I mean, we should actually already have something like that from the Carrier we gave the Space Battleship Yamato treatment.Anyway, Project Orion was always an intermediary step into less disposable propulsion methods. Why not take a look on our part and see about replacing the core ideas behind them and adapt them with something more exotic and less likely to incense political sensitivities?

Configuration is the big Tech we can give out at the moment, and I could see the Anti-Grav formula being offered to the Mercury Team now that Ground Pound has it. MMI is actually of debatable use. It requires a fairly massive change to how the pilot controls the machine, mental strain, additional training, and then there's the whole, will the other Pilots even be compatible with it....Kinda sounds like you're arguing with a fearmonger to me. Anyway, gimme a bit to look into our options so I can figure out what I want right now.
