I thought that Sanctionites where literally just a designation that this person is allowed to use their psyker powers. In that case it's not a role but a title.
Failing that I would have guessed that they where the old form of battle psyker as I know they where an imp guard thing.
Given that they've been listed along side Battle Psykers and other jobs however, both of those seem to be wrong.

Here Sanctionites are the Psykers not used for battle or astropathy, basically the "civilian" psykers helping in the industry, doing research, teaching at the academies, etc.

All the small stuff people without the power or control to operate und er regular stress as Battle Psykers do.

Sanctionites are the teachers/civilians. All Psykers get one on one instruction, however, not all are fit for (or desire) military service.

I actually did a small essay in this thread detailing how effective our Sanctionites are and how effective they theoretically could be. Basically, 80% of humans are theoretically fit to be minor psykers, with the proper training, while 65% of humans are fit to be alphas, theoretically. Like Battle Psykers, Sanctionites have veterancy, though in their case it applies to how much of a bonus a psyker gets in their sanctioning trial roll.

In addition, the Telepathica has hit the pass rate cap of teaching Minor and Zeta psykers, and as the turns carry on, their students will end up with veterancy when going through the trials.

Fun fact, Midgard has more Minor Psykers than we do, barely. However, we have more total psykers when you consider the Zetas.

The Grand Council
@Durin these is my first omake and it may not be that good. I love Dark Heresy because it is a less grimdark setting that does not have to adhere to the dogma of the Imperium all the characters are based on ones I played or others in my group played from a death worlder who had such a high agility that everything's as dodged that was not a rolled one, a fat gang leader who was the most successful spy in the setting, a space marine found in statsis abroad a dark Eldar ship, to the daughter of Haarlock who he went back into time to save and she came backed and was raised to keep the family name in legend. Please forgive any mistakes because I did this on my phone.


The Grand Council
Arch Magos Kg-12469 was preaparing for the Grand Counci meeting above Calyx prime. These would be the 100th such meeting of the Grand council. Kg-12469 was putting on his red robe with his Mechanicus symbol firmly visible. Fear gripping the Archmagos with having to be in the presence of that Monster again. If it still had a spine a shiver would have gone threw it. Haarlock had created the beganing on the council in the Kronos expanse even before the Emperor was dead. Gathering rogue traders, guilds, tech priests, and even some Xenos species. That is one of the things that angered Kg-12469 the most. In its deepest part of its mind hidden away plots were made to kill that Heretic. But it knew that would be futile as when others acted in the past. Some say Haarlock knew the future and evidence proved those people right. What with Haarlock murdering anyone who even started to plot something.

Now Kg-12469 has to try to stop the degradation of its holy work in these meeting and continue trying to gather, repair, and catalogue the human tech in the expanse. As well as stop that other blasted heretic from corrupting the minds of techpriests and studying xenotech. Rival was too good of a word for that loathsome creature. It even used a common name instead of the designation it had been born with.

As it got into the shuttle it let itself feel one last moment of fear before boarding the Arcadia Supremacy. Where Haarlock got that ship no one knew but it's power was unmatched. A 16 kilometer ships with weapons unheard of and technology never before seen. kg-12469 would love nothing more to study that ship for the glory of the Mechanicus. Scans could not penetrate the whole of the ship and the few records of it going into battle prove it was a powerful ship easily able to take out capital ships in one volley of its guns. With a gravity away weapon able to kill all life on a ship. It was work of art unmatched before the eyes of the arch Magos even with all that Harrlock made it repair for the expanse fleet. That ship also may have the source of Haarlocks power on it but all attempts and requests to study it were denied. Kg-12469 was in-charge of the shipyards repairing the vast collection of ships that Harrlock found or had stockpiled somewhere. But still not aloud to even do maintence of the glorious Arcadia Supremacy. The one time that a Mechanicus was able to send a agent aboard a report of sent pics back of a vast graveyard of ships was shown before another nothing was ever heard again. But that might have been Haarlock just letting one report through to silence opposition from the one True Mechanicus. You never knew how much Harrlock knew what was going on.

As the shuttle docked a curious visitor was there waiting at the airlock. It was Guard General Fredrick von Stunnd. The over two meter tall heavily scarred man claimed to be the descendant from death worlders all over the galaxy. With Cadians, Catchans and some world called Avainte or something being the most talked about." Hello M8!" Said the General. It's most gultural tongue trying to talk in gothic. "Greeting General " was replied to the violent barbic human.

"The boss wanted me here and the boys here to make sure you do not put someone through the ringer" was the first words out of the generals mouth. With a slight wave of the plasma gun to implies what would happen if something was started. "What more could Haarlock do that would not make me angry. I was initiate into the most Holy Mechanicus when Mars was still reachable and the Imperium exited. I remember the old laws and commandments and have watched Harrlock and that pet try to dismantle all of them." Was pronounced loudly through the vox of the tech priest. "I am just following orders m8 let's make our way to the Grand council room" was the reply from the hulk of muscle.

