We should do the Self. Its a centre of Willpower.
For what it's worth I have to back this one. Most of the nature of actions haven't really given us all that much that's actionable. I expect the ones about lesser gods to be basically just interesting but not useful information.

Researching Willpower could let us learn how to increase it. An education regime designed to give the general population +1 piety would reduce our population's tendency to fall to Chaos, which could reduce our cultist and rogue psyker numbers.

Even if the odds of success are lower than other choices, the potential rewards are far higher.

IIRC There are also 'low' success chance ones like 'psykers', 'transcendence'.

I have to disagree strongly. In my view there are very few things more actionable than the minor gods, and especially the Sanginour.

For the sake of argument, lets assume two things:
1. The Sanginour isn't secretly holding the soul of a primarch, his blood can't be used as a catalyst to create trueborn, can't design a ritual to link Astropaths, can't take ownership of the galaxy wide 10000+ years of worship of Sanguinius which really should have made a religious god long before now and become a force on par with a Phoenix Avatar. Basically, all the potential stretch goals fall through and he can't use the fact that he ascended by taking the place of Sanginous to engage in shenanigans.
2. He is, however, a relatively "normal" ascended god, and most relevantly he can use the power of faith.

Now, its time for some math: A sector of worshipers is apparently the minimum required to sustain a religious god. Next, the combined size of the big 3 human realms is 442 sectors. Count the Trust+Nest as 3 sectors thanks to our population density and absurd number of psykers, and assume the tech transfer resulted in a 25% increase in population (which is what actually generates faith), and you get 555.5 sectors. Furthermore, lets assume the revelation of The Sanginour's nature leads to him being declared a very important saint among these worlds. He is in fact so important that a full 2% of the faith juice created by these worlds is sent his way, with the other 98% being sent to the sleeping emperor. Or in other words, the equivalent of 11 sectors.

Its not unreasonable to assume that he'd increase in strength significantly, enough so that his powers could increase the long term population of Humanity by 1% or more (by for example backing up Guilliman when Chaos inevitably tries to gank him again). Thus increasing the Emperor's long term faith reserves anyway. You have to spend money to make money, after all.

1. Do we have any idea why a religious god based on Sanguinius never appeared? My understanding is that as arguably the second most revered figure in the entire Imperium with his own holiday Sanguinala, there's more than enough faith going around.
2. How irritated would Lin be if Robart tried to spreadsheet the faith economy?

1. most likely any such gods forming were eaten by chaos like 99.999% of all other forming gods

I think it was said that an order of construction was viable, namely using a bunch if telekines to boost construction speed. I wonder if such an order could also let the admin do the Twlepathica's expansion for them.
 
Have you seen Rids' Admin? His spreadsheet would drive people insane.
It's actually worse than that. His personal assistant, Zeno, once had a level of sanity that screamed "how has he not fallen!?". After reading Ridcully's "reports", he was driven sane. Driving someone sane is far harder than driving them insane. :V

In fact I'd recommend dropping the lizardmen completely so we can ask the Ancient One and inform Corvus. We can renegociate the deal later.

Firstly, and this is the most important thing, but please do an early Divination: Attacks to scan for threats to Saint Lin's life. His death is getting closer and closer and so is any potential Abomination attack. We need to know of any attack so we can get Lin out of the way before it happens. This is absolutely crucial.

I think you should use one of these actions to integrate those ion defence systems into our ships. They'll be very good for fighting boarders, so they'll be great versus the tyranids.

Given the difficulty and risk of Chaos destructive resonances, I think that Ridcully should do it if possible, even if it has to be done before the Nurgle destructive resonances.

I happen to disagree with willpower, though I'd be reluctantly willing to drop Zahhak if it got Sanginour over the line. Frankly, the phoenix avatar's are a massive waste of time since the Eldar have the entire black library to help them understand their new forms.
 
If we went for Sanguinius/ sanguine or will power I would vote for that plan rather than Zahhak and Phoenix lords.

Why is increasing our front line against chaos as well as a major component of pushing people to gain new traits something you disagree with?
