I'd like Syr to get at least one personal combat trait before she becomes an adult. She's already got traits for Martial, Intrigue and Piety.

On that note, @durin: Can Klovis-Ultan tutor Syr, or is that something too unimportant for an Inquisitor to do?
 
Kind of late to be asking as it would be a late change, but mainly because it's not a 10% chance and it's something Rotbart can teach. (also, they're not the same thing - one is the for the base Combat stat and the other is learning the Way of the Blade)

But what I would be willing to do if people voting for my plan would like is switch out the pysker option (which we either do this year or wait a good while on, as the next few years has no benefit from it) and have Lin tutor piety. Then I'd have Rotbart use the slot to do a Personal Attention for an Administratum action. I would either start the Educational Reforms or do the Phase Tiger enclosures, (I don't know if I'd expedite the latter or not given how much it costs in AM, but opinions on that are welcome too) with Rotbart doing the Reorg as a PA since he'd get the palace bonus on it and has a better admin bonus due to marrying Freya.

Let me know what you guys think and I'll make a decision based on that.

And I would rather use the personal action for another military option, like pilot armor or the Specialists, but I'm favourable to the switch in mentoring actions...
 
So few well known exotic powers like those seen on Avernus though defiantly some, that we know of, but plenty of stuff exploiting their precog, and getting the most out of everything.

That doesn't hold up at all.

Given the amour of times imperials are driven the the absolute brink of desperation, especially against enemies that deserve no considerations of honour, someone would have breached "gentlemanly" conduct by now.

Why would desperate imperials go for overloading a warp reactor before teleporting munitions directly into the enemy?
Because they can't aim the teleporter well enough to hit anything important. 40k armor is seriously bullshit. Normal ship-to ship munitions are the size of train cars at minimum, and are fired at significant fractions of the speed of light. It still takes hours to days of brutal exchanges to pierce the armor.

If you teleported explosives onto another starship, you'd end up messing up the corridor they landed in pretty badly, and maybe the surrounding corridors, but it would probably be kilometers away from anything important.

@durin - We haven't heard anything about Dark Eldar piracy, which is somewhat surprising. Have they been a problem at all? Or does it seem they've moved on to greener pastures?

This year nine hundred and eighty thousand thousand troopers fell defending their homes from the local wildlife while another twenty thousand men fell fighting cults.
Only 220,000 troopers fell in Avernus' Spine this year, with the near total lack of Troll attacks on Dis and the Lonely Citadel being responsible for the drop.
Only 90,000 men died defending the Azure Islands from the wildlife this year as attacks decreased.
240,000 men were killed in Lindon this year due to massive numbers of Phase-Tigers at Lorien and Doriath.
The number of attacks in the Everglades continued to rise, reaching 80,000 troopers dying this year.
Sixteen armour regiments fell to the wildlife in Elysium this year, half again the number that fell the previous year.
Salem came under heavy Titan Scorpion attack this year killing most of the 180,000 soldiers who fell in Aridia this year.

Recruiting- The assault on Fjol IV killed around half of your military, with some forces such as the Drop Troopers being nearly wiped out. It will take almost a decade for General Drago to train up enough new men to bring your forces to full strength and he would like to begin as soon as possible. It would take twenty years for normal recruiting to replace those who have fallen on Fjol IV during which some of your cities will be dangerously exposed to the wildlife of Avernus.

Early this year the final wave of Helguard and Helltroopers final finished their training. According to General Drago you have now recovered almost totally from the Assault on Fjol IV and the PDF is back to full strength. This will allow you to begin your exploration of the surrounding areas of Avernus in the next few years and after that begin settling a new region.


Personal Attention: Scout Regiment: Planning- With the discovery of Scout Power Armour it will become possible to equip elite Light Infantry forces with Power Armour in an affordable manner. General Drago would like to spend a few years working out the best composition for such a force. This will allow you to field large numbers of elite skirmishers and will provide you with a deadly harassment force and answer to enemy harassment.

