It is the year of 2015 and the world has had its first contact with extraterrestrial life forms several months ago in late September 2014. Unfortunately for all, this first contact has proven to be hostile as the unexpected alien spacecraft destroyed the International Space Station in an unprovoked attack. While no one aboard was recovered after the attack, it is unclear if the astronauts were killed or taken prisoner, though all signs indicate that the aliens took them with them, either alive or as corpses. Since then, the aliens have shown no sign of desiring peace or cooperation with Earth's native people.

The second appearance of alien presence was in the Pacific Ocean where an unknown flying object came down from the atmosphere to fly around for a few hours. The United States attempted to intercept them, but the UFO returned to orbit and disappeared before the interception could be made.

The third appearance was in Florida where the alien UFO landed and captured several civilians from a major road. Two USAF fighter jets were destroyed by the UFO when they attempted to show down the alien craft as it fled to orbit.

The fourth and fifth encounters were in the Atlantic Ocean and Indian Ocean respectively, the latter setting the UFO targeting and destroying a fishing boat. In both cases, the UFO fled the scene before it could be intercepted. Later analysis of the fishing boat indicated that the aliens had taken the crew either dead or alive as no sign of their bodies could be found with the wreckage or in the general area.

The sixth encounter along the coastline of Angola where UFO did seemingly nothing of note before retreating to orbit. The seventh encounter was in Saudi Arabia where a UFO made a strafing run with unknown energy weapons in Mecca, killing several dozen individuals and leaving countless more injured. This event incited outrage and anger across the international Islamic community though little could be done about it.

In late December 2014, the eighth alien appearance took place and it was the first time that humanity struck back. Along the Welsh coastline, a UFO came down from orbit, but it was intercepted and destroyed by fighter jets before it could do anything of note. While nothing was able to be salvaged from the wreckage as it sank to the bottom of the ocean, it was nonetheless a celebrated victory as people around the globe praised humanity's first success at fighting back against the alien menace.

As 2014 came to a close, sixteen countries announced the INDEX Initiative where they would band together in face of this alien invasion. Forming the INDEX Council, these sixteen nations would work with each other and pool their resources to protect the Earth from these alien invaders.

Rising star in his home land, Feng Zhang believed that the future lies in a united Humanity and increased international cooperation even before the alien invasion began. Now that the world is coming together to face this mutual threat in the form of the INDEX Initiative, Feng Zhang wishes to be at the forefront of it to help ensure that it succeeds instead of failing. His candidacy is pushed by China with support from South Africa and Nigeria while Japan and India oppose their traditional rival's choice.

A senior officer in Her Majesty's Armed Forces, General Arthur Davies has become quite popular in the Anglosphere for his military achievements in the Middle East. With this new alien threat appearing, Arthur Davies wishes to serve his country and protect his people from it and between that and his military skill, he has expressed his desire to help lead INDEX. His candanicy is jointly pushed by the United Kingdom, Canada and Australia with tentative support from the United States. Opposing Arthur Davies' ascension is Russia, China and Argentina.

Unfortunately for Farah, her faith has gotten her substantial negativity from the United States though that same negativity has won her support from Mexico.

New planquest and this one will be smaller in scope than my previous ones as it will just be covering the events of a single planet/solar system rather than an entire galaxy. This setting takes inspiration from a variety of things such as XCOM, Destiny, Halo, Mass Effect and Star Wars.

The current vote is your player character or at least your first one. This will be like most planquests though there will be a couple of differences. The first is that you can only put up to four dice on an individual project each turn so you can't just rush a high progress project in a single turn.

The second is that income is tied to support from each member of the Council. High support gets you more income to spend each turn and at the higher levels, it provides additional bonuses. Low support lowers your income and at the lowest levels, a Council member might leave to form its own alternative to you or, in the worst cases, decide to align themselves with the aliens.

The Quest uses a variation of the Planquest format as popularized by Ithillid's GDIQuest and Blackstar's VNKhQuest. Each turn readers create plans, allocating Dice and the required Resources to projects in a variety of categories. The number of Dice available in each category specified in the category header. Projects are divided into the following categories:

After closing the vote, I will roll the dice assigned to each project and the result, plus the per-dice roll bonus, is added to the projects progress bar. Only up to four dice may be assigned to each project per turn. A natural roll of 1 or 100 is either a critical failure or a critical success that will result in a malus or bonus of some kind. This Quest uses four year plans with four turns per year, representing one quarter each, for a total of 16 turns before Budget and Plan goals are negotiated again.

