Mostly because I'd like to see alien computers finished.
I'd like that as well but in all likelihood the council would demand that we spend less effort on the computers each turn until we can't put any dice on alien tech again, so I'm going to rush a large portion of the current laser weapon tech this turn then get back to the computers next turn.
 
I don't see the council having a huge issue with us dividing our dice evenly since we're no longer making just a token effort on human tech. If research wasn't so expensive I think we'd use our free dice on the category more often.

I also can't wait till we're able to finish alien cpu+power systems though. Having all our sensors, Command & control, and cryptography working with a much higher compute and power limit should be pretty good for letting us make the most of our resources.

I don't know it's up to you as the QM after all, but considering that you offered licensing/outsourcing for the Defender, Blackwing and Sentry when they became available in the Q1 2016 (Defender) and Q2 2017 (Blackwing and Sentry) results I was kind of expecting it.

I'll take a look at things. It'll be tomorrow however as it is late for me right now and I need to get up earlier than usual tomorrow.

Looks like we could do Finishing Touches on both Alpha Base and the Spartan MBT, though I imagine we'll want to just put a normal die or two into the latter. Also, even though our research didn't roll well this turn, we're still closing in on finishing both of them. Three dice on Vehicular Lasers has a 67% completion chance, and two dice on Alien Computers has an 85% completion chance.
 
We could use finishing touches and normal dice on the factory since we've done it before.

Thanks to a surplus of donations from a mixture of Council members and private interests, INDEX finds itself with some extra budget in the pocket as the first few months of the year come to an end.

Meanwhile there is only one engagement with the aliens in the opening quarter of the year. A single A-Class UFO is spotted near Saratov in Russia. A pair of INDEX interceptors engage the alien spacecraft and unlike many previous encounters, the resulting outcome is a hard fought battle. One of the two Defender Jet-Interceptors goes down to the aliens before the other is able to take out the alien UFO.

By the time that April is rolling around, Alpha Base has majorly expanded with the second stage being fully finished and the third stage being on the verge of completion.

A series of Spartan MBT factories located at various INDEX bases will let INDEX produce more of the vehicle in-house in addition to providing a supply of internally sourced spare parts for maintenance and repair work.

With the Huntress-class Light Carrier ready for service, INDEX can construct a shipyard for them at Charlie Base to produce them in-house and supply them with internally sourced parts.

In fact, so much progress is made that INDEX is able to get a headstart on constructing the block of the Huntress-class with the surplus resources and manpower.

Though the attack was ultimately defeated, the aliens did do substantial damage to the Polish capital. While others such as the Polish government will be involved in the reconstruction efforts, INDEX can do its part to help Warsaw recover from the alien attack.

With the breakthrough with functional laser weapons, INDEX can now design laser weapons to put on its vehicles. While more weapons may be invented in the future, for now, INDEX merely desires a laser cannon to put on its interceptors, warships and ground vehicles.

The alien computers aboard the crashed UFO at Enigma Site are completely intact. While INDEX doesn't currently know how to access or operate them, it can study them to learn such knowledge and possibly figure out ways to upgrade their own computers.

With the signal interceptor having finished development, it is just a matter of deploying it to each INDEX base.

With the development of the alien detection system, INDEX desires to set them up at each of its bases. While their large and complex design combined with their long and impractical usage means that they aren't an instant cure to alien infiltration, they will certainly help with alien spies and keep them out of important designs.

The last of the alien detectors is built at Alpha Base, granting INDEX full coverage of all of its bases. While it isn't a guarantee to route out any aliens, it will go a long way to doing so and make the lives of any infiltrators much harder.

Whether it be from a terrestrial or extraterrestrial source, INDEX can expect external organisations to try and infiltrate it. Review one of its departments to see if INDEX can sniff out any spies or corruption within its ranks.

The security sweep of the Industry Division turns up a few alien infiltrators in low level positions. Nothing major, just a few basic workers at the factories and warehouse, nobody in a position to inflict serious sabotage or steal important data. The Security Division purges them from INDEX and is confident that as of the end of the quarter, the Industry Division is free from alien infiltration.

[-] Sell Salvage
While INDEX gets all alien salvage by default as per the terms of the INDEX Initiative, it isn't required to keep all of that salvage. The organisation is entirely within its rights to sell some alien salvage if it requires an influx of extra budget.

As per its right under its charter, INDEX sells off a small portion of the grand amount of alien salvage that it has stored away.

Sometimes all that is needed is a bit of dedicated administrative capacity and a small infusion of extra budget to bring a project to fruition instead of another full round of funding and attention.

Located in Hong Kong, Echo Base will be the centre of INDEX operations in Asia. While heavily urban civilian areas around it will limit military potential, Echo Base is intended to be a major R&D location for INDEX.

With a small infusion of funding, the third stage of Echo Base is completed as the workers finish setting up the various research equipment that researchers at Echo Base will be using. This is enough for those researchers to get to work, improving INDEX's research capability if only slightly.

I think its time to do 4D on vehicular Laser weaponry as it seems that the Aliens are improving their capabilites