This year you and your team finally came up with the final composition of the Scout Infantry Regiments. It has been found that dividing the regiment into many small units works best. The current plans have the regiment being divided into the standard ten battalions, with each battalion consisting of ten companies. Each company has five platoons - four infantry and one Monitor. An infantry platoon is made up out of five five man squads while a Monitor platoon consists of three monitors. In total this leaves a regiment with ten thousand infantry and three hundred Monitor Scout Cars. In battle each company will act as an independent force, with there often being kilometres between adjacent companies.


Super Heavy Transport- With the discovery of the Magni Transporter General Drago now has access to a massive transport capable of carrying as much supplies as hundreds of ordinary transports and as tough as a Titan. General Drago would like to build a full score of companies, each ten strong. This would double your overall transport capacity while making your supply train far less vulnerable. General Drago does not consider this to be urgent, though he would prefer to do it before the next offworld campaign.

This year the largest factories of Avernus started the construction of a hundred Magni Transporters, each large enough to fill a factory by itself. As the construction begins General Drago has been selecting the future crew and commanders of these massive vehicles, usually from among those with experience with Leviathans or Capitol Imperialis.


Air Superiority- One of the few weaknesses of the Avernus PDF is the lack of a powerful air force. General Drago would like to change that by doubling the size of your air force, bringing your total fighters up to sixty-thousand. It would take over half a decade to train the pilots but General Drago still considers this to be urgent.

This year General Drago has started the expansion of the air force by beginning the retraining of thousands of civilian pilots. General Drago is hopeful that this project will increase Avernus' air force enough to allow you to hold control of the skies in your next major campaign.

Expand Shipyards- Large as your shipyards are they still are nothing compared to Vanahiem's, which themselves are insufficient to replace losses like those suffered over Midgard in a timely manner. Henry has put forward a plan to continue to increase your Naval production by building another small shipyard .

Late this year the new shipyard was completed, increasing your naval production capacity by a sixth. Freya tells you that the final component - the reactor - was finished three months ago but it took another month to finish training the shipyards' workforce. This expansion will allow you to more quickly repair the hulks in the ship graveyard, though it is not nearly enough to complete the repairs in a reasonable amount of time.


Construct: Major Refit: Defence Monitors- Avernus has over a hundred and forty Defence Monitors making up a major portion of its System Defence Force. Freya would like to take a few years to refit them with the advanced technologies recently discovered. Doing this will greatly increase the combat power of your Defence Monitors, making them an even more formidable force.

Time: 5 years.

The third group of Defence Monitors were fully refitted this year and the fourth and final group, constituting of thirty-six Defence Monitors has recently entered the shipyards. Freya tells you that three quarters of the Defence Monitors have been refitted and that it will take another year to refit the remaining quarter.


Expand Naval Academy- In a few years your shipyards will be able to begin repairing the hulked warships in the ship graveyard. This will be far quicker then building new ships from scratch and you will be able to repair warships faster then you can crew them. Freya would like to vastly expand the Naval Academy in order to provide this crew.

The training of the new teachers of the Avernite Naval Academy is continuing at a good pace. Freya estimates that it will take another year to train her teachers to the required, high, level but has already begun the hunt for potential Naval Officers.

The population growth of Avernus dropped to 1.4% this year for a combination of reasons, many relating to the unnaturally large numbers of predators on Avernus.

This year the population of Dis grew by only 0.06% for no discernible reason.
The population of Avernus' Spine grew by 3.72% as Blink Spider number retuned to normal.
The population of The Azure Islands grew by 2.12% this year, with there being no obvious reason for the slowdown in population growth.
1.23% of the population of Linden was killed this year, mostly by Phase-Tigers
Population growth in the Everglades slowed slightly to 3.75% this year.
0.62% of the population of Elysium was killed this year, many by Borer Locusts .
Population growth in Aridia increased slightly to 3.53% this year.


Upgrade Defences: Dis and Hollin- This year Henry has put forward an plan to further upgrade the defences of both Dis and Hollin. The improvements that he has suggested are extensive and would approximately double the fire-power of these Hives' defensive weapons as well as strengthening the walls, adding more void shield generators, improving the internal defences and countless other improvements. It would be an expensive and time consuming task carrying out these upgrades, particularly if you follow Henry's plan and upgrade all the cities on Avernus, but it would greatly increase the difficulty of taking an Avernite city.

