Maybe he's planning on using Roks to breach the City Void Shields. We should deflect them onto the Ork Armies.
I'm fairly certain that falls under one of two catagories:
1: it is a good idea, and hence, this Warboss won't do it
Or 2: it's a bad idea, and hence, he will do it, but we don't need advanced warning about it.
 
It takes a pretty big lander to land a Gargant. Nonetheless it would take months to empty the sheer carrying capacity of that fleet by landers alone. If neither the Roks nor the Hulks have krashed yet, the bulk of the orks are still up there. Presumably this is not a planned reserve, Headcrusha and his elites are just too eager to wait for them to deorbit.

not that long, while there are over a hundred billion Orks there are ten million landers, so each only has to land ten thousand or so Orks to get all of them. given that they can carry between a hundred and a thousand at a time that does not take to long

A hundred billion orks is way too few. A single Rok about 3 miles across should hold on the order of a billion orks. There are still thousands of them left.
 
I imagine that roks are not exactly built to code, or designed for maximized packing efficiency. Unless they are packing dakka.
On the order of is a really broad approximation - it means within a factor of 10 either way.

3 miles is about 5 km
a blob (ie roughly spherical) about 5km across has a bit more than half the volume of a 5 km cube (125 cubic km) - call it 70 cubic km.
Most of that is going to be structure and armour and the machinery of spaceflight so lets say 10 cubic km for orks. That is 1 x 1010 ​m3​

That gives us 109​ orks per rok. Big orks with big weapons could take up a lot more room but on the other hand a slightly more efficient build could have a lot more room available and grots are much smaller but they can still shoot you.
Even the escorts might each have populations in the millions.

You are aware that Orks need to eat right? Those Roks have been in transit for years, possible decades. Each ork need not only enough room to physically occupy but enough area dedicated to farming (or whatever the orks do instead) to not starve to death. And enough free elbow room to not get homicidally cramped too often.

Not to mention that due to Orks violent nature they are likely constantly killed each other in transit. These are the guys that don't use gellar fields because they think daemons getting onboard is good sport and a way to pass the time.

I would be surprised if they didn't allow foreigners, but I would still assume the overwhelming majority of students are Avernites. Part of this is convenience - while probably one of the best schools in the Trust, the other planets aren't exactly devoid of similar institutions, and interstellar journeys are not free nor fast. Second, it's on Avernus. Most people don't want to risk setting foot on this crazy planet, let alone staying long enough for the swordplay equivalent of a post graduate degree.

It takes a special kind of person to achieve a Ph.D in any field. Durin has also stated that crazy or adrelanine junky foreigners do come here.

Edit: Actually how long does it take to get to Avernus from the rest of the trust?
