ways(see GDI space doctrine in informational). Even if the Citadel council races ignore the threat of reapers, GDI will not.

If he were to be awakened before ME1 I would imagine it wouldn't matter too much for the Reapers. If there was an entire army down there with him alive that would be different. But, for The Council and GDI it would be the wake-up call the two sides would need. I have no doubt GDI would get a Council seat if they negotiated some sort of technological research agreement between the two. The biggest issue will be handling the Batarians until Sovereign and whoever gets chosen to be its agent if not Saren.

As for what Javik could do? He could show his memories to the Council regarding the Reapers and help brief them on the particular threats that he faced. He would also be extremely useful for them in regards to reading Beacons properly as well. He could probably help them get a better grip on Prothean tech once they realize how vital Prothean melding is to it.

What's to stop the Councilors from straight up not believing Javik and that it is all a hoax. What would be more believable to the Council, that the Reapers exist or a race created an elaborate conspiracy and is using it to gain power in galactic politics?

Political entities bend the rules all the time when it comes to things like that if the new member benefits them to such a high degree that GDI could. Energy shields protecting cities, handheld energy weapons, ion cannons, medigel, the list could go on. The Elcor, Hanar, and Volus never got a seat because they never put forward a military worth mentioning to defend anyone else and the Volus are clients to the Turians. The Batarians never got a seat because of very obvious reasons. I could see the Associates raising a stink, but they don't have anywhere near enough power to do shit about it.

Because while that would have been believable if he didn't have the ability to meld with anyone just by touching them, it would be doubly so once he activates a Beacon, or the Mars Archives. I find it hard to believe that there'd be no mentions of the Reapers on either of those. Not to mention if they somehow found Ilos earlier and kept that VI operational that would have been a gold mine. I'm not gonna say that Javik is vital to the story, but he didn't get used anywhere near enough in the story. It's clear by now that BioWare didn't have the full story fleshed out, taking liberties with the story is what Fanfiction is all about. They really portrayed the Council poorly, they were far too unreasonable.

You do know the krogan's never got seat on the council.
I disagree with you how you get a council state well a little bit because if you do do a great contribution to their society or to the council you would get a seat that is true. Though a newcomer could probably get a council seat because of there more powerful like has a bigger military or they have more advanced technology. After all the citadel is kind of like UN. While the council is kind of like the what what are they called oh the security council.

BioWare's explanations for things were always iffy, that instability could have been the result of the fact that it was hurriedly dug up and abandoned before more work could go into it.

If GDI found Javik early and not in the middle of a Reaper invasion, they have time for EVAs to decode them. A major problem would be that Prothean's HATE AI and guess who uses AI a whole lot?

That's true, but at the same time, he's practical enough to not go berzerk on them. If he touches one of the humans and sees how far they came and why they use them he'd probably begrudgingly understand. Without those AIs I don't see humanity surviving against Tiberium, let alone Nod and the Scrin.

If the base have an operational VI like in Ilos and Thessia, they most likely wouldn't care and do what they can to hinder the AI like in Thessia.
 
So much so it should be obvious something is going on.
I remember reading a fan theory a decade ago that says that the Citadel is also able to Indoctrinate the people inside but do so at the slowest setting possible to at least make them more suggestive to the idea that there are no such thing as Reapers and not turn them crazy that its noticable.

It is a very reasonable assumption, that does seem to fit all the facts. It also fits how reaper artifacts always seem to slowly affect anyone and everyone around them, so the Citadel would basically have to be an exception to that rule for the "slow and insidious" indoctrination of the Citadel not to happen. But still, it's never outright stated. Just.... overwhelmingly probable.

I'd feel like that is a bit of a cop-out for this story, the whole point of the Citadel seems to be to create a chokepoint for the Reapers to overwhelm. They'll have all these species in one place at one time to be gone through with a fine-tooth comb. Not to mention it seems the Citadel Council for whatever reason felt like storing their most vital secrets on the mainframe of the Citadel itself. If the GDI continued their research on anti-Scrin weaponry I imagine they did research to stop the Scrin Mastermind and its ability to do mind-control. It also helps that GDI has had experience with Nod using mind-control technology as well, so they should be able to detect Indoctrination.

Kind makes me wish mutants were still active then this would of been easier to handle.