The work on upgrading the defences of Dis and Hollin continues this year and approaches completion. The outer walls have been built and work is beginning on the addition of weapon turrets, void shield generators and several smaller reactors to their massive lengths. Inside the Hives anti-air and artillery positions are being constructed along with even more void shield generators. The heavier weapons and main reactors are nearing completion in the deepest parts of the Hives.


Enlarge Factories: Avernus – Henry has a plan to enlarge the factories of every city in Avernus, which would increase your total production capacity by around 60%. He tells you that your current mining industry is more then sufficient to allow this expansion which would be the first step on bringing your production capacity in line with the rest of your industrial capacity. Henry considers this to be of low priority.

Late this year the newly expanded factories started production all over Avernus. This has significantly increased your planetary production and Henry now believes that it is high enough that you will be able to continue your upgrades of the defences even if you are cut off from the rest of the Imperial Trust. He is still considering another expansion of Avernus' factories but it is not at all urgent.


Double Down: Administratum Reorganisation: Part Four – Now that the Imperium has collapsed, other things are in the process of doing so as well. Henry wishes to reorganise the Administratum to be more efficient over small areas. This will be a long and difficult process, but Henry will continue now that he has started. This is the fourth out of five planned reorganisation phases and is larger in scope then any of the previous plans.

Time: 4 years.
Chance of Success: 30%

Cost: 66,500,000 Thrones.
Reward: increase administrative bonus by 4%

Locked – One out of Four years completed

This year Henry began the next stage of the reorganisation of the Administratum, a decade after you finished the previous stage. This consists of creating branches of the Administratum that can search for inefficiencies and corruption and bring it to the attention of those in a position to do something about it. This will hopefully cut down on the bureaucratic growth and corruption that tends to develop as an organisation grows older and larger.

Contact Trolls- Inquisitor Klovis-Ultan has suggested trying to make diplomatic contact with one of the Trollish High Chiefs. If successful this could lead to forming a peace treaty or even alliance with one of the Troll tribes which could prove to be very useful, and lead to some more diplomatic issues in the Imperial Trust.

He will most likely be willing to form a treaty with similar terms as High Chief Spiky Basalt was.

This year Inquisitor Klovis-Ultan began attempts to make peaceful contact with the Troll High Chief near Gormec. So far he has had a bit of success and has mostly been able to convince one of the local Clan Chiefs that he wishes to meet the High Chief for peaceful reasons and the message has been passed on. You can only hope that the High Chief will both believe the message and agree to the meeting.

The number of Abomination Cultists increased slightly to a hundred and eighty-five thousand per year. On average it takes eleven days to locate an outer circle cultists and four days for an inner circle cultist, exactly the same as last year.

Seventeen of the Chaotic Psykers consisting of two Delta-level, six Epsilon-levels and nine Zeta-levels were killed without causing any significant levels of damage this year.
The first and only Chaos Psyker to cause problems this year was a Delta-level Telekinetic in Hollin who killed one hundred and ten Helltroopers and sixteen Witch Hunters before being taken out by an artillery strike.


The untainted major Psykers included two Gamma-levels, twelve Delta-levels, twenty-two Epsilon-levels and forty-seven Zeta-levels.
Three thousand, four hundred and ninety-nine minor Psykers were located by the Witch Sniffers this year, slightly less then last year much to your surprise.


Build Psyker Hunter Academies: All- This year Jane has suggested that you build more Psyker Hunter Academies, bringing the total up to one in every city on Avernus. This would massively increase the number of Psyker Hunters that can be trained allowing you to quickly reach the point where you can start sending them off world. Jane estimates that around forty thousand Psyker Hunters are needed for Avernus for maximum effect which would take decades to reach with the current training facilities.

Late this year Jane finally managed to train the new staff of the Psyker Hunter Academies to meet her exacting standards. As the staff were undergoing their final training Jane had her teams select the initial class of students from among the usual suspects.



