The Adeptus Mechanicus is currently debating the proposed technological trade. While no one is arguing against it exactly what technology to share and what to keep is a subject that few seem to be able to agree on. Fabricator-General Scott tells you that she would be willing to share pretty much all of the technology if the other polities are willing to match her.
As much as i'd like to go full in and trade everything we got for everything they have I don't see that happening in the first meeting. We're probably going to have to do tiers based on what they trade. Big thing is a full swap of everyone's Imperium Era databases just as the buy in. There's no point in having the meeting if the others refuse to give up anything and only want to get stuff from us. Plus we each have parts and pieces depending on what the Forge Worlds they started with had. After that we can toss in the High Quality Vehicles and better basic gear such as the full Impaler line that we got from the datacore for whatever their low level secret techs are. T2 is the new Vehicles and Graviton, Neutron Laser, and Stable Plasma Weaponry. This should be for the mid grade stuff like their new top line normal gear or whatever they got. For T3 I'm thinking the Naval Weapons, Armour, Components, and Ship designs up to Battleship Class as well as the full line of our new Advanced Astartes Power Armour. This is for the best stuff they got. T4 is separate of anything else and all the supper-weapons like Titans, Adjudicator Mobile Assault Platform, Cyclonic Torpedoes, Command Battleships, Dreadnoughts, Superdreadnought, and the like.

Saint Lin is looking better then you have seen him for years after his recent meeting with the Primarches. This is a result of an auramite rod that Vulkan forged for him which grounds out the excess power of his soul. While this does not increase Saint Lin's life expectancy it does end the constant, slowly increasing, pain that Saint Lin has been in for the last century or so. Truly the greatest gift that could be given to him given the circumstances.
Oh hey, confirmation that Vulcan has access to Auramite. Sweet.

I'm a wee bit tired and distracted, so couldn't come up with a full plan yet. Here's what I got so far. Feel free to make your own suggestions and whatnot.

Oh, just remembered, shouldn't we have Ridcully divine any potential inflitrators from Turoq that may have snuck into the Trust earlier? Was going to suggest it but we ended up going through a demonic incursion. Might want to get that done as soon as possible before they get into a position to cause serious damage.

ok, so I went over the other sword of suter data banks, the only non naval techs I did't list we don't have already implemented is the Locator Shells, and maybe the Light Power Knife. I am assuming that most weapons don't need an action to use since we just slots them in. The locator shell is essentially a targeting round that would likely make it easier to focus down super heavies, and the light power knife is a poor mans power weapon. doesn't do for power armor, but can get through carapace armor, but sounds like it's cheap enough we may end up making it part of the standard militia kit.
I could have swore we found the Light Power Knife in one of the planetside ruins, and implemented it already.

PS: It's Surtur or Surtr. Do you really want to insult The Destroyer of The Universe, Scorcher of Man and Earth? Only I can do so, as I clubbed him baby seal style (with a giant Magnifying Glass while dressed up as Sherlock Holmes, Deerstalker Cap & pipe and all, because Joke set is still good gear)

@Durin
1. did we implement the light power knife?
2. am I right when I say the only weapons that need an action to implement is the light power knife and the Locator Shells?
3. do we have any navel techs that need implementing beyond the external launches?

-Y2: Complete Examination (Meteor fig)
Why?

-Y4: Personal Attention: Diplomatic Debrief: Empire of Ashes
Only put one action towards this, not two.

-Y1: Spend Time With (Hrothgar)
-Y2: Spend Time With (Hrothgar)
-Y3: Spend Time With (Hrothgar)
-Y4: Spend Time With (Hrothgar)
-Y5: Spend Time With (Hrothgar)
I'd like to ask that you only put one action towards spending time with Hrothgar and that you put the rest into Vinceo. Vinceo is someone who directly reports to us but we never really get a chance to get a feel for his personality. Alternatively, we can spend time with the Jameson twins to see how they're doing post-Incursion.

With the High Council currently debating what to do in the meeting with the other Imperial Remnants we need to get on top of what info we got. We also need to see what the other worlds think about this and who is in what corner so we can plan around them. For the Administratum Economic Focus (Thrones) to shore up our deficit. We also can do a few Oversee the Forge (Advanced Material or Relic Material) for the AdMech in prep for the Expand Military Forces: Mechanicus action. I really do think we should spend several Personal, Administratum and AdMech actions each turn on Economic Focus and Oversee the Forge over Spend Time With actions. We need the production boost so we can afford further expansions later.

We really need to do the locator shells. That's a flat bonus to all of our artillery rolls and some of our naval warfare rolls.

It's also a massive risk. The more we give, the more we empower Chaos by giving them more opportunities to steal more tech and the bigger the spotlight we put on ourselves.
Thankfully spreading the stealing over the galaxy means they may fall on themselves fighting over the scraps, and I think they'll have bigger things to worry about like the Imperium Quartius with our tech.

SLOT A - Year 1 (Ridcully)
-Y1:
Stick him on getting Turoq's True Name. Even though we can't summon him to Avernus, getting his True Name means we can deal non-lethal damage to him at any time and any place, plus it'll give us a bonus to fighting both Turoq and his minions. Knowing his True Name also lets us command his cultists, but I'm pretty sure there are some caveats to that privilege. (Source)

Aside from that, we need to keep the ork pot stirring. We really can't afford to get hit by a Waaagh.

