While I find the second and third drawbacks valid I'd have to disagree with the first. Mostly the fact that it results in my forces being more easily corrupted as that doesn't make much sense to me.
Might I suggest something along the lines of how if correctly harnesses (IE moderation with more than a few safeguards) you can use the power of Fel against the Legion or maybe the small factional infighting that does take place within the Legion's armies.
Backstab: As a force for chaos, staying a unified, organized force is ultimately anathema for the Burning Legion, whose components will inevitably come to clash with one another if not given more pressing concerns. Forces not engaged in combat have a chance of engaging in infighting. If subcommanders don't like each other enough, they might fight one another even while fighting a common enemy.

I plan to give a rundown on MG tech and capabilities anyways. That and my faction would change a lot as they interact with others. I wish to integrate Orks into Outer Heaven for years now. The idea is just too much fun to miss yet I never got far enough in any RP to accomplish this.
Why wouldn't it work? When you possess the ability to capture a person's soul and torture it in creative ways for practically forever, eventually they should tell me something.
Although there is also the classic "Use torture to weaken their mental defenses then rip the knowledge out of their mind" method.

Mind control is definitely in the cards, hell I even have a basic infantry who's main stick is to enthrall weaker minded enemy troops and make them fight their allies.

With regards to my Diamond Sharks, I have decided upon a final trait that I think suits them well, and have decided upon a few potential drawbacks;
Quick Thinkers: A thirst for profit and self defense has always brought the Diamond Sharks to tinker about, particularly with new mech designs. The Diamond Sharks gain a research boost, and War Engines, Beasts of War, and Cavalry gain a 5% production bonus.
Inflexible: While still more wiling to plan things out and prepare unlike their peers, the Diamond Shark's Warrior Caste still suffers from a slight tactical inflexibility, a sometimes fatal issue created by the Clan way of life. Clan forces devoted to a battle cannot retreat before 2 turns unless they are reduced to 1/4th their original strength.
Dezgra gonna Dez: The Diamond Sharks, as with every other clan, have a burning hatred for pirates, those who would insult Keresnky, and the wasteful. The Diamond Sharks cannot ally themselves with any pirate faction (as in, a faction that consistently survives off of raids and is not a political entity) and is in fact obligated to destroy any it comes across.
I'm getting too old for this shit: As a result of not having very many Solamha due to their progressive policies, the ones the Diamond Sharks do have are. . . not particularly good even by Solamha standards. Solamha units are 50% more worthless than standard chaff infantry (can throw this in alongside other drawbacks.)
They don't, that's why I said they would only reproduce their tech.
Though to be fair with sufficient incentivisation and mind control even that point is moot.
Granted, the Burning Legion has a track record if having their slaves rebel and plot against them in secret. Though they are generally the heroic exception.
EDIT: Also WW2 Germany and post-war SU/USA kind of did rely on slaving scientist for their causes. In concept it does work when you only wish to attain the reseaarch of another nation. Ofc, slave scientists are far less able or even incentivised to develop something new. But the aim with enslaved researchers is hardly ever long term as that.

Outer Heaven, the army without borders is a dream, or more like an interpretation on the final dream of the Boss. It envisions a sovereign state where soldiers are no longer tools to execute the whims of the government but allowed to fight for what they really believed in. It's a charming utopia for all the people who grew disillusioned by the Cold War. It was created by the former USA elite soldier and special agent Snake who subsequently also accepted the title of Big Boss. The main front of Outer Heaven was always a large private military organization that can offer its services to any country for the right price, actually the original interpretation Milites Sans Frontieres (Army Without Borders) served as the basis for all modern PMC. Unfortunately MSF grew too big too quickly and before they realized they had become a thorn in the world's eye. Mother Base was destroyed, the soldiers scattered and Big Boss went to coma. Meanwhile their enem and a shadowy worldwide organization Cypher began to move and its influence spread rapidly. Big Boss' life was in grave danger and his still loyal subordinates moved his body to various hospitals across the world. That was until 1984 when after 9 years of coma Big Boss finally woke up. He reunited with Miller and began rebuilding their dream under the name of the private military group Diamond Dogs. Just like before his organization rapidly grew, both by recovering former members and recruiting soldiers straight off the frontlines. They tracked down Cypher's activities and sabotaged their goals, they had effectively won, officially renaming themselves Outer Heaven. Yet their triumph was short-lived and with the whole world against them their days were numbered. - Stealth Mission: Outer Heaven operatives are notorious for their infiltration and information gathering skills thus gaining bonuses in espionage attempts.
- Army Without Borders: Outer Heaven has a rather strange habit of convincing enemy soldiers to join them. It sometimes happens through mutual respect and Big Boss' magnetic personality while another common example is with Outer Heaven operatives literally kidnapping enemy soldiers during missions who soon become part of the organization. It's a mystery how they manage to convince practically every solider they kidnap to join Outer Heaven, yet it happens. Some say because of Big Boss' unimaginable charisma, others claim the organization has some damned good counselors.
- Metal Gear: Outer Heaven's R&D department is known to be incredibly fast at reverse-engineering if they're given some material to work with. Certain jokes say that if Mother Base's scientists would ever manage to reverse engineer an FTL drive it'd result in the end of the world.
Faction Weaknesses

- Limited Recognition: Outer Heaven receives penalties when attempting to interact diplomatically with nation-states or centralized groups.
- No Combat, No Glory: Defection rates for nonsoldiers are higher.
- A Sword, Not A Shield: Other groups receive a bonus when performing espionage actions on Outer Heaven.

I am gonna change a ton of things still.
For starters I found a decent idea to balance my Army Without Borders perk.
If you don't remember it's my ability to kidnap foreign soldiers to recruit them (among others). How about the following, though:
Outer Heaven can recruit soldiers from foreign nations either voluntarily or involuntarily by kidnapping them. In case if the latter it takes time for the abductees to be convinced of Big Boss' cause. The success of recruiting people depends on two factors.
1.) How good incentive they have for joining? ( orks may join BB because he's the most gruff, disillusioned combatants may sympathize with BB's ideals, etc)
2.) Big Boss's fame among them. The more they know about Outer Heaven and Big Boss' heroics the faster or more likely they join his cause.
Army without Borders perk the best works on humanoids with free will. Unless there's a specific tech, method or means robots, animals or hiveminded creatures are unlikely to join.
Basically just like how it works in the game. While humanoid soldiers of most kind would eventually come around and become part of my team it won't always be instant and sometimes it may require multiple turns. Also I of course can't just talk a Zergling into join my army so I'd need to develop some technobabble means to succeed. On the other hand there's no point of limiting this only to NPCs.
That and while kidnapping people to raise my army sounds nice but in reality there'd be tons of complications with it.
So what do you think? Basically this would make my soldier-kidnaping antics even less abusable.

Paradox: This world is treated like a umbral realm where the laws of reality consist of those unique to this world and, beyond that, technology which is considered Coincidental or Consensual within the Union's own world (Near-future stuff, basically). Use of more advanced technology draws paradox, unless in a zone of Technocratic-defined reality or unless the Union successfully manages to redefine reality in this world through shifting Consensus