Certain projects either give or require Political Support, shortened to PS, which represent the amount of favours and goodwill you have with various countries that make up the INDEX Council. Having low PS is bad, but will not inherently lead to a game over. That said, getting too low on PS without some seriously good results can lead to your character getting replaced.

Resources will be given at the start of each plan. While you don't necessarily have to spend all of your Resources, you cannot spend more than you have and any plan that spends more Resources than you currently have will be invalid.

Philosophy
While this is a mechanics heavy quest, the numbers exist to support the narrative, not the other way around. The narrative is important, read it, make observations, don't just be satisfied with "number positive". The numbers I give are not perfect and are subject to in-character bias.

Q1 2015

Despite being resoundly unpopular, Farah Tariq is assigned the position of financial leadership at the recommendation of Commander Ambrosius to the pleasure of Egypt and Mexico. Meanwhile the Republicans of the United States stew at the idea of a Muslim woman being given a position of power and the Democracts are annoyed at this international scheme becoming even more controversial in local American politics.

For her part, Miss Tariq accepts her new position without a fuss, quietly moving to her new job and putting her old business into a trust to avoid any conflicts of interests.

The first turn of the quest and not too much to say. The options are pretty straightforward, but bear in mind that some of them have secret narrative effects. Also keep in mind that your income is primarily from being funded by the Council and entirely so right now. I'll give you a bit of grace to get into things and you haven't got too many options to deal with it right now, but politics will be a major consideration as the quest goes on.

Also remember that no more than four dice may be put on a project each turn.

Q1 2015 Results

Two major events of note to INDEX happened in the first few months of the year. First is that Director Ambrosius and the Russian government had something of a falling out. You are unsure of what happened, but from Director Ambrosius' comments, the Russians tried to exert some pressure on INDEX as it was formed to get a foot in the door as everything gets sorted out. The director rebuffed them and some harsh words were exchanged between him and President Putin.

The end result is that Russia is less supportive of INDEX and while they aren't close to withdrawing from the INDEX Initiative, the Russians have chosen to reduce the amount of funding and other support provided to the organisation.

The second is a massive alien spacecraft crashing in Antarctica in early March. About a mile long in length, the UFO is significantly larger than the previously Alpha-class. Where the Alpha-class UFO is roughly thirty metres wide and circular-shaped, the crashed UFO is a long rectangular block.

Perhaps most interesting of all is that the UFO is cleared of any crew. While all of the equipment seems to still be functional, the Rapid Response Teams that investigated it found no sign of the crew. No live aliens were found and neither were any dead aliens. A metaphorical ghost ship that seemed ripe for the taking, almost too good to be true.

Apparently the INDEX Council argued who got to claim it before Director Ambrosius pointed out that under the terms of the INDEX Initiative, INDEX gets first claim to any alien salvage to avoid this sort of argument. The Council eventually agreed with the director's point of view though he has privately mentioned to you that he had to burn a bunch of political capital to get the Council to agree with his interpretation of the INDEX Initiative agreement.

Work begins on INDEX's Delta Base in the Scottish Highlands in a location that is a suitable distance to any major settlements to both ensure security and to keep civilians from being caught up as collateral damage in any actions taken against the base. The initial construction will only be the foundation of the base with a limited set of labs, barracks and supply depots alongside a landing strip and landing pad. Built partially above ground and underground, there are multiple security checkpoints to hopefully keep out any hostile intruders or otherwise unwanted visitors..

Additionally, there is some spare room for INDEX to develop into what they need, either for specialist facilities or anything they want to get done in-house. There are plans for future expansions to Delta Base, mainly to turn it into a proper administrative headquarters. For now, the bulk of the INDEX Initiative's administrators have begun to transfer their work to Delta Base and Director Ambrosius himself has indicated that he will be using Delta Base as his primary workplace.

The work on Echo Base in Hong Kong suffers more difficulties than Delta Base does. Primarily acquiring the land as while the Chinese government offers no opposition, INDEX struggles to buy up enough land to get the space to build their new base. There are several unmatured technologies native to Earth that are still in the experimental stage such as exoskeletons, lasers and railguns. Have INDEX's researchers look into their potential for use by INDEX.

Looking across the various experimental technologies that could be turned to combating the alien threat, there are three areas that primarily stand out to INDEX. These are exoskeletons, laser weaponry and railguns.

