Paradox-Billiards-Vostroyan-Roulette-Fourth-Dimensional-Hypercube-Chess-Strip Poker is an immense success. The sheer variety of strategems possible along the complexity and depth of the game grip hold of nearly all of Mars. It even manages to rouse the serfs from their apathy. Of course now all they do is wear outlandish hair styles and challenge each other to games to settle every dispute, but it's better than them dying.
Strangely the undisputed champion is the Custodes Captain General. No one is sure how, but he always manages to pull a win out of nowhere.

create and distribute Mind Shields (from the xcom game) to psychics, soldiers and persons of interest

A little bit of blackstone, a machien spirit, and the Omnissiah's sigil. All combined into a handy little gadget that protects against unwanted psychic intrusion. It isn't perfect, but it's relatively straightforward to produce and only slightly ridiculously expensive. The design quickly spreads across the sector frustrating chaos's attempts at corruption.

Create some anti-Chaos combat servitors using Blanks and (anti-psyker) blackstone

Every one is prepared for a terrible failure. The containment teams are on standby. The experiments occur at the polar laboratories, and self destruct charges are ready to take out the lab at a moment's notice. So of course the servitors work perfectly. They show no signs of abnormality and function to every given specification. Of course it's a little hard to test their anti psychic abilities when the Sol system is already so heavily suppressed, but presumably those work as well.
Medium/Major Whisper
Send a small vessel out of blackstone into the Webway, then, when it has moved far enough from the entrance, use such a tuner to turn it fully towards nullifying the warp. All servitors and individuals on the vessel are to be Blanks to prevent choatic corruption. It is then to be returned to Mars.
It's effects on the Webway are to be observed from both within and from outside by vessels following it.

The vessel goes into the webway and after travelling what is judged a sufficient distance the blackstone is moved into a new configuration. Power is applied and everything vanishes. The webway cracks and shatters as it is no longer supported and the observation has to turn and flee to a more stable area. Further investigations show that that portion of the webway has apparently been permanently destroyed.
There is no sign of what happened to the test vessel.
Minor Whisper:
Attempt to convey a sense of exasperated annoyance and a vague "what can you do" regarding the cogboys directly to the Emperor.
He knows we're active, and frankly, he'd probably agree it's like herding cats. Extremely loud, angry, sometimes explosive cyborg cats.

The last detonation destroyed most of the mutant population living under the crust of Mars. Now they are back. Deputy Fabricator General Kelben knew all those new genetors couldn't be trusted. They grew the draconic lifeforms as intended, but then
somehow a large portion managed to escape the containment tanks and rampage through the skitarrir guards before vanishing underground.

It isn't quite what you're used to, but you are finally able to build a proper body for yourself. As the necrodermis slides over your form and crackling energy runs over your body you levitate yourself into the army and begin putting your various systems to the test destroying and reconstructing the base around you into something more appropriate.
The tech priest kneel around you in awe, and scurry away to gather more materials as you command it.
4th Minor Whisper: More work is done to improve survival chances of Primarch Kane's Astartes

Through a complicated augmentation process the survival rate of the new aspirants is raised to almost 20%. Kane is very pleased with the genetors progress. Not only have they managed to repair the degradation, but they've even managed to improve on most current space marine chapters. The Black Hand Legion is already growing into a formidable force indeed.
5th Minor Whisper: Refinements and improvements to an Astarte Cyborg Commando continue

On the other hand the cyborg commandos see little progress. They are still just as psychopathic and unstable as ever. Still the genetors have decided to take a page from the assassins playbook and develop ways to deploy and retrieve the commandos without exposing them to friendly forces.
2nd Major Whisper: A way to create a Holy Substance known as Tiberium which aids in Mining, Refining and Production, as well as weakening those of the Warp due to Noctilith inclusion, is sent out to the Tech Priests (Tiberium creation time!)

Creating a substance that weakens the warp on Luna when the moon was still travelling through the webway was perhaps not the most well thought out plan. Oh yes the Tiberium fulfills all the goals of the project. It matchs exactly the dreams of the Omnissiah as a substance that can easily propagate over the land and turn otherwise useless worlds into rich mineral fields. However it also displayed mutagenic properties that were somewhat concerning. And when it grew to a high enough density in the test lab it exhibited electrical anomolies that it dramatically enhanced its Warp Suppression properties. The entire test lab was torn out of Luna as the webway twisted and the Tiberium samples were spewed out into the warp and beyond across a thousand worlds.
