Only if he knows we exist and he can do anything about it.Combining with the Dragons Nest is far from enough to become anywhere near relevant on the stage the other polities in this meeting play at. After we've beaten and conquered Amir'ka and the other big neighboring polities, then we might actually be safe, but that is not happening this millenium.
Just let the other human polities pull ahead in tech. All it does is draw heat to them. If we are the easiest way for Abbadon to get the tech he needs to take on Vulcan, you damn bet he'll conquer us.

Abbadon would be slaughtered. He is terrifying and I would give him decent odds against any single Primarch or Eldrad. Against 2 prrimrches and Eldrad it would be a one sided massacre. Not to mention that in many ways the Black Libary is more secure then the Empoers Throne room ever was, and few hostile forces could even find it.
I can see us using the meeting as bait for some smuck in the future