Unfortunately, none of them are mature territory and are considered to be experimental weapons for a reason. Lasers can be produced, but the required qualities to consider them weapons cannot be. A powerful enough laser is too short-ranged to be used as a weapon while long-ranged lasers lack the punch to be effective at anything more than incapacitation. While some hope that alien technology might be the key to effective laser weapons, it cannot be denied that laser weaponry is not currently a viable technology for humanity at the moment.

Railguns are another promising technology, but they come with several drawbacks and it is arguable if they are more effective than current modern weapons. Between requiring extensive power to function and functionality rapidly degrading with usage, railguns aren't currently viable weapons. That could change if viable materials and a sufficient power source could be found, but for now, railguns aren't something that INDEX can make use of.

Exoskeletons have been a promising idea, but modern examples have substantial issues that need to be resolved before they can become viable for practical use. The first is power as an exoskeleton requires substantial power to operate which means that it must either be hooked up to a generator or rely upon batteries, which limits its time in the field. Second is getting the exoskeleton to work with the user as both must be able to detect the movements of the other, something which requires more work. Finally, an exoskeleton currently has to be custom-fitted to each user as without precisely matching the user, it can be dangerous to the body of the wearer.

While INDEX has plenty of soldiers at its disposal, it lacks a dedicated security division. Organising a section of in-house security guards will help provide greater security than just using soldiers as the specialists will be trained for the job rather than being forced into due to a lack of better options.

Yet while the Security Division is effectively organised this quarter, the final bits of paperwork and other administrative work still require doing. Speaking of it, it seems almost too good to be true right? The aliens just happened to crash one of their bigger ships on the first turn. Almost makes you think that there might be something more to it. Anyway, I am going to be coy about whether or not the aliens are up to something or if INDEX just got very lucky.

Part of you rankled at answering to an old white man, but the majority of you had no complaint. While you have only worked with Director Ambrosius for a few months now, it has been enough to know that the man knows what he is doing so he got the job on merit. Probably.

"Indeed I did," confirms the Director, "I just wanted to clarify our priorities at the moment."

"The crashed UFO in the Antarctic," you answer.

"Correct," replies the Director, "Unfortunately, INDEX isn't in a position to exploit it. Yet. Because of this, Bravo Base and Enigma Site are our new highest priorities, especially since we don't know how the aliens will react to this. Alien activity massively ramps up this month. The first is an A-Class UFO appearing on the edge of the Norwegian Sea and then makes its way to Scotland. It is swiftly shot down by interceptors launched from Delta Base as it goes overland. Another A-Class UFO is shot down along the coastline of Malaysia using interceptors based in a local base while a third is engaged in the South Atlantic Ocean by interceptors from a newly finished Bravo Base and sent to a watery grave.

Unfortunately, the fourth alien activity is neither so limited nor so successful for INDEX. As the month of June began, several UFOs came down from orbit on a direct course for the Chinese city of Wuhan. While almost all of the UFOs were the usual A-Class UFO, the apparent leader of the bunch was different. Maintaining the same shape and apparently design, the tentatively labelled C-Class UFO was between three and four times larger than the A-Class.

The alien armada descended on Wuhan from the skies, engaging in discriminate terror attacks as they open fire on civilians and deployed soldiers to the ground. The Chinese government swiftly reacted to the incursion, mobilising what military assets they had available to engage the alien invaders. While they weren't entirely unsuccessful, the aliens decisively won the fighting at Wuhan and the Wuhan Massacre was uncontestedly a massacre.

Almost ten thousand civilians were killed before the aliens withdrew to orbit and several units of the Chinese military were wiped out or crippled in exchange for two A-Class UFOs being shot down and seven alien soldiers being killed. INDEX attempted a response, but due to a lack of a base in the region or specialised interceptors or a way to rapidly deploy troops, INDEX forces only arrived as the aliens were retreating and were unable to engage the attackers beyond a few long-ranged shots.

Yet the Wuhan Massacre was not the last alien activity of the quarter as at the end of June, a handful of A-Class UFOs launched an attack on Enigma Site. Between the local defences and timely reinforcements from Bravo Base, the aliens were repealed if just barely. Despite the heavy casualties suffered by INDEX in the defence of Enigma Site, the attack on the crashed UFO ultimately proved to be beneficial to INDEX. The successful defence combined with other successes against the aliens has convinced several members of the INDEX Council to provide INDEX with increased funding.

