The Firestorm: A crossover invasion game. Looking for a 40k faction player.

But seriously. 40k is anything but underpowered. The auto-guns, arguably the weakest guns in the game could blow a decent sized hole through a modern humver with one bullet. The mass produced clothes could act as modern body armor. One of the most common armaments fires self propelled explosive tipped rockets at full auto.

They have laser pistols that evaporate tanks. 40k tanks.

And that's not even the crazy shit the Mechanicus have. (Not to say samdam is overpowered, but he's certaintly not underpowered.)
I've heard conflicting reports. Necrons have hax weaponry, as do Dark Elder, but no one except possibly the Tau and the Imperium Core Worlds are really exploiting planets to their fullest, Bolters are useful but not overwhelmingly more so than (movie only, make-walls-explode) Star Wars blasters/Covenant Needlers, and no one really makes the cannon fodder Imperial Guard, who I'm given to understand are Modern Army Men with the occasional strat nuke, obsolete.
Other Tier A armies: Partials, from the eponymous series by Dan Wells. Either side from Aldonoah Zero. Hidden Villages from Naruto. Schlock Mercenary, before the invention of the Teraport. (Afterwards, several factions jump two tiers with the Core Event and more recent developments, respectively.) So no, I suppose they're not totally underpowered, but they aren't top-tier impressive, even when they can focus force on a target. With their logistical difficulties, they'd probably lose to the others.

They may not be overly powerful on the absolute scale of things, but 40k is still very powerful. I'd say that 40k armies are really very close to the top of tier A. That's not to say they're world beaters, but is a reason that load outs aren't given for tiers above A: You aren't supposed to use them in this game. I'd argue that say sides like shlock are above tier A, or simply aren't a good fit for a grand strategy game. like naruto.
 
The top of tier A would probably be a single Strike Force Strike Team aboard their Strike Cruiser.
Do I need to get out the one sheet I made for Strike Legion of a starting character who can destroy planets as collateral damage in a single turn with machine guns? And that's not getting into the crazy stuff like Mastery, or the absolute hax that are the black hole grenades and other planet-busting pieces of the standard kit.

Schlockverse, barring stuff like the Gatekeepers, Pa'anuri, the Fleetmind, and the Ancient Oafans, is Tier A, but having access to the Terraport, TAD, Laz'R'Us nanites and the Long-Gun of the Apocalypse means that they wipe the walls with anybody who can't defend against a terrapedo suddenly appearing in their command center, everyone can be an immortal super-soldier, and they can just hide beyond range of retaliation.

In short, while they might be Tier A, they are unsuitable for this game.
 
First off Starwars versus Trek or W40k is a sorts of trigger for KnightofTempest.
Let it be buried.

Second for the purposes of the game most high end feats are thrown out anyways.
Tier A is just for a futuristic army which obviously cannot be compared to a modern force.
A futuristic faction like Ghost in the Shell can be still compared to our modern times thus they remain Tier B, even though they'd almost certainly steamroll us.

Tier A is for "pew pew lasers" factions, if you may. Soldiers equipped with typical energy guns, personal shields and so on.
It doesn't mean they are far stronger than anyone else from the game point. Rather consider their lower showings. And overall every Tier A factions are at the same level, at least in the beginning.
BTW, "tier up" for an already Tier A faction just doesn't make sense. Just say they are stronger or better optimized for that role.
Besides, the idea of the unit tiering up and generally being stronger rather than optimized against a certain threat is nonsense, too. If you specialize it means you shift around your advantages and disadvantages. RP it out and see how that setup works against the enemy.