Way of the Blade (Syr)- Given that it is currently a rather quiet time for her Jane is willing to spend a bit of time tutoring Syr in the very basics of swordsmanship. Given that Jane is both one of the best swordsmen on Avernus (and in the Nine Worlds) and a skilled teacher, she is the best possible teacher for Syr in this art. Given Syr's age it will take years for her to develop any real skills but on Avernus it is better to begin advanced combat training as soon as possible.

Syr Gains Trait Novice Swordsman (+10 to melee rolls)- Syr has been tutored on the basics of swordsmanship by Arbitrator Jane Oakheart, the best teacher of swordsmanship on Avernus.

This year Jane started to tutor Syr in the basics of swordsmanship, having her run though katas and a carefully designed exercise regime. Syr has been doing relatively well and is now competent in the basics. Now that Syr has a firmer foundation Jane is willing to start training Syr in more advanced aspects of swordsmanship.

Build Greater Forge: All – Fabricator-General Britton has put forward a proposal to build a Greater Forge in each of your Forge-Cities. These huge Forges would be able to build massive amounts of advanced weapons and machinery and would over double your production of Advanced Material. Fabricator-General Britton strongly advises you to build them as soon as possible but warns you that they are the largest Forges that can currently be built in the Forge-Cities of Avernus.

Fabricator-General Britton spent the entire year consecrating the new Forges. He recently finished and the Forges have started producing massive amounts of advanced materials, over doubling Avernus' production. This is producing enough Advanced Material that options such as equipping all of the Helltroopers with Basic Power Armour become possible.


Reverse Engineer Component: Advanced Automation- Both the Escort Destroyer and the Hunter Frigate have very advanced automation systems, which allow them to run with a third the crew of a Imperial warship the same size. You will need to reverse engineer this before you can build either.

This year Archmagos Explorator Tranth and his team finished the process of reverse engineering the advanced automation systems of the Helheim Pattern Escorts, to make matters even better he has been able to figure out how to scale up these designs and so can now apply them to any warship. These Advanced Automation Systems are capable of letting a ship operate with a third the crew size, allowing more space to be devoted to other systems and carrying troops. Unfortunately these systems need to be part of the ships original design meaning that you can't refit any of your current ships with them.


Kraken Hunters- Now that he has readied the technology required to take control of a kraken Magos Biologis Saren would like to gather a force to catch one. This force would include several regiments of Skitrii supported by a full division of Tech-Guard and be equipped with the weapons that Magos Biologis Saren has prepared for the hunt. One Trained and equipped this force will remain on standby in the Azure Islands until an opportunity to catch a kraken appears.

Reward: Force gathered to hunt Kraken, this force will remain intact until it gets an opportunity to catch a kraken which it will take without requiring an action.

This year Magos Biologis Saren gathered a large force of Mechanicus soldiers and had them start training in the use of the kraken hunting weapons he has designed. He understands enough of his limitations to have taken no part in this training which he left up to the Skitarii officers. According to the reports the task force is still familiarising themselves with their new weapons.


Survey Ship Graveyard: Above Battleships- There are the remains of six warships longer then ten kilometres in the ship graveyard. Of these one seems intact, one is mostly intact, two are half destroyed and two nearly totally destroyed. These were once ships in the league of The Well of Urd and investigating them may reveal many secrets.

This year Archmagos Explorator Tranth conducted a basic survey of the largest warships in the ship graveyard. There are six ships above ten kilometre long in the ship graveyard, with the smallest being thirteen kilometres and the largest twenty-four kilometres. No two of these ships are of the same class and several of them have what seem to be unique weapons systems.

The first ship that he examined was the seemingly intact thirteen kilometre long warship. This ship is built around some sort of gravatic array, the purpose of which is unknown. This array takes up most of the ship leaving low battleship grade Macrocannon batteries the only other defence that it has. This ship is the most intact and therefore the most likely to contain an intact datacore. Its gravitic array is most likely a massively powerful weapon which is unfortunately almost certainly as complex as it is powerful. If intact and simple enough to use it would be an major asset to your fleet.

