Alien activity massively ramps up this month. The first is an A-Class UFO appearing on the edge of the Norwegian Sea and then makes its way to Scotland. It is swiftly shot down by interceptors launched from Delta Base as it goes overland. Another A-Class UFO is shot down along the coastline of Malaysia using interceptors based in a local base while a third is engaged in the South Atlantic Ocean by interceptors from a newly finished Bravo Base and sent to a watery grave.
Unfortunately, the fourth alien activity is neither so limited nor so successful for INDEX. As the month of June began, several UFOs came down from orbit on a direct course for the Chinese city of Wuhan. While almost all of the UFOs were the usual A-Class UFO, the apparent leader of the bunch was different. Maintaining the same shape and apparently design, the tentatively labelled C-Class UFO was between three and four times larger than the A-Class.
The alien armada descended on Wuhan from the skies, engaging in discriminate terror attacks as they open fire on civilians and deployed soldiers to the ground. The Chinese government swiftly reacted to the incursion, mobilising what military assets they had available to engage the alien invaders. While they weren't entirely unsuccessful, the aliens decisively won the fighting at Wuhan and the Wuhan Massacre was uncontestedly a massacre.
Almost ten thousand civilians were killed before the aliens withdrew to orbit and several units of the Chinese military were wiped out or crippled in exchange for two A-Class UFOs being shot down and seven alien soldiers being killed. INDEX attempted a response, but due to a lack of a base in the region or specialised interceptors or a way to rapidly deploy troops, INDEX forces only arrived as the aliens were retreating and were unable to engage the attackers beyond a few long-ranged shots.
Yet the Wuhan Massacre was not the last alien activity of the quarter as at the end of June, a handful of A-Class UFOs launched an attack on Enigma Site. Between the local defences and timely reinforcements from Bravo Base, the aliens were repealed if just barely. Despite the heavy casualties suffered by INDEX in the defence of Enigma Site, the attack on the crashed UFO ultimately proved to be beneficial to INDEX. The successful defence combined with other successes against the aliens has convinced several members of the INDEX Council to provide INDEX with increased funding.

Located in the Falkland Islands, Bravo Base will be the centre of INDEX operations in South America. Bravo Base will start off as the British government transferring their military facilities in the Falklands to INDEX so the international organisation can use them to fight alien menace.

The construction of Bravo Base goes ahead without any difficulties. Unlike Delta Base where the INDEX base was built from scratch into the side of a mountain, Bravo Base is built around the pre-existing military facilities and resembles a conventional military base far more.
Right now, it only has the basics of an airfield and barracks inland with a road connecting it to a small dock further out. That said, there is plenty of room for expansion though it is not unlimited as one will need to consider the size of the islands and the daily lives of the local population.
[-] Enigma Site (Phase 1)
While INDEX has laid claim to the crashed UFO in the Antarctic, it still needs to make use of it. With the lack of local facilities, INDEX will need to build some of its own and given the potential treasure trove of the ship, Director Ambrosius wants his organisation to get started on it sooner rather than later.

Enigma Site is an interesting location as it is out in the middle of nowhere, an inhospitable place and one that is a struggle to reach. If it wasn't for the crashed UFO, INDEX would have zero reason to be in the region at all. But as things are, the UFO did crash there and INDEX needs to move into the region to claim the prize before it is too late.
Enigma Site is split between research and defence, the former to claim the potential treasure trove for humanity and the latter to ensure that the aliens do not disrupt the efforts of the former. Sturdy fortifications are set up along a landing pad for helicopters and VTOL aircraft and barracks for the garrison.
The work is barely finished this quarter, but the haste proves to be a good thing as amongst their other actions this turn, the aliens launch an attack on Enigma Site, presumably to reclaim the crashed UFO before humanity can make use of its bounty.
While a handful of UFOs land nearby and disgorge a small party of alien soldiers, the defences of Enigma Base hold. INDEX soldiers engage fire with the almost stereotypical grey aliens until reinforcements arrive from Bravo Base, turning the tide of battle in favour of the human defenders. Whilst the garrison took heavy losses, they were successful in repulsing the alien assault and no noticeable damage was sustained by the crashed UFO.
[-] Top Off Stocks
While the Council has made sure to ensure that INDEX starts off with plenty of supplies, there is still some room for improvement. INDEX could reach out in a few minor ways to top off their current stockpiles without making any major undertakings to do so.