As Kg-12469 walked to the room down the immaculate clean halls and bright lights the Magos contemplated what could make the hulk of fletch nessary. There was already the blasted pet studying xenotech and Ironman tech. With that Dyson sphere planet being its base of operations. Could it be letting even greater knowledge being aloud into the hands of menials. Haarlock already has them doing most holy maintenance. Could it be no not even Haarlock would give Xenos human tech. The trading of xenotech to other Xenos was tolerated because they provide fodder against the dark Imperium, the Raiders, and those orks. They had become a problem over a century ago when the warp storms protecting the expanse suddenly stopped for years. No one knows why but the warp storm quickly returned protecting the expanse so that was quickly forgotten. But even for a while the thought of challenging Haarlock was a possibility.
The Doors slide open to well its room with a round table and some of the councilars already there talking.

On the right was the Representative of the Astartes contingent of the Expanse. Khan Regalus was originally a member of the Inquisition kill team when the Imperium was still around. Now he commands thousands of Astartes for the expanse. He was ancient and even older than the Magos. Standing close to 3 meters in terminator armor with his power sword and plasma weapon polished. Supposedly he was found by a rogue trader in Stasissince the 35 millenia than decided to second himself to the local deathwatch. He was one of the few people also aloud to have weapons in the Haarlock presence and the closest to a ally that the Magos has.

Next to him was Councilor Chin a fat man of the trading guild. The Former ganglord turned spy turned suppose respectful member of the trading guild. Was known for his "appetites" always trying to try a new dish and willing to trade with Xenos. Supposedly also head of internal security of the expanse killing cultist and dissents who talked to loud.

To his left was Abe linonel Nostromo. A tall mutant covered from head to toe in black to hide his mutations. He was head of the navigators and in charge of keeping track of the warp routes allowing the trade of goods and ships in the expanse. A slight node of acknowledgement was had between them. Trust could not be had between them because his family had served the Haarlocks for millennia. All other councilars were insignificant lowlifes not worthy of notice.

The doors opened and the pet dare make its presence knowed ina cheerful tone and speaking gothic instead of binary like a true tech priest. It came in on a antigravity chair for no other reason than it could. With bright yellow and red robes flowing in the air. How was that possible there was not a breeeze in the ship. It was a fowl heretic that use to be a explorator than started studying xenotech and using stc technology in new ways. The degenerate even had the gall to suggest start building xenotech. D0Vi5 or calling itself Davis would be dead if not for who came next. That it was allowed on the council was a insult to everyone.

Alicia Haarlock was considered the most beautiful women to any who saw her. Age unknown but she did not look a year over 20 ever. Perfect blonde hair
that was never out of place, cold blue eyes, and a perfect smile greeted the Magos. These was the face of the monster who hoarded technology from the Mechanicus and controlled the tryrant Star a gift from her missing father. These was the woman who could create warp storms and warp routes in the expanse. Without her say so or approval nothing was possible in the expanse. Who supposedly could kill war bosses, space marines, and anything else when she challenged them to a duel. She has broken Waaghs, chaos raiders, xeno empires, and anyone else stupid enough to challenge her.
"Hello everyone I wish you the best for these meeting and welcome you all abroad" came the utterly cheerful voice "now let us sit and began the meeting" as Haarlock made her way to the largest chair of the table.

"The economy of the expanse has double as well as the population of all human and xeno vassals worlds. We have finish the expansion of the shipyards as well Forge upgrades is going well under all holdings. Our xeno vassals have reported no problems and are not planning to rebel or worshiping chaos. While cultist activity did increase they are under control and measure are being taken to insure they will not rise further."all delivered ina utter cheerful voice. The oppression the Magos could take but the calm soothing voice from a beautiful woman annoyed the Magos most of all.
"now I have a announcement that will upset some of you we are planning to send a trade expedition to bring help and do a tech trade to the Blood angels" ok that was unusual but not that bad, she could be talked downed into allowing some of low tech loose but nothing the Magos would truly care about. As long as she did not allow some of the most advanced tech loose it be alright. " I have negotiated with the eldar to allow webway acess and Archmagos Kg-12469 will be heading the talks" the Magos felt a blood vessel pop and proceeded to pass out onto the floor.

Your proposal for a compromise where the tithe is only increased by five percent and the Security Council can only demand the secondment of a third of all tithe-able military units is agreed on. This will still significantly increase the size of the Imperial Trust Guard, allowing it to deal with many threats without support, and allows it to muster a powerful army on short notice. While there is a lot of debate over the exact wording of the amendment it ends up passing without any issue.

II. The Security Council, the Imperial Guard, and the Imperial Navy
1.i. The Security Council shall have the authority to demand the immediate secondment of a full third of all units subject to the tithe in order to deal with immediate threats.

1.i.a. These forces immediately fall under the command of the Security Council, and stay there until either the threat has been dealt with or the High Council declares otherwise.

1.i.b. The High Council has the authority to overrule the Security Council on this matter with a simple majority vote.

