I think it's love-to-hate.

Might as well add Samurai Pizza Cats to the mix there. Similar story, they got the rights, but nobody on the dubbing team got the Japanese scripts or understood the dialogue. And we got, well, Samurai Pizza Cats.
Honestly, given that the translation team was clearly improvising and turning the footage into a goofy '90s Saturday morning cartoon... They succeeded really well. I suspect the target audience (children watching Saturday morning cartoons) were laughing.

Though I may be biased; I certainly was.
 
Is her mother the Hulk or is that an americanism I don't know or just a mistake? Tried to throw her into the hospital or such.
I'm pretty Sketch is modifying an existing idiom for effect.

You have "throw the book at them", which is to prosecute someone to the full extent of the law in order to apply maximum penalties as a punitive measure.
"Throwing a hospital at them" then means something like putting them in medical treatment, not so much to help them but as a punitive measure.

Bad anime?
I have watched some bad first episodes and stopped but actually bad is hard. Strange is more possible.
"Cowboy Bebop" and "Code Geass" need multiple watches to get everything going on but are most definitly very good.
"Spice and Wolf" and "Accension of a Bookworm" are niche enough that they may count.
Than there is the first anime addaption of "Hellsing" wich is pretty bad and for 18+.
"Noir" and "Vision of Escaflowne" are very distinctive but not nessecary bad.

I do not actually want to break Liv, and the first episode does, I believe, have a pretentious "super-school for super-people" introduction and mind-controlling people into suicide. I could see "just the first episode" being a problem regardless of what your opinion on the whole work is.

Wait no! This is supposed to be terrible anime, not adorable A.I. with identity crises over partially-shared minds anime. Oh, wait, it is a tragedy...
On the one hand, that seems a pretty extreme choice just to spite your mom's boyfriend.
It is a quite extreme choice just to spite your mum's boyfriend. On the other hand "A pseudo-government assassin tracked me back to your house and tried to kill me with precision high-explosives, and is still active and in the immediate area." and "Your boyfriend has killed people as a profession." are both things with cause to be said for reasons other than spite. They kind of serve as reminders that keeping the super-hero thing secret is not all sunshine and roses.

Huh. It seems like Justine fairly easily accepted the news that Athena is an AI and also a pseudo-headmate of Liv. Now I wonder how well Walker would take the news that Athena and 'L' (Athena's weebening happened a long time ago) are superheroes.

Also, this anime discussion is complete Cowboy Bebop erasure. Now, if you'll excuse me, I have to get back to weeping over the finale.