The second ship that he examined was the nearly mostly intact fifteen kilometre long warship. Even a cursory examination can determine why it is mostly intact, the ship is incredibly heavily armoured even for its size, which is most likely why it was taken by a boarding action. As well as a collection of normal weaponry this ship has several dozen weapons of an unknown make. From what Tranth can determine these weapons are a powerful melta lance which while very short ranged by naval standards are capable causing incredible damage to those targets within range, despite being smaller then the average lance. According to Archmagos Explorator Tranth that as well as many other useful technologies ship has advanced armour and melta lances, both of which would be very useful.

The third ship that he examined was the half destroyed thirteen kilometre long warship. This ship has large powerful engines and a massive array of lances, including no less then six-super lances. Archmagos Explorator Tranth hopes that by studying this ship he will be able to gain more information of the super-lances, which are one of the most powerful weapons that he thinks he could copy.

The fourth, and largest ship that he examined was the half destroyed twenty-four kilometre long warship. This ship combines massive engines and powerful weapon batteries with the largest, most advanced attack craft bays that Tranth has ever heard of as well as a pair of Ragnarok Cannons. This ship undoubtedly has the remains of many Dark Age attack craft as well as powerful weapons batteries and Ragnarok Cannons.

The fifth ship that he examined was a mostly destroyed fourteen kilometre long warship. This ship combines a heavy but ordinary weapons loadout with a massive gravatic accelerator, larger then those found on The Well of Urd. Any information of the Gravatic Accelerators would be useful and this is the only source other then The Well of Urd that has so far been discovered.

The sixth and final ship that he examined was another mostly destroyed fifteen kilometre long warship. This ship combines a massive array of weapons batteries, no less then four Ragnarok Cannons and several large attack craft bays. It is the most normal of the command ships found with only the lauch bays and Ragnarok Cannons early attracting Tranth's attention.

More Witch Hunter Seminaries – Saint Lin would like to like to build a new Witch Hunter Seminary in every city on Avernus. This would greatly increase the amount of Witch Hunters recruited per year and allow their numbers to keep up with the Psyker Hunters once Janes new Psyker Hunter Academies start work.

The construction of the Witch Hunter Seminaries was completed late this year, all that remains is to finish training the teachers and select the students. The training of the new teachers is going well but Saint Lin does not expect them to finish for another few years.


Those in the Shadows- With the collapse of the Astronomican the psykers have by far the hardest time maintaining their faith. They are constantly tempted by countless daemons with only their own will and training to keep them at bay. Saint Lin has offered to spend time with those Psykers approaching the trials in order to fortify their will and prepare them for the challenges to come.

Saint Lin spent most of his time this year with the eldest of the psykers in training, offering them advice and support as they approach their trials. His presence and aid had a massive impact on the students, and was responsible for many students passing the trials this year. One less expected benefit that his presence had was it helped draw the psykers of Avernus closer to the rest of the population, reducing the risks that segregation can bring.

Of the ninety-two major Psykers who underwent the trials this year sixty-five passed, including the only Gamma-level, six of the nine Delta-levels, sixteen of the twenty-four Epsilon-levels and forty-two out of fifty-eight Zeta-levels.
The Gamma-level Telekinetic is being trained as a Primaris Psyker.
The Delta-level Biomancer and Telepath are training as Battle Psykers while both Pyromancers and both Telekinetics are training as Primaris Psykers.
All three of the Epsilon-level Biomancers, the only Pyromancers, the only Telekinetic and one of the three Telepaths are being trained as Battle Psykers. Four Diviners and two Daemonologists are being trained as Sanctionites. Two Diviners and two Telepaths are training as Neo-Astropaths.
Three of the six Zeta-level Biomancers, two of the six Diviners, five of the six Pyromancers, seven of the twelve Telekinetics, one of the two Telepaths and seven out of nine Daemonologists entered training as Battle Psykers this year. Three Biomancers, three Diviners, one Pyromancer, five Telekinetics and two Daemonologists are being trained as Sanctionites. The other Diviner and Telepath is training as a Neo-Astropath while one Zeta-level has been taken by the Inquisition.
Of the one thousand, eight hundred and eighty-two minor Psykers to undergo the trials this year four hundred and twenty failed. Three hundred and eighty-seven of those who passed are training as Battle Psykers, four hundred and seventy-seven as Witch Sniffers and five hundred and eight-three as Sanctionites while fifteen have been taken by the Inquisition for training.

