Administratum

Most actions are quite AM-heavy. We need to build up some reserves.
Not sure that digging under a sea full of horrors is a good idea... But on the other hand, we aren't gonna live in that tunnels. With enough precautions like good sensors, explosive charges and super-heavy blast doors, we should be able to keep whatever things lurk in the depths(except those which are able to reach our cities without tunnels anyway) away from our cities. On the plus side, invaders would have hard time with destroying those tunnels to cut islands from the rest of our forces.

It seems that we don't need to buy relic material yet, it can wait until regular trade after next High Council meeting?
I think that we need to investigate relationship between Avernus and Quartok to understand how to improve it.
AM and Svartalfheim relationship can help us to understand how to justify access of non-mechanicus to higher technologies.
We need to understand Vanaheim stand in IT better, so there are also investigations of their relations with Asgard and Svartalfheim.

Given the malus on diplomacy with them, I'd prefer to wait for a time when we're not needing to use every double down on Ridcully's stuff to make the war go faster and the civil war in Tugozak's domain bigger.

We're not going to be able to spend time with either of them given we're on campaign, so it'll minimize the effect if we do. Also, the Governor of Vanaheim doesn't exactly like us, so correspondence from the front probably wouldn't be the best way to get him to.

Well, guess that makes sense now. We and Svartalfheim can replace Forge World for IT. Probably we will need specialized industrial planets at some point in future, but we are far from it.

@Durin, I have some more questions:
1) Do the moons belong to us or to AdMech?
2) Do they have their own Administratums in-universe?
3) What does Scott think about hypothetical situation where we will have a heavily industrialized world ruled like Svartalfheim with Mechanicus instead of Guilds?
1. the moons belong to you the cities to the Admech, everything within a system belongs to that systems planetary governor with very few exceptions
2. they have an equvilent, far smaller scale however due to how feudel the AdMech is
3. she has no problems with the idea

We shouldn't forget about Quartok. And now we have auto actions and temporary malus, it's a good time to spend some actions.

No matter how we would sound reforms, Sanctus Furorem should become a walking symbol of new ways. Literally. While remaining conservatives will become more angry, some of them will become neutral, and many neutrals will join progressives.
Even though reforms don't undermine any rights of AdMech, if Scott will outsorce building of Forge Moons to us, it will be sign of dependence and a big loss of face. I'd rather did Whispers Of Change next turn to try to make them less controversial. Even if delegating expansion of Forges on Avernus and other non-Forge planets to local Administratums will be somehow reasonable, they should to get their own Administratum-like apparatuses of non-ordained officials for their Forge Worlds, which their moons hopefully should become. And after such reforms, Scott would be able push for allowing non-Forge World Administratums expand Forge Cities on their worlds easier, probably.
I think that we should research Psyrodactyls, they proved that they are dangerous many times.
Overseeing AM looks like a good idea now to me. We should build up our reserves before starting any actions with high AM costs.

Do we need to do so much Military Assistance? We are wrapping up the Trusts expansion faster than expected so more fanning the flames could be useful if we attack Tugozak's former Domain sooner than we had planned.

I think that correspondence should work fine at least with Aryz. Maybe we actually need to meet Mikaelsson personally first, but starting the dialog would show that we are ready to seek compromises.
And why do you think that we need to buy RM? It seems that we can wait until the next meeting.

Well, maybe. But we still have many PDF on Avernus, probably we can start with them.

Ridcully is the one who should be creating a Divination order, not Xavier.

Well, the initial creation of an order is firstly an organization work, and Xavier is a much better administrator. Ridcully would be needed later to share his knowledge.

Any order needs be founded by someone who specializes in what that order does for the best possible results. You cannot mix and match actions for orders. You can have Xavier and Ridicule found a order together at the same time but you cannot just have someone come on half way through and take over.

Ridicule beeds to be the person founding a divination order. He is the best one for the job by a far margin. We cannot have Ridicule found a divination order because Ridicule has to spend half his actions inflaming the orks.

Xavier should either found a demon hunting order, warding order or being sent to the lines burning ork fortifications.

