That is a tactical decision to be made by the admiral on the spot, not a strategic directive
I am sure it is a question of military doctrine, decided by the council. Without an explicit council permission a specific admiral will not use exterminatus weapons in a space fight even if it a sound tactical decision much like modern US general will not use tactical nukes when it's beneficial to do so.
 
My one silver lining out of this is that we might get a peek at sub space. It's a long shot, but non chaos ftl should be investigated and Dolman's gate and webway are out.

I actually have a theory about the sub space maybe it uses the same method as blink spider going through the infinitely small space between reality and warp.
I wonder if we can make our own discount attack moons with Muspelheim floating city thingies...

Heroics are in a different league and seeing how great the distance is what you want needs either Ridcully as a diviner or Tamika as a telepath. Neither are acceptable.
It's uncertain. It's entirely possible beta telepath will do. Space Marines of ex-same chapter should have a strong psychic link that could help just enough for the communication to work. Maybe they could notice G&M awakening this soon by themselves but Ridcully only managed to glimpse that on a natural hundred, so I doubt it.

Vanaheim can't really hurt us without, like, attacking us with their navy. Niflheim/Muspelheim/Asgard are the people who can really hurt us via trade, and even then, with the new Forge STCs soon to be available, that factor is less of one.
you had an order of ships delayed 50 years because vanaheim moved it to low priority, this sort of time will become regular f you piss them off to much

I wonder what a Troll hive would look like with their abilities to move through stone? I imagine it would weird as shit with dead ends everywhere Trolls just dropping through the floor instead of stairs.

Ridcully was able to divine across the galaxy with an ultramarine catalyst, but what you want is to send an astropathic transmission to literal far side of the galaxy again we are in pacificus they are in Ultima we are in the west and they in the east.

Yeah, no being petty. They did that with the ships we ordered, and we can make them look worse by not reciprocating and just being as gosh darn nice to them as possible.
 
For this delayed order we kinda deserved it so responding would be pretty dumb, if the new leader institutes unreasonable delays in future orders then responding in careful moderation could dissuade them from taking similar action in the future. Being petty is damaging but being a doormat is just as damaging.

No we did not deserve it. They are being morons who are sensitive over the souls of Chaos worshipers. Just because a position is common does not grant it any intrinsic merit. In this case the position of the "conservatives" is sheer unmitigated stupidity of the same kind that destroyed the Imperium.
