We should Basic Ward every city! We can afford it.Seriously, people, we need to at least rune Dis as much as we can. It's our biggest hive, with about a third of our population living in it, and a shitton of important stuff, including the Vault with our most important secrets in it. Protecting a third of our population for a bit more than 10% of a cost is a great deal.
One problem with Simple Wards is that the investment will be lost when we upgrade to Basic.
As such, perhaps we could only put Basic Wards on selected hives such as Dis, the northern ones, and regional capitals instead? If warding all of them is too expensive. We could then finish the coverage later with another trade, once we have more EM to spare.
This would also synergise well with larger hives being significantly cheaper to ward per inhabitant.
Correction, wards on Cassarondo will have to be paid out of our pocket as well. Which costs about 18 million AM and 200k EM per turn, so not that much, if noticeable.Plan Limited Spending is probably the closest thing you'll get to this that's still reasonably sustainable in terms of both soul and material maintenance. We'd be paying out for the Simple Ward maintenance out of our own stuff, but the wards on Dis and Cassarando would be covered by the soul trade.

The APA is enough of a level up for them to be true super elites, at least when they regain their experience. It will reduce casualties, boosting experience gain, and allow them to contend with super elite armies like those unstoppable Nobs we fought. We are deploying the best human army in the galaxy here, let's not under equip them.

There's a nontrivial amount of flex for EM purchase, and doubling EM purchases would, all else equal, let Avernus to approximately exit debt. We can triple EM imports while still reducing debt.

We can afford the EM/AM maintainence of the Basic Wards. It's reduce our gross income (mostly from trade) to about nil, but we can do that.
Now yes, we want to do a lot of things which cost gazillions of AM & EM, APA specifically. However, we have recently gained access to numerous options which are extremely cheap yet still of high efficacy - The Skink Monsters, to be specific. The marginal cost is not as great as it otherwise would have been.

I think it would be better to get Simple Wards in all our cities, with Basic and Banishment Wards in a handful of the most important/vulnerable. That would leave us with the ability to upgrade to Basic wards at a later date, whilst not constricting our growth too much in the meantime, and allowing us to afford other military improvements as well.
Basic Wards would be the best option for our growth. Because they reduce the number of people dying to Chaos Psykers (We lost enough people to populate 1.4 Major Cities this turn alone). The only military improvement being restricted would be Advanced Power Armor. This option is essentially selecting Ward Cities: Basic. Except we don't have to pay the 27-year Telepathica option. It has immense fortification advantages. @Shard first we bought that many ships because Sarnow or the admiral at the time asked us. We needed to grow our fleet and it was much easier to buy them from Vanahiem than try to build our own since they had 24 times the ship building we did.
My opposition to your plan is I do not want to go more into debt more. We finally started to get out of it and not have to rely on imports to survive. I think we should go with simple wards for now than come back at a later date and get basic wards. Also you are assuming that there will be an em at the high council available. We have to rebuild the defenses on 8 worlds as well as upgrade dragons nest.
