Investigation charms would likely be better right now. Find out what makes her tick.
-Evidence-Discerning Method snip-
As great a charm as EDM is, the mote commitment and once-per-story limitation makes me leery of using it on Kin today, if at all.
We definitely want it in the medium term at the latest, but instabuying doesn't seem like the best idea right now.
I don't really care about Kin enough to spend our hard earned XP on a charm so this situation goes perfectly. Tenten can handle it fine without a charm.
While I may completely not agree with your view on Kin, I have to point out that EDM is actually extremely useful a charm and applicable to a ludicrous number of things if used correctly.
The reason why is that it bypasses the dicepool maximum problem (that is, that we are limited in any roll to our Attribute+Ability maximum dice) by lowering the penalties on almost two thirds the rolls (social, dramatic and mass combat) that concern the character we have profiled.

This amounts to effectively up to five extra dice that we can use whenever we interact with / against a profiled character. Use it on chessmasters or BBEGs and preternaturally predict their plans, talk them to death and raze their armies. So good.
Whether we use it on Kin or not (which, as I mentioned before, I'd suggest against), EDM should not be something we should have to deal without. It's absolutely worth our XP, especially given we have Investigation favored and meet the minimum requirements already.

Well buying it later sounds useful. Emphasis on later.

[x] You looked like you needed it.

This thing needs a stunt, but I'm looking at the update name and I feel this is the most compassionate response. And we already said it. It seems the most truthful.

you can't help but feel bad for the girl
"Because you looked like you needed it?"
"Look, I...uh, I'm not the best at this touchy-feely feelings stuff, but frankly even I could see you are in bad spot." You see her wince, but you press on, "And I couldn't just leave you crying there."

[x] It was the right thing to do.

Not about her, more about who we want to be.
Plus it encourages and syncs with the Spirit of Fire book she's reading

[x] It was the right thing to do.

Being a second Orochimaru to her is dumb and joking here would also end badly. I'm fine with jokes... but lets not when the other side is rather emotionally fragile and would likely take us seriously. >.>

[x] It was the right thing to do.

But would revote for a proper write-in, with xp spending even.

An emergency stash is good, but unspent xp does nothing for us.

Nope. As far as I'm aware, and I'm really tired right now so someone might want to double check, you can only flash-buy (that is buy without some sort of training period even if just in a fluff sense) favored and caste abilities.
You can buy anything with the Shonen pool.
You guys, you are seriously cramping my style! How am is Tenten supposed to be the Empress of the World with these mushy responses???
Tenten is just genuinely a nice person, even if she's not always the best at expressing that.
SRoI should be useful here. Find it odd we never used it on Gai.
Tenten is scared of what she might find.

If the price of overdoing it is the target exploding into a merrily burning funeral pyre pitted with molten kunai - I for one am willing to allow our target to pay that price.

Certainly overkilling the enemy should be kept away from places you like, but the faster the surface area of your opponent approaches infinity, the less chance they have to pull out their own bullshit.