Located in the Falkland Islands, Bravo Base will be the centre of INDEX operations in South America. Bravo Base will start off as the British government transferring their military facilities in the Falklands to INDEX so the international organisation can use them to fight alien menace.

The construction of Bravo Base goes ahead without any difficulties. Unlike Delta Base where the INDEX base was built from scratch into the side of a mountain, Bravo Base is built around the pre-existing military facilities and resembles a conventional military base far more.

Right now, it only has the basics of an airfield and barracks inland with a road connecting it to a small dock further out. That said, there is plenty of room for expansion though it is not unlimited as one will need to consider the size of the islands and the daily lives of the local population.

[-] Enigma Site (Phase 1)
While INDEX has laid claim to the crashed UFO in the Antarctic, it still needs to make use of it. With the lack of local facilities, INDEX will need to build some of its own and given the potential treasure trove of the ship, Director Ambrosius wants his organisation to get started on it sooner rather than later.

Enigma Site is an interesting location as it is out in the middle of nowhere, an inhospitable place and one that is a struggle to reach. If it wasn't for the crashed UFO, INDEX would have zero reason to be in the region at all. But as things are, the UFO did crash there and INDEX needs to move into the region to claim the prize before it is too late.

Enigma Site is split between research and defence, the former to claim the potential treasure trove for humanity and the latter to ensure that the aliens do not disrupt the efforts of the former. Sturdy fortifications are set up along a landing pad for helicopters and VTOL aircraft and barracks for the garrison.

The work is barely finished this quarter, but the haste proves to be a good thing as amongst their other actions this turn, the aliens launch an attack on Enigma Site, presumably to reclaim the crashed UFO before humanity can make use of its bounty.

While a handful of UFOs land nearby and disgorge a small party of alien soldiers, the defences of Enigma Base hold. INDEX soldiers engage fire with the almost stereotypical grey aliens until reinforcements arrive from Bravo Base, turning the tide of battle in favour of the human defenders. Whilst the garrison took heavy losses, they were successful in repulsing the alien assault and no noticeable damage was sustained by the crashed UFO.

While the Council has made sure to ensure that INDEX starts off with plenty of supplies, there is still some room for improvement. INDEX could reach out in a few minor ways to top off their current stockpiles without making any major undertakings to do so.

By establishing a PR office, INDEX will be able to prove its public image and keep the general populace calm and confident in the threat of the alien threat.

While it might not seem to be the most important of things for an organisation like INDEX, maintaining public support and a good public image is important for the organisation that is both new and international in nature.

Some funding is set aside for the PR Office and some new individuals are hired to help run it. It comes online just in time for the Wuhan Massacre and the various alien attacks across the globe. While it was impossible to make INDEX look completely good in light of all the deaths, the PR Office quickly seized the narrative by pointing out that while INDEX might have failed to stop the aliens at Wuhan, none else had and INDEX had seen greater success against the alien invasion than anyone else, having shot down multiple UFOs.

[-] Medical Outreach
While INDEX currently has plenty of medical support for its personnel, that may change in the future, especially if combat operations increase in intensity or number. Reaching out to various medical institutes in Council countries and forming agreements will help provide a buffer.

Expecting to suffer casualties over the course of the alien invasion, INDEX has reached out to a variety of medical institutes across the various Council countries. For a mixture of desiring prestige, greed and altruistism, INDEX has been able to sign a multiple of agreements, effectively doubling or tripling its previous medical capabilities depending on how you look at things.

And it doesn't come a moment sooner as INDEX is forced to deal with multiple injured personnel coming from Wuhan and Enigma Site.

[-] Analyse Alien Encounters
While there have only been a relatively small amount of alien encounters, there have been enough for INDEX's researchers to do a proper study of them. Have them comb over the available data to get a better understanding of the alien threat.

Until the Wuhan Massacre, there had only been one type of alien attack. A single UFO showing up unexpectedly and performing some kind of unprovoked attack before withdrawing just as unexpectedly. While no consistency between targets has been identified, the pattern of alien activity has proven to be identifiable.

Primarily that they have been attacking in locations where a swift interception is unlikely, undertaking a minor mission and then withdrawing before the local forces can stop them. They have primarily gone after minor attacks, causing limited destruction and loss of life before leaving the scene.

Their intentions for humanity are unknown, but they apparently desire something with the natives of Earth as indicated by not leaving any corpses behind. While there are exceptions to this at Mecca and Wuhan, the aliens have made a point of taking either the surviving humans or their corpses with them in their attacks. What fate has befallen these unfortunate individuals is unknown, but given the murderous inclinations of the aliens so far, it is unlikely to be good for them.