While INDEX is being sufficiently supplied by the members of the Council for now, that will almost certainly change in the future as things heat up. Reaching out to various suppliers across the globe to arrange mutually beneficial contracts will help improve the logistical situation of INDEX.

While INDEX currently has no new contracts to sign, it has successfully made some preliminary agreements with various suppliers and set itself up for acquiring new supplies and equipment without having to use the Council as middlemen.

Public relations might not be the high priority right now, but if things begin to get worse, it will be better to have a handle on public opinion. By establishing a PR office, INDEX will be able to prove its public image and keep the general populace calm and confident in the threat of the alien threat.

While it might not seem to be the most important of things for an organisation like INDEX, maintaining public support and a good public image is important for the organisation that is both new and international in nature.
Some funding is set aside for the PR Office and some new individuals are hired to help run it. It comes online just in time for the Wuhan Massacre and the various alien attacks across the globe. While it was impossible to make INDEX look completely good in light of all the deaths, the PR Office quickly seized the narrative by pointing out that while INDEX might have failed to stop the aliens at Wuhan, none else had and INDEX had seen greater success against the alien invasion than anyone else, having shot down multiple UFOs.
[-] Medical Outreach
While INDEX currently has plenty of medical support for its personnel, that may change in the future, especially if combat operations increase in intensity or number. Reaching out to various medical institutes in Council countries and forming agreements will help provide a buffer.

Expecting to suffer casualties over the course of the alien invasion, INDEX has reached out to a variety of medical institutes across the various Council countries. For a mixture of desiring prestige, greed and altruistism, INDEX has been able to sign a multiple of agreements, effectively doubling or tripling its previous medical capabilities depending on how you look at things.
And it doesn't come a moment sooner as INDEX is forced to deal with multiple injured personnel coming from Wuhan and Enigma Site.
[-] Analyse Alien Encounters
While there have only been a relatively small amount of alien encounters, there have been enough for INDEX's researchers to do a proper study of them. Have them comb over the available data to get a better understanding of the alien threat.

Until the Wuhan Massacre, there had only been one type of alien attack. A single UFO showing up unexpectedly and performing some kind of unprovoked attack before withdrawing just as unexpectedly. While no consistency between targets has been identified, the pattern of alien activity has proven to be identifiable.
Primarily that they have been attacking in locations where a swift interception is unlikely, undertaking a minor mission and then withdrawing before the local forces can stop them. They have primarily gone after minor attacks, causing limited destruction and loss of life before leaving the scene.
Their intentions for humanity are unknown, but they apparently desire something with the natives of Earth as indicated by not leaving any corpses behind. While there are exceptions to this at Mecca and Wuhan, the aliens have made a point of taking either the surviving humans or their corpses with them in their attacks. What fate has befallen these unfortunate individuals is unknown, but given the murderous inclinations of the aliens so far, it is unlikely to be good for them.
This pattern has been consistent, but not universal for the aliens. Both Mecca and Wuhan have diverged from this pattern while the crashed UFO is another potential divergence depending on whether or not it was intentional.
Unfortunately, the limited amount of data restricts how accurate the analysis can be, especially since the aliens are beginning to take unprecedented actions.
[-] Study A-Class UFOs
Called the A-Class due to a lack of a better term, A-Class UFOs are the first alien spacecraft to be publicly spotted in Earth's atmosphere. Have INDEX's researchers look into the currently available reports on these UFOs to try and figure out their purpose and capabilities.