One Zeta-level Biomancer and four minor psykers have developed their skills enough to graduate from Battle Psyker to Veteran Battle Psyker.

One Primaris Psyker, a Delta-level Telepath was taken by Avernus this year.
Among the major Battle Psykers two Epsilon-level Pyromancers, one Zeta-level Pyromancer, one Epsilon-level Telekinetic, one Epsilon-level Telepath and one Epsilon-level Daemonologist died this year along with two Veteran minor Battle Psykers and sixty-four minor Battle Psykers.
Among the major Sanctionites one Zeta-level Biomancer, one Zeta-level Pyromancer, one Epsilon-level Daemonologist and one Zeta-level Daemonologist died along with seventy-four minor Sanctionites and sixty-five Witch Sniffers. One Epsilon-level Neo-Astropath was also taken by Avernus this year.


Research: Psychic Frequencies Part One- Headmaster Ridcully's investigation of the Hive Mind of Congregation Asps found that Psychic Frequencies are a rather important topic. Currently little is known about this field, on Avernus anyway, and Headmaster Ridcully would like to spend a few years investigating them. This will be the first step of a long term project that will greatly increase your understanding of Psychic Powers and the Warp.

Headmaster Ridcully finished his initial studies into Psychic Frequencies this year and has come to several conclusions. He has discovered that many aspects of a psyker's life can have an effect on their Psychic Frequency, some of which he only found this year and that Divination, Telepathy and Biomancy are most effected by Psychic Frequency. One interesting discovery that he made this year is that participating in certain significant rituals, such as the graduation ceremony for the Unseen University, can leave a mark on your Psychic Frequency. This is the first clue that he has gained on a safe method to modify a psykers Psychic Frequency and he would like to spend a few years studying it.


Expand Unseen University: Regional City- The Unseen University is currently expected to be filled to its capacity within the next few years. Primaris Xavier could oversee the beginning of its final expansion immediately. This would allow the Unseen University to contain a truly massive number of psykers but this number in a single location would be dangerous. While incredibly expensive a Psyker City this size will eventually have to be built on Avernus.

The foundations of the expanded Unseen University have been completed this year and had several layers of wards inscribed in them. Now that the foundations have been built the outer wall, reactors and both the Orbital Defence Lasers are under construction. Primaris Xavier is ensuring that every possible care is taken to ward this city against both the powers of Chaos and the powers of its own residents, at great cost. He has also continued to use the construction as a training exercise for his more advanced students with the Telekinetics replacing much of the heavy machinery and Pyromancers doing the welding.

Personal Attention: Scout Regiment: Planning- You are highly capable of military command, administration, diplomacy and intrigue and are capable of managing a project in any of those fields. Can be taken twice.

He is willing to listen to any proposals that you make on what should change and how to change it and promises not to get offended.

He in general agrees with your ideas but mentions that he can't even begin to make any moves in that direction for another decade or two due to the conservative faction within the Mechanicus.

Hmm, neat bonus on Saint Lin's mentoring action with pyskers (i.e. helping integration with general populace)

Syr got 1 diplo and basic swordsman trait, pretty good turn for her.

Rotbart got a bonus to diplo, go Freya!

Scout Regiments sound useful, also seems like we wouldn't need that many of them if every company is at least 1 kilometer from any other company in combat (i.e. 1 regiments coverage would be 100 kilometers at minimum).

Kraken hunting team is doing well, the fact that we have to wait for an attack or a sighting is slightly discouraging but oh well.

Should probably search the most intact command ship for the database, could save quite a few decades in research time .

I am tempted to have the factory expansion again just to ensure we don't have to worry about materials for a significantly longer period of time.

Troll diplo is good, if I'm reading this right every year of peace with a single tribe spares ~70-80,000 of our soldiers lives. A damn good price to pay for 1 food a year.