SLOT B - Year 4 (Xavier)
-Y4:
I'd like to suggest having him set up an Order of Alkahestry to decrease the resource and time costs of future alkahestry actions. Durin confirmed that we'd be able to set up such an order after we're done with Basic Alkahestry. Xavier's the one doing the Basic Alkahestry action so he'd probably be the best person to set up the order.

Ok, here's my plan. Our big constraint right now is that we're burning through our reserve of Thrones and are in the red for it. Until then we need to watch our spending a bit.

[X] Plan Enjou T119

Void Command
SLOT A - Year 1
-Y1: Construct: External Torpedo Launchers

Administratum
SLOT A - Year 1
-Y1: Administrative Shake up
-Y3: Administrative Shake up
-Y5: Educational Review
SLOT B - Year 3
-Y3: Build Hive (Fair Isles)

Some things to help deal with the Thrones issues permanently.
Building a Hive in the Fair Isles because I think we've only got like two cities there now, and we should build up in the region a bit.

Diplomacy
SLOT A - Year 1
-Y1: Trade Talks (Midgard)
-Y2: Diplomatic Debrief: (Forge-Empire)
-Y4: Diplomatic Debrief: (Imperium Quartus)

AdMech
SLOT A - Year 2 (Biologis)
-Y2: Complete Examination (Dragonfruit)
SLOT B - Year 2 (Free)
-Y2: Forge-Cathedral: Aegaeon
-- EXPEDITE YEAR 2

Dragonfruit was the other choice people wanted last time, and if it's weaponizable we would want to know about it.
The big forge is a bit expensive at the moment given our Thrones issues (maintenance costs are the big problem), but we can get a smaller forge up in decent time, and an expedite is affordable.

Ministorum
SLOT A - Year 1
-Y1: Expand Witch Hunter Seminaries
-- EXPEDITE YEAR 1
SLOT B - Year 1
-Y1: The Nature of (Khorne)
-- DOUBLE DOWN YEAR 1

Need those Witch Hunters.
I'd like to finish analyzing the Chaos Gods before we move on to other subjects. Khorne recently attacked us, so seems relevant.

Astra Telepathica
SLOT A - Year 1 (Ridcully)
-Y1: Fanning the Flames
-Y2: Greater Divination (Turoq Anti-Divination Countermeasures)
-- DOUBLE DOWN YEAR 2
-Y3: Research: Power of Belief
-- DOUBLE DOWN YEAR 3
SLOT B - Year 4 (Xavier)
-Y4: Research (Psyrodactyls)
-Y5: Anti-Ork Powers: Techbane
-- DOUBLE DOWN YEAR 5
SLOT C - Year 3 (Tamia)
-Y3: Examine: (Siren Rune of Power)
SLOT D - Free Divination
-Y?: Greater Divination (Eldar Choice)

Putting Ridcully onto some Divination projects. Fanning the Flames to keep the Orks busy. A project against Turoq. And let's get some research done while Ridcully has some time to breath.
Putting Xavier on researching if we can replicate the Psyrodactyl power (I figure he's stronk enough to burn them to a crisp when they try to kill him while observing) and then taking a shot at the Techbane power.

Personal
SLOT A - Year 1
-Y1: Personal Attention: Focused Psyker Hunting
-Y2: Personal Attention: Focused Psyker Hunting
-Y3: Personal Attention: Counter Intelligence
-Y4: Personal Attention: Diplomatic Debrief: (Empire of Ashes)
SLOT B - Year 1
-Y1: Spend Time With (Hrothgar)
-Y2: Spend Time With (Biologis Maximal)
-Y3: Spend Time With (Biologis Maximal)
-Y4: Spend Time With (Saint Lin)
-Y5: Spend Time With (Saint Lin)
SLOT C - Year 4
-Y4: System Review: (Healthcare) (Continue Education if failed)
-- DOUBLE DOWN YEAR 4

Help out with pysker hunting and counter intel a bit since Jane is busy, then do the other debrief.
Hrothgar gets a year of our time to get our congratulations, but I don't think we want to pester him. Maximal seems like someone people are interested in. And let's spend some time with Lin now that he's back.
Healthcare review because it's needed.

While this is True, Durin has given confirmations that Lin can investigate the Primarchs now as an alternative.

And I'm not saying we shouldn't. I just want to finish up the Chaos Gods first, because quite frankly they are more important for us to know about. Know Thy Enemy and all that.

Might I suggest either more Fanning the Flames, or divining Turoq's countermeasures so Ridcully can neutralise them...

Fanning the Flames is lowering in our ability to actually do much, so I don't think it's worth too much time investment.

As for countermeasures, I don't think we really can neutralize them based on what Durin has previously said about them. They're not a static set of countermeasures - they are making decisions based on things going on across the galaxy, with some randomness in selecting which events to base their decisions on, making knowledge of today's countermeasures pretty useless since tomorrow's will be different. If @Durin says that it's viable though, I could go for it.

IIRC Durin said we can do it, and even then the way to neutralise the counter measures seems to me to figure out what events he's basing his random decisions on.
