In a surprise bit of news, New Zealand reports that it has cleared its government of several low-level infiltrators after stumbling across a nest of alien spies. In less pleasant news, there has been an alien encounter this quarter off the coast of Pakistan. A single C-Class UFO was spotted and a pair of Defender Jet-Interceptors engaged the alien spacecraft.

While ultimately a victory for INDEX, the battle was unexpectedly bloody and brutal with one of the Defenders getting shot down early into the fight. The other Defender brought down the UFO by ramming after suffering serious damage, destroying both of them and sending the wreckage to the bottom of the ocean.

The last bit of major news is that the United States military has had a major breakthrough when it comes to a functional exoskeleton. Having investigated the potential of this technology for years, the United States military has figured out the basis for a viable design. Shortly after this advancement occurred, sympathetic individuals leaked the technical details to INDEX despite the current administration's opposition to the INDEX Initiative.

[-] Delta Base (Stage 4)
Located in the Scottish Highlands, Delta Base will be the centre of INDEX operations in Europe. Located in his home country, the Director has indicated that he intends for Delta Base to be the unofficial primary HQ for INDEX.
(257/300, 10 Resources per Die) (+6 Basing, +2 to Administration Dice, +2 to all Dice, +1 Administration Die)

After having completed multiple stages of every other INDEX base, INDEX returns its construction focus back to Delta Base with the intention of completing its primary headquarters.

Substantial progress is made this quarter though the sheer amount of work required means that the fourth stage of Delta Base has yet to be finished. If the level of investment is kept up, it is predicted that it will conclude by the end of the year.

[-] Foxtrot Base (Stage 3)
Located in the Australian Outback, Foxtrot Base will be the centre of INDEX operations in Oceania. Relatively isolated, Foxtrot Base is intended to be a training site and unofficial HQ of the rapid response teams.
(275/200, 10 Resources per Die) (+5 Basing, +1 to SpecOps Division Dice)
(75/300, 10 Resources per Die) (+6 Basing, +3 to SpecOps Division Dice)

In the Australian Outback, the third stage of Foxtrot Base is finished by INDEX. The additional facilities will make the training and deployment of the elite rapid response teams of the Special Operations Division even more effective and enhance the division's overall capabilities.

Industry (4 Dice): +27

[-] Spartan MBT Factories (Stage 2 Charlie Base)
A series of Spartan MBT factories located at various INDEX bases will let INDEX produce more of the vehicle in-house in addition to providing a supply of internally sourced spare parts for maintenance and repair work.
(58/120, 15 Resources per Die) (+2 Gear, -1 Basing, -1 Logistics)
(Stage 3 Bravo Base, 0/120, 15 Resources per Die) (-1 Manpower, +2 Gear, -1 Basing, -1 Logistics)

Work on a second Spartan factory begins at Charlie Base, where steady progress is made. While not an amazing amount of progress takes place over the quarter, the factory is about halfway done by the start of October.

[-] Chariot IFV Factories (Stage 2 Charlie Base)
A series of Chariot IFV factories located at various INDEX bases will let INDEX produce more of the vehicle in-house in addition to providing a supply of internally sourced spare parts for maintenance and repair work.
(231/120, 15 Resources per Die) (+2 Gear, -1 Basing, -1 Logistics)
(Stage 3 Bravo Base, 111/120, 15 Resources per Die) (-1 Manpower, +2 Gear, -1 Basing, -1 Logistics)

The construction of a second Chariot factory handily completes at Charlie Base and once it is done, the excess funding goes towards the construction of a third factory at Bravo Base. While the third Chariot factory doesn't finish this quarter, it is very close with just a small infusion of additional budget required to finish it off.

[-] Hawk Attack Helicopter Factories (Stage 1 Delta Base)
A series of Hawk Attack Helicopter factories located at various INDEX bases will let INDEX produce more of the vehicle in-house in addition to providing a supply of internally sourced spare parts for maintenance and repair work.
(152/120, 15 Resources per Die) (+2 Gear, -1 Basing, -1 Logistics)
(Stage 2 Charlie Base, 32/120, 15 Resources per Die) (+2 Gear, -1 Basing, -1 Logistics)

The work on the Hawk factory finishes this quarter with the last final touches being completed. Using the excess budget, some work on a second factory commences, but the disruptions from moving the work efforts from Delta Base to Charlie Base limits what progress is made.

Services (4 Dice): +22

[-] Warsaw Reconstruction (Stage 3)
Though the attack was ultimately defeated, the aliens did do substantial damage to the Polish capital. While others such as the Polish government will be involved in the reconstruction efforts, INDEX can do its part to help Warsaw recover from the alien attack.
(244/275, 20 Resources per Die) (+2 PS)

Over a year since the alien assault on the city, the Polish capital is in the final stages of recovery. While the majority of the work is handled by the Polish government and other international bodies, INDEX continues to do its part to help Warsaw recover from the devastating assault.

Research (4 Dice): +31

[-] Handheld Laser Weaponry
With the breakthrough with functional laser weapons, INDEX can now design laser weapons for its soldiers to use. While this can be expanded in the future, the initial plan for now is a basic rifle as a primary weapon and a pistol for a sidearm.
(156/500, 40 Resources per Die) (+1 PS)

With a functional laser weapon for its various vehicles to use, INDEX is now looking into the possibility of handheld laser weapons for its infantry and other personnel. Due to the different complexities and difficulties of making a small-scale laser weapon compared to a large-scale one, there is only so much that can be transferred over from prior projects, but the researchers of INDEX expect to have a functional prototype within a year of funding.