2.i. Members of the Imperial Trust must provide a portion of its military forces to serve in the Imperial Guard. This portion can be changed by a vote of the High Council and is currently 10% of all second line PDF units, 20% of all Knights, 20% of front line PDF regiments and 35% of Grenadiers.

This leads naturally one to the problem of the Imperial Trust's funding, of which 94% is currently needed for basic upkeep without taking into account the additional expenses incurred by creating and maintaining stockpiles, supporting the expansion of the colonies or expanding the navy. It is overwhelmingly agreed that the funding of the Imperial Trust needs to be increased but how exactly is in question. As things stand ninety four percent of the Imperial Trust's funding comes from the tithe with the remaining six percent coming from the trade levy.

The first proposal is to simply increase the tithe from 20% to 25%, which would be enough for it to pay for its current expenses with few issues without overly discouraging trade or putting to much of a burden on your worlds economies.

  • Currently Governor Mikaelsson of Vanaheim, First Artisan Granalf of Svartalfheim and Governor Garp of Jotunheim are supporting this proposal. Governor Garp could be convinced to abstain with a medium favour (-2 reputation)

The second proposal is to both increases the tithe to 25% and to increase the trade level from 5% to 10%. While this would only increase the amount of resources gained by the trust by a few more percent then the first proposal it would encourage worlds to be more self sufficient, making the Trust as a whole less vulnerable to several forms of attack.

  • Currently Lord-Marshal Sigurd of Asgard, King Zaren of Alfheim and Chapter Master Julius of the Varangian Guard are supporting this plan. Lord-Marshal Sigurd could be convinced to abstain for a medium favor (-2 reputation) or change his vote for a major favor (-4 reputation). King Zaren could be convinced to abstain for a medium favor (-2 reputation)

The third and most extreme proposal is for all of the above and to also increase the valuable resource tax from 5% to 10%, providing a bit more resources for the Imperial Trust and further encouraging worlds to diversify their economies.
  • Currently Champion Surt of Muspelheim, the Inquisition and the Security Council are supporting this plan. None of them can be convinced to abstain or change their votes.

  • As things stand Midgard, the Adeptus Mechanicus and Niflheim are all abstaining. Fabricator-General Scott could be convinced with a good argument while Midgard and Niflheim would both need a small favour to support your choice (-1 reputation). If none of the proposal wins by a clear majority then the second proposal will most likely be settled on as a compromise.
Now is the time to either throw your support behind one of the proposals or put forward your own plan. This is also the time to make any other proposals that you with to make in regards to the economy and financial systems of the Imperial Trust.

It is the most nessary in my opinion because we need to start stockpiling and encourage the worlds to diversify thier economies. Right now Avernus depends on AM and Em exports. Because of the hellguard expanse we are severally hurt our stockpile of EM and stagnating our stockpile of AM. These is showing the problem we are having in that we need to expand our industry before we do major hellguard or any other major Am and Em expansions.

Now we have something valuable to trade these turn that can get us the resources we need but we will have focus on expansion and trade till the next turn. No more expanding the hellguard till we have several more Mechanicus hives with forges. I do not want to take away too much from the stockpiles unless it is a emergency.

@Durin 1 if we take the third option but add a temporary amendment for Vanaheim to not pay the increase in the trade levy or resource tax since they have to increase defense, would doing so sway Vanaheim?
2 how much would a subsidized merchant and other trade vessels help?
3 would a temporary rebate on increasing the defense of worlds help sway votes? Like 10 percent for Midgard or Vanaheim since they have to spend the most, or any other worlds that have to increase thier defenses
4 creating a office to encourage trade and strong economic growth help or be see as interfering in the worlds traditions?

2. not much of an effect, cost is not the main issue with making Forge Hives

I believe in the trust and hope for the future. As long as we stand together and work together we will be able to overcome anything. With my proposed plan I believe we will be able to grow and protect the trust.
First we need to go with the more extreme option for funding. We have used stockpiles in the past when needed for a emergency and to help with building our military in the past and will need them agian in the future againstour enemies . I believe we will need Second of the propose subsidies will help our fellow neighbors bring up new defenses to protect our people. Allow more forges to be built and help the growth of AM and EM. Encourage trade with our fellow worlds and provide more for our people.

Ok I believe we need to find the trust as much as possible. We will also have to start watching our spending and focus on expanding to other parts of Avernus and forge building (which we are but we these is for emphasis) more than we already were.

Anyone have reasons we should not or reasons at all?

Because we still need to expand into Valinor worlds after they have been cleared. Have stockpiles ready for damages form raids or anything else that comes up. Start Diversify the economies so we can withstand attacks better from enemies.

In all honesty I choosed Nurgle as my avatar because I have worked in the medical field on and off since I was 18 and some days wish a plague would wipe out stupid people in the world. Especially those people who do not vaccinate there kids. The doctor that started that shit had his license taken away and been proven false by every credible medical association in the world.

Like, for every 2 over the recommended level of orbitals subtract 1 from the minimum for ground defenses or something, to avoid strangling Vanaheim's economy seems reasonable.
