1.Orks can feel fear?
Yes. In all iterations of 40k games (both tabletop and video game) where morale is a thing, orks are capable of fear. It's also shown up in novels. In Ciaphas Cain, orks are noted to be emotionally resilient in large numbers, but when reduced to small numbers they rout. Furthermore, fear is vital in the running of ork society, as usually the only thing keeping an ork loyal to their warboss is the fear of being krumped. Then there was Ullanor, which traumatised the entire ork race. EDIT: Orks that aren't Ghazghkull are terrified of Yarrick.

Note that the order goes Muspelheim, colony (Turoq), Asgard.

The truekill Turoq option. Significant losses to us and the Eldar both, however.

Less chance of True Death for Turoq, but plays to Eldars strength, which is harassment. Fewer losses, especialy for them. This is important, as they can not replenish those nearly as easily as we do. Also, their forces spend their time going around killing bad things, while ours mostly train and garrison (bar Avernites ofc), which makes theirs far more valuable to the galaxy at large.

If we get Turoqs True Name, all that's needed is to get Areatha on the same continent as him, and enough luck to avoid him suiciding. So we still should have a good chance. Might not actually defeat Turoqs forces, but he will be dead/Dead/running away, and that should be enough to win this.

The do not Kill Turoq option, maximum help. Go all in right from the beginning, and then move to the next battlefield. Overwhelmingly good for us militarily, but Turoq will know and run away, likely with his entire fleet.

Now, this might not help him much. He is broke, and if we do not sustain major fleet losses here, we will be strong enough to launch an expedition to burn him and his to ash soon.

So, I think that we should do either of these:
Keep the Eldar back until Turoq lands. Then either split them to Muspelheim and the colony world both, or Turoq first, then move to reinforce Muspelheim. Use harassment. Move to Asgard when the battle there begins. The "Wait until Turoq lands then launch major ground attack and naval harassment" option looks to be the best fit, if not perfect.

Or

I get the impression that a ridiculous quanta of units in 40k are basically fearless and never break (at least in fluff), making a lot of terror abilities somewhat nonuseful.
Yup. That was a problem in some of the editions of the tabletop. 8e's dialled that down so that terror abilities are more useful, but at the cost of weirdness happening like Space Marines not being fearless.
 
...That's eh...that's a lot of enemy choirs. I knew we'd be outgunned in the psyker department but this? How are we possibly going to stop them from frying our knights when they also have more power from chaos nonsense and care less about burning out the weaker members to get results?

Assassinations and surgical strikes. Situations like these are why avernite psykers practice scry and fry (find them with divination, then apply pyromancy liberally)

The Eldar should play to their strength. They are officially here to play whack-a-mole with a Chaos up and coming, not to do our dying for us.

2. If so, given Sahr's high Martial, shouldn't he count as a General?

Well yeah, that is standard operating procedure but they outnumber us so heavily they could easily spare the forces to counter those efforts and copy the methods against us.
 
Right the non exhaustive list of **** Ridcully needs to greater divine possibly divided into tiers.

Tier one really important potentially immediate
1. Follow up on the Destroyer. What is it and how is it free, what weaknesses does it have?
2. Look at the Destroyer Virus: This thing has the potential to be a real big problem assuming Szarekh hasn't immunised the non nuts Necrons already.
3. Szarekh himself: The King himself is currently the biggest wildcard. His immediate moves after the War in the Void wraps up as well as his long term motivations are basically unknown. He could either be a big boon to the forces of sanity, or a massive pain in the ass. Either way we should figure out which.
(sticking it in for now)
4. Deceiver: Who is it playing patsy and why?

Tier two, important longer term mostly to help the Eldar
1. Divine help: This takes the form of either looking for the shards of their gods floating in the warp, or by doing the vague divination for Eldar texts on their Gods so they can try to reconstitute the shards into full gods again. Imagine the benefits of a restored Vaul or Lileath.
2. Help with artefacts: The powerful kind. These can either be Eldar in origin like Vaul's greatest blade Anaris or Old One in origin like Blacklight (since the oath stone is a thing we know such artefacts exist.)
3. Looking for names: Pretty much what it sounds like, the names of powerful daemons.
4. Follow up on Ahra: Since this seems to have been going on for a while and is being lead by a rogue Phoenix Lord who is stealing Avatars of Khaine I really think we need to follow up on Ahra ASAP. (Potential upgrade to tier 1 if Eldar think it is important enough.)

Tier 3 still important, but not as important
1. Lion who?: Who woke the Lion, for what purpose and why can the Eldar not locate him?
2. Other follow ups I'm missing.
3. Likely requests from the polities at the meeting? For example I'd not be surprised if Russ asks us to have a peek at WTF is going on with Fenris.
4. Tau: One of the Great Sane Powers, on the front line against the Destroyer and has a very large human population. Also has potentially suspicious stuff in their past. Upgrades to tier one if patsy.
5. Parts of Emps life
Before all that, I'd like to look into what's up with attacks on our psyker hunter forces. What is making all those rogue psykers seek certain death specifically targeting those who are most able to kill them, instead of trying to do stealth or general rampage?

2. With the Eldar do we think we'll be able to stop the Dark Mech forces from bugging out? Cause making this a costly defeat where they get nothing is my priority?

It pisses me off that this went off before we could cash in our favor and use the web way to hit their planets instead. Even if it would have cost us more ships doing it that way in the long run having a World's untouched would have meant it would be so much cheaper.

1. you already have, this sort of thing is why you have multiple backups in the first place. It means that your tech denial protocols can be far more effective without risking you losing STCs. The enemy does not neccicarilly understand the implications of your backups however so may still be going for them.

Hey, since they do not have Turoq available we could just booby trap a lot of potential tech for them to steal and for us to blow up, no?

Particularly if we have something especially explosive. Like stuff inscribed with the Rune of Fire, hello sudden inferno.

The Eldar have psyker superiority, easy.

And the battle for Asgard happens last, so they will get Eldar support whichever option we choose.

Its Muspelheim that might be an issue, if we wait to permanently off Turoq before sending Eldar help that way, but we are very, very good at anti-psykery.

It really says something about the 40k universe that the notion of having backups on multiple planets is foreign enough that they don't understand what that really means for trying to capture tech. Given how many STCs have been lost because the hoarders at the AdMech refused to make copies it really shouldn't be surprising.

Makes sense, to these guys the idea is probably enough to make them spiritually ill because it would mean *shocked gasp* SHARING. DUNDUNDUUUUUUUU.

2. What kind of abilities are we looking at for the Dark Magi?
3. Between our choirs the alphas and the farseers do we think we could scry fry the supreme commanders of the invasions if we concentrated on them?
4. Have we constructed enough macro vortex shells for alpha strike capabilities on things like their ark Mechanici?
5. IIRC you said that alphas are the only psykers who can reliably work on a ship level, do we think we could use them to make crucial things go wrong in the enemies ships?
6. What skill level are the eldar's wraiths.
