The only 'Peni' I can think of is Peni Parker from the Spiderverse stuff, and I'd be really surprised to see her. But the 'school dorms' option doesn't seem too bad in general though there might be all manner of inconveniences.

Yes. Quite infamously. Her apartment complex isn't a bombed out ruin, but I suspect the only reason Rei has not been murdered in her sleep is that she's the only person living inside it after the Rats got the meth lab killed.

But she feeds the Rats, so she's safe. They recognize her as non-hostile, on order of the Great Rat King, who is about the size of a Doberman, for she fed him a slice of cheese when he was but a wee Rat Princeling.

Can't say Shinji would have the same luck.

...I suspect this option leads to us getting three roommates instead of two at Misato's place, because Rei legitimately lives in a near-condemned ghetto building, and I fully expect Shinji to run away screaming to Misato when she realizes the doors don't lock.

Look this is the only option that ensures a lot of penguin. And I want penguin. In fact one day I want a penguin piloting an EVA. Plus Misato is there too I guess. Lady needs someone.

Now of course, it is worth pointing out that Shinji may be misreading things here. The closest thing that Gendo did to emoting through all of this was leaning forward so that you could see his eyes.

He may be telling the truth. He may be lying out his ass. He may be trolling you. Its hard to tell

I'm good with any of these. We know what canon is like, District 23 will likely open up plot hooks about aliens Rei even if we don't stay there, and while Staff Housing does bring us closer to Gendo it does also mean we can hang with the bridge crew which might be neat.
 
Now... I'm of the opinion we should choose the school dorm for a few reasons.

One: If Rei's situation is how people are describing it... Well hopefully instead of moving in there with Rei we can have her move out to the school dorms and actually get her some friends and an actual home as well. If that makes sense or is possible of course.

Two: Just because we are choosing where we want to live does not mean we cannot visit and hang out at Misato's house. Honestly not living there but being friends and hanging out seems like a better thing for both Misato and Shinji.

Three: We can also hangout with the staff at Nerv as well. We are just choosing where we want to live ya know? Sure it might be harder or not be as viable otherwise but I'm sure Shinji would find time to talk with them about how everything at Nerv works like the space geek she is.

And Four: While I'm not sure if write-ins are allowed right now... I smell a potential shenanigans opportunities with Father's apartment.

...I don't see why you not. That's a valid addition. Can't say for certain if it will pass Gendo's muster, but its worth a try I guess

If papa director allows it that's a great boon to have! A private kitchen we can use, a safe space if we get overwhelmed and need a private moment, storage for all of the space geek stuff we wouldn't be able to fit in our dorm, a place for us to hangout with friends away as long as Father is okay with that (Gotta not step on his toes ya know?), and while I doubt Gendo would ever leave anything behind that's confidential, it would give us a chance to understand the man better and maybe foster a real relationship with him!

Dumb thought but if Shinji made sure the Apartment wasn't tapped... well where else would be a good place to hide an alien then in the home of NERV's director hmm? This is truly the perfect Shenanigans option-
 
Gah, it has just been pointed out to me on the discord that I called for a roll involving the question about why you aren't being allowed to work with Agent P.

I don't have the time to write up that scene today, since I am about to head into work, but I will try to get that added to the update sometime tomorrow.

I like this, it's very teenager. Dorms have people, which can be good, but an empty apartment would be great for when you want to be by yourself. Very logical for an introvert girl who is in a new place.

Meanwhile Gendo is thinking of all the worst case scenarios from his undergrad days and zany teen movies. His extremely rusty parenting skills are slowly working out that he should say something.

"Shinji, I forbid you from reenacting the plot of Risky Business in my apartment. The '80s were a very different time. Do not, under any circumstances, take my old records off the shelf."

I'd describe Penni as being something between an homage and an expy. Do not expect any plot points or entities from Marvel to show up.

These are all interesting points to bring up, and they do have merits to them. On the front of Penny being a plant, I'm pretty sure she's a mammal. And you could arguably call everyone involved in the HIP a plant of some kind, since the program is under the control of the Artificial Intelligences that NERV has, but there's no reason to assume she's any more of a plant than anyone else.

Hey so long as someone has to live with their official NERV position spelling out STD in happy, but I personally would prefer it to be Gendo.

Until that happens, I'll just figure that the reason we're not allowed to work with Agent P is that O.W.C.A. can't afford the insurance to work alongside human agents.