1) Can you add rules about Cheating to FAQ? And about Double Downs and Expedites too, please, finding them wasn't easy?
2) Does Investigate Relationship(Group A, Avernus) give bonus to Diplomatic Relations with said group?
3) How likely are the problems if the Diviner Order creation would be overseen by Xavier instead of Ridcully?
4) To me it seems that Administration stat is more important than specialization here, is it right?
5) What are the problems we can expect if we start augmenting PDF? We have many of them on Avernus, and also we're rotating forces.
6) How much does successful upgrade of Sanctus Furorem would change balance between progressives and conservatives?
7) How reforms would change the balance?
8) How much negative effects of Unrest depend on Morale? Because IRL even heavy discrepancies don't result in civil wars if the opponents aren't desperate enough.
9) If we were to do both the reforms and upgrade, then how would the order in which we do it affect balance of the sides?

I have nothing to critizise and no reason to start working on a seperate plan. Just a few minor thing to point out to think about.
  1. I expect that after the campaign in turn 97 we will get the option to recrute replacements. To have a slot open first year that turn the easiest way would be to exchange the Jetbikes with the Thundabeast Riders.
    This is only a possibility because a) the slot will open up in the second year neverless and b) next turn it can be resolved on a different way.

  2. You choose to build more Defence Station because of their low AM cost. I have to point out that we have reached the number already that is advised. With more the defence might start becomeing top heavy.
    @Durin Is there a problem or should other defensive installation and/or ships be first increased?
    A way to sidestep the defence entirely is building small shipyards (bonus: only 1/5 the cost of the Stations). Building more is planed anyway.

    I would favor if Xavier would in the later half of his time start the Banishing Rune while Tamina start one of the two Resonance researches. Durin even said that the rune can be Expedited. It is just expensive.

Your plan will add 2 mill to our reserves of AM. Given that the actions not yet taken can chew through these reserves and the income easily we really need more.

Letting Maximal to decide which species to examine next seems to be a good idea, but I'm open to suggestions. I think that researching Psyrodactyls may be interesting, they proved that they are dangerous many times.

Strongly disagree. You're spending a treasured resource (Mechanicus Unrest) to obtain slight military power. We get high-ranking beta and gamma psykers rather often, in fact to the point where they have a degree of expendability. They can well serve as replacements for Titans, even if of slight inferiority.

Oh, and you're spending a lot of turns on this. I cannot countenance this. We want to do so many other things with our Mechanicus actions while simultaneously needing to upgrade Forge Cities to Forge Hives that we simply cannot afford to waste actions. Yes, I say waste. The Upgraded Titan would have to have the Firepower of an equivalent 3 or 4 Ophelias for me to consider it 'Worth it', in terms of opportunity cost.

So next action after building the defence stations should be to build defense platforms, then heavy defence platforms, then defence stations again and so on. Though I agree that continuing to expand our shipyards seems like the best idea since they seem to be overworked currently.

We have no shortage of Thrones, Production, Metal, Promethium or Food currently so Economic Focus is waste, better focus on minor but parmanent increases from Education Reform.
I think that meeting that often with Jacob is not needed.
The younger he is, the better the chance he has of getting his stats increased or getting new traits, best get couple more tries while we can.

Have you read my post? I do it to to prove new ways, not just for some guns on legs. Titans aren't just war machines, they are holy symbol of Omnissiah. By upgrading Sanctus Furorem we are shifting balance of power in favor of progressive faction.

Eh, we were spending more Thrones than we were making but we have masive reserves so it's not an issue. And even if were are in real danger of running out we can always just exchange some of trade credit we have with Midgard for Thrones, it's not that they have much else that can interest us anyways.

AdMech politics are more than just game mechanics.

The problem is that 8 unrest is untenable in the long run if we want to follow Scott's plan for reforming the Admech. She already told us that things will be tight even as they are. We really should trust her on this- she has a much better perspective on how to go about getting this done.
 
I quite frankly don't know who to support (mostly cause I parsed out both)

I will note @Shard that Titans can be world killers unupgraded.

@True Metal Power going for hand over is powerful as well since it shows the conservatives the benefit of interaction with normal humans and other liberal ideas, especially if we do it and go from expanding 1 per decade to two.

Best case scenario after we do one the campaign ends and admech stability goes down then we do the other (best bet is probably everyone getting scared from whatever info Gork and Mork give us if it shows what the new Gargants can do all the better)

Even better case scenario would be doing the titan getting nat 100 and admech stability going up cause of awesomeness.

Either way both actions are certain successes and we MIGHT get an action to reduce instability at some point in the near future.