[-] Alien Language
While INDEX has figured out how to unlock and operate the alien computers, it is severely limited in its ability to use them thanks to not understanding the alien language. By figuring out the alien language, INDEX will be able to make more effective use of captured alien technology and have a better chance at understanding any captured data.
(139/500, 40 Resources per Die) (-1 Salvage)

By looking over captured texts and images, INDEX has begun to make some headway into understanding the language of the aliens. Unfortunately, having to start from scratch is making the task something of a challenge and much of the current progress made is little more than guesswork.

Military (6 Dice): +17

[-] Chariot IFV Deployment (Stage 1 Frontline Units) (+25 Progress per turn)
While there hasn't been much ground combat so far, equipping INDEX with the Chariot IFV will help provide its infantry forces with some armoured firepower to support any engagements fought on foot.
(171/120, 15 Resources per Die) (-1 Manpower, -1 Gear, -1 Fuel)
(Stage 2 Reserve Units, 51/120, 15 Resources per Die) (-1 Manpower, -1 Gear, -1 Fuel)

The deployment of the Chariot IFV continues with substantial progress being made across the board. Every frontline unit operated by INDEX has been equipped with Chariot IFVs and heavy headway has been made into equipping the reserve and secondary units with the new infantry fighting vehicle. With the new factory, experts predict the full deployment of the Chariot IFV will complete early into next year at the current rate of investment.

[-] Spartan MBT Deployment (Stage 1 Frontline Units) (+25 Progress per turn)
While there hasn't been much ground combat so far, equipping INDEX with the Spartan MBT will help provide its infantry forces with heavy armoured firepower to support any engagements fought on foot and to engage any vehicles that the aliens may deploy.
(165/100, 20 Resources per Die) (-1 Manpower, -1 Gear, -1 Fuel)
(Stage 2 Reserve Units, 65/100, 20 Resources per Die) (-1 Manpower, -1 Gear, -1 Fuel)

Building upon the momentum made last quarter, INDEX has successfully completed the rollout of the Spartan MBT to all frontline units and over half of its reserve units. Even without the Finance Division continuing to take a direct hand in the matter, it is expected that all of INDEX's combat units will be supplied with the Spartan MBT by the end of the year.

[-] Huntress-class Light Carrier Deployment (Stage 2 Block II) (+25 Progress Per Turn)
The Huntress-class Light Carrier won't be engaging enemy forces directly, but by acting as a mobile base for some of INDEX's aircraft, warships of this type will allow INDEX to react quicker to alien incursions.
(223/200, 30 Resources per Die) (-1 Manpower, -1 Gear, -1 Fuel)
(Stage 3 Block III, 23/200, 30 Resources per Die) (-1 Manpower, -1 Gear, -1 Fuel)

The construction of the second block of Huntress-class Light Carriers is fully underway as September ends and the new warships are expected to be ready for service in the latter half of 2020.

[-] Defender Jet-Interceptor Laser Refit Design
With the new invention of vehicle-sized laser weaponry, it is possible to design a refit of the Defender Jet-Interceptor that incorporates this new weapon.
(22/40, 20 Resources per Die)

With the new vehicular laser, INDEX is looking into refitting its fleet of Defender Jet-Interceptors with it. While initial prospects indicated that coming up with a refitted design would be a simple and quick affair, it soon proves to be a more difficult affair than expected. What was originally going to be something that would quickly be over and done with is now going to require additional funding and resources.

Administration (3 Dice): +17

[-] Security Review (Research)
Whether it be from a terrestrial or extraterrestrial source, INDEX can expect external organisations to try and infiltrate it. Review one of its departments to see if INDEX can sniff out any spies or corruption within its ranks.
(216) (DC???)

Just like the previous occasions, the review of the Research Division quickly turns up that there is nothing out of the ordinary. Beyond the odd researcher not strictly following organisational regulations and the occasional petty crime, the Security Division is unable to find anything to worry about and nothing truly serious is uncovered.

Okay, let's see. Combat went less than well and you found nothing in Research again, but you did get a random event of someone else figuring out exoskeletons. Beyond that, sorry about how long this update took to get written. I had family visiting in RL.

Please point out any spelling or grammar mistakes that you spot. Please quote them in the thread and explain what you think is wrong so I know what you are referring to. Feel free to ask questions for more details and information.

So do we want to try putting 5 dice on handheld lasers for an 83% chance of finishing or do we want to carry on with the current spread of research dice?

Nothing there huh? Even after a entire quarter or two? Soneone tipped the aliens off and they ran off from the research team then.

Our logistics and fuel reserves seem to be getting low. Not crazy bad but we'll need to keep an eye on them.

Basing: Overwhelming Surpluses (+56)
Logistics: Minor Surpluses (+5) (+1 per turn)
Manpower: Massive Reserves (+20) (+1 per turn)
Gear: Massive Surpluses (+13)
Fuel: Major Surpluses (+5) (+1 per turn)
Medical: Massive Surpluses (+12)
Supplies: Moderate Surpluses (+9)
Salvage: Overwhelming Surpluses (+50)

As far as research I think resources might keep us from going all in on research with a free die. Though since we've gotten most of the factories completed maybe we'll have some slack. The update reads like we get the exoskeleton for free but maybe there are some additional things we need to do to make an X-com version. It might also have unlocked a quick research option we could flex and finish in a turn (150-200 progress sort of thing).

If nothing new happened then I'd likely be inclined to try to rush some refit designs so we get benefits to our vehicles since we haven't had a ton of infantry engagements reported.