The first UFO-type to be spotted and, for several months, the only type to be spotted, the A-Class UFO is still the most common alien craft with the sole exceptions being the one that crashed in the Antarctic and the one that led the attack on Wuhan.
The A-class UFO is relatively small as a flying disc that is about two metres tall and has a radius of ten metres. Crew size is unknown, but it appears to be small and unlikely to exceed the single-digits. Flight and defensive capabilities are unknown, but the former exceeds anything native to Earth while the latter seems to be based around some manner of energy shield. The armament consists of an unknown energy weapon, of which at least one is mounted with the possibility of there being more.
That said, the A-Class UFO has its weakness and INDEX has shot one down shortly after its formation and has recently taken down another three over the last couple of months alongside two being downed at Wuhan. Unfortunately, only half of those have proven salvageable and those that have suffered extensive damage in the process of being shot down.
The exact number of A-Class UFOs remains unknown, but given how extensively it has been used, including in multiple numbers during the attacks on Wuhan and Enigma Site, it appears to be a mainstay of the alien invaders.
[-] Security Division
While INDEX has plenty of soldiers at its disposal, it lacks a dedicated security division. Organising a section of in-house security guards will help provide greater security than just using soldiers as the specialists will be trained for the job rather than being forced into due to a lack of better options.

INDEX may have access to the territory of the Council to fight back against this brewing alien invasion, but that isn't the same as coordinating and cooperating with the local military forces. Reach out to the various national militaries that INDEX will be interacting with to set up efficient lines of communications.

INDEX is able to finish sorting out various liaison agreements with the national militaries of the Council countries. While it didn't come in time to make a difference for the Wuhan Massacre, the event has shown both sides the drawbacks of not coordinating and encouraging fostering a better working relationship.
Aerial Division
[-] Anti-UFO Interceptor Development
While modern aircraft seem up to the job of shooting down UFOs, none of them are purpose built for the job. INDEX's Aerial Division wants to design an aircraft for the specific purpose of shooting down alien aircraft.

Designing a new anti-UFO interceptor has proven to be a challenging task, but far from an insurmountable one. The designers quickly focused on what would be needed for this specialised task, prioritising what would be needed to engage the common A-Class UFO. The two primary factors were determined to be speed and firepower, the former to reach the UFO before it escapes and the latter to bring it down quickly before it can escape or bring its own armaments to bear.
Knowing what the new design will need, the developers have gotten to work and while extensive progress has been made, they will need a bit more time and funding before they have a finished design for INDEX to use.
SpecOps Division
[-] Rapid Global Transport Development
The biggest limitation of INDEX's rapid response teams is their lack of speed global transport, requiring a team to be relatively local to react in time to any alien activity. The SpecOps Division wishes to change this by designing a transport to get their rapid response teams around the planet in a timely manner.

The attack on Wuhan has shown that INDEX needs a way of rapidly getting to a combat zone and the Rapid Global Transport development project has been given increased priority. Unfortunately increased priority doesn't equal success as limited progress has been made on the project due to the extreme difficulty of fulfilling the requirements.
For starters, it has swiftly become apparent that full global coverage is too much of a stretch with current technology, not without compromising other requirements at least. While the designer teams are still far from having a working design, they have identified some basic facts such as the fact that the transport will need to be very specialised. It will need to eschew all combat capability in favour of transporting one or two rapid response teams in a timely manner.
The designers are investigating a few possibilities, but additional time and funding will be required before any headway is made.
[-] Strategic Planning
While the bureaucracy is currently functional, there are ways in which it can be improved or streamlined for great efficiency. Implementing those efforts will have a noticeable if slight impact on the work of INDEX and will help with long term planning.

This is primarily due to other events distracted from the project as the spate of alien activity has forced personnel and funding to be diverted from this seemingly unimportant project.

I guess I should say some stuff here, but RL took a lot out of writing this update so I'm not sure what to say here. Aliens ramped up their activity, you got some close calls and while you didn't come out of it smelling like roses, you certainly came out of it looking like the best option against the alien invasion.