This pattern has been consistent, but not universal for the aliens. Both Mecca and Wuhan have diverged from this pattern while the crashed UFO is another potential divergence depending on whether or not it was intentional.

Unfortunately, the limited amount of data restricts how accurate the analysis can be, especially since the aliens are beginning to take unprecedented actions.

[-] Study A-Class UFOs
Called the A-Class due to a lack of a better term, A-Class UFOs are the first alien spacecraft to be publicly spotted in Earth's atmosphere. Have INDEX's researchers look into the currently available reports on these UFOs to try and figure out their purpose and capabilities.

The first UFO-type to be spotted and, for several months, the only type to be spotted, the A-Class UFO is still the most common alien craft with the sole exceptions being the one that crashed in the Antarctic and the one that led the attack on Wuhan.

The A-class UFO is relatively small as a flying disc that is about two metres tall and has a radius of ten metres. Crew size is unknown, but it appears to be small and unlikely to exceed the single-digits. Flight and defensive capabilities are unknown, but the former exceeds anything native to Earth while the latter seems to be based around some manner of energy shield. The armament consists of an unknown energy weapon, of which at least one is mounted with the possibility of there being more.

That said, the A-Class UFO has its weakness and INDEX has shot one down shortly after its formation and has recently taken down another three over the last couple of months alongside two being downed at Wuhan. Unfortunately, only half of those have proven salvageable and those that have suffered extensive damage in the process of being shot down.

The exact number of A-Class UFOs remains unknown, but given how extensively it has been used, including in multiple numbers during the attacks on Wuhan and Enigma Site, it appears to be a mainstay of the alien invaders.

While INDEX has plenty of soldiers at its disposal, it lacks a dedicated security division. Organising a section of in-house security guards will help provide greater security than just using soldiers as the specialists will be trained for the job rather than being forced into due to a lack of better options.

Reach out to the various national militaries that INDEX will be interacting with to set up efficient lines of communications.

INDEX is able to finish sorting out various liaison agreements with the national militaries of the Council countries. While it didn't come in time to make a difference for the Wuhan Massacre, the event has shown both sides the drawbacks of not coordinating and encouraging fostering a better working relationship.

Aerial Division
[-] Anti-UFO Interceptor Development
While modern aircraft seem up to the job of shooting down UFOs, none of them are purpose built for the job. INDEX's Aerial Division wants to design an aircraft for the specific purpose of shooting down alien aircraft.

Designing a new anti-UFO interceptor has proven to be a challenging task, but far from an insurmountable one. The designers quickly focused on what would be needed for this specialised task, prioritising what would be needed to engage the common A-Class UFO. The two primary factors were determined to be speed and firepower, the former to reach the UFO before it escapes and the latter to bring it down quickly before it can escape or bring its own armaments to bear.

Knowing what the new design will need, the developers have gotten to work and while extensive progress has been made, they will need a bit more time and funding before they have a finished design for INDEX to use.

SpecOps Division
[-] Rapid Global Transport Development
The biggest limitation of INDEX's rapid response teams is their lack of speed global transport, requiring a team to be relatively local to react in time to any alien activity. The SpecOps Division wishes to change this by designing a transport to get their rapid response teams around the planet in a timely manner.

The attack on Wuhan has shown that INDEX needs a way of rapidly getting to a combat zone and the Rapid Global Transport development project has been given increased priority. Unfortunately increased priority doesn't equal success as limited progress has been made on the project due to the extreme difficulty of fulfilling the requirements.

For starters, it has swiftly become apparent that full global coverage is too much of a stretch with current technology, not without compromising other requirements at least. While the designer teams are still far from having a working design, they have identified some basic facts such as the fact that the transport will need to be very specialised. It will need to eschew all combat capability in favour of transporting one or two rapid response teams in a timely manner.

The designers are investigating a few possibilities, but additional time and funding will be required before any headway is made.

While the bureaucracy is currently functional, there are ways in which it can be improved or streamlined for great efficiency. Implementing those efforts will have a noticeable if slight impact on the work of INDEX and will help with long term planning.

I guess I should say some stuff here, but RL took a lot out of writing this update so I'm not sure what to say here. Aliens ramped up their activity, you got some close calls and while you didn't come out of it smelling like roses, you certainly came out of it looking like the best option against the alien invasion.
