Strength is raw physical conditioning. Lifting stuff, swimming, running a long time, punching hard. It's added to many melee attack damage as well.

Agility is swiftness, reaction speed, and immediate awareness. It's used for dodging things, jumping, ducking, outrunning folks, and other twitchy reactions.

Melee is the general skill of up close combat with knives, swords, fists (power or otherwise), chainsaws, whatever else.

Intelligence is raw intellectual power, knowledge, and drive to learn and study stuff. It is also used for military logistics.

Tactics is your knowledge of battle tactics, from the strategy of leading armies to simply knowing when it is safe to rush across a hallway in a gunfight.

Nerve is the stat both for shooting firearms and for keeping your cool. Nerve checks are common in combat to prevent from panicking or fight through pain.

Charm is the social stat used for flattery, smoothtalking, lying, seduction, verbal sparring, deflection, and navigating high culture.

Presence is the social stat used for reasoning, explaining, teaching, intimidating, impressing, or public address.

Contacts is rolled to know people you need to know, and to have a good reputation with them.

Belief is your actual faith in... whatever you have faith in. The Emperor, hopefully. It is used to resist temptation and corruption.

Scripture is your knowledge of the intellectual side of your religious faith. If you can quote from the holy books and theologians. It's intelligence for matters of faith.

Fire is your ability to project your faith out and convince others of it. Want to convert somebody or whip a crowd into a fanatical fury? This stat.

Dig into the archives--using scholarly help from radical academics who support your... actions if need be--for those legitimate, real documents...

Making a quick change to rolls: rather than modifying results, stats lower difficulties. This should make reading results less confusing.

Shoot, we should talk about what things we should take stress on. The Contacts feels like we could use an extra dice to try for this? Because we'd have only a 40% chance of success with one dice.
 
Okay, so the first roll is 2d10, and with a DC of 3, I don't think we need to spend any more dice... unless we really wanna succeed big time?

E: We have a massive Threshold for social stuff.

What does anyone think about Buying 1 roll for the first, 1 for the second, and 2 for the third? It would push us rapidly towards the Threshold, but the strength of our Resolve gives us a lot of room to manuever.

I want to push ourselves for more success but I don't understand the mechanics enough to put numbers to that so.
 
If you get a single success, you get what you want, but there's a condition. If you get 2 successes, you get it flat out.

Basically what happens is that all boosting adds category-specific stress, and if it goes over the total for the category (like Social), then that's an across the board decrease in the category. I don't know when or how it all rolls over, though. But because of our insanely good Resolve, for both Presence and Contacts, we can in theory go relatively hog wild. I mean, in the sense that we could boost twice for each and maybe be okay? It'd put us at 4 Stress, whereas our cap is 14 Stress.

Yes. We succeeded on the first roll, spending one Stress-equivalent, spent one (only one) point of Stress on the second... and failed the roll to whip up the student movements, and then, because at that point I was tilted I spent three points of Stress on the hard Contacts roll and got two successes, but an additional penalty. Or... maybe just a single success? I dunno, but it succeeded either way.

It'll probably be fine, and I'm probably just being too tilted. I just wanted to spend more than one point on the middle roll, because if we can't seem legitimate and have support then we're kinda fucked. But the combined roll of the two dice was only 5, and there were perfectly fine odds that two dice would be enough? So it's actually just bad luck and I'm being salty and terrible.

This feels like a dice system designed for individuals controlling player characters, not a Quest. Probably because it (probably?) is.

The first is spending one Strain, the second 1 Stress, and the third 3 Stress. Since that wasn't necessarily evident from the dice itself.

I spent three because I was tilted and just wanted to succeed.
 
1-4: Quiet in the Library
"Actually... there's an idea..." you said. "What if, fuck this, they can sort their treaty stuff out in their own time. Let's find ourselves a claim that legitimizes the Council instead."

"... Go on." Charitina said, eyebrow raised curiously.

"Well, look, this planet was settled, what, eight millennia ago? I'm certain there's a point where it wasn't under the thumb of some noble family, or when the family in question has died out and won't be disputing anything. I'm almost certain we'll find records empowering some form of local government at some point, even just a colonial administration. We gather up everything we can find, forge what we need to smooth over any gaps in the story, and create a strong competing claim, something we can show the Ministorum and your Order that'll be strong enough to make an invasion an illegal act. They might try to take it upstairs, but..."

"That'll take centuries. I like it! Let's hit the books, it'll be just like old times." Tina said gleefully. "To the archives?"

The Dacoth Archival Library occupied the lower part of the Governor's Palace, and consisted of... well, apparantly there were six hundred million books and an absolutely uncountable number of other items. You stood at the entrance and stared down an impossibly vast cavern of knowledge, lit only by flickering glow-panels for safety. The shelves were six stories high in places, accessible through precarious rolling ladder and walkways, and scribes scurried around like rats in the dark looking for needed volumes. Periodic rad-sweeps exterminated any pests that might damage the books, and the air was kept so dry that humidifying breathing masks were recommended.

"It's not bad." Charitina said casually, casting her eyes around the space. "Pretty respectable."

"I've seen bigger. Let's get rolling. Scribes!"

You were directed toward the zone containing governmental records specifically relating to executive power. It was a row of shelves nearly a kilometer long, receding off into the distance endlessly. Most people would have balked at such a task, but most people were not Inquisitors.

"Scribes, your task is simple. Group A, Any sheet, book, document, contract, treaty, or record relating to the continuity of the government of Dacoth, in particular anything which might be related to any council, committee, or independent executive ministry, you place in the auto-cart to be sorted. Start old and move towards the present. Group B is to skim the contents more closely, copy any documents in need of duplication, and sort out duds. Group C is to search for any record or evidence of Dacoth's self-governance, and then those items will be delivered to us. Go!"

It was a wonder what three thousand scribes could do when you had absolute power over their lives. It only took nine days to find everything you needed.

The planet had initially been colonized even earlier than you were aware, with fragmentary records indicating the first settlers arrived prior to the Great Crusade. The Emperor Himself passed just three light years from the world on the way to battle Eldar raiders early in the Great Crusade, and when that had happened the planet was apparently ruled by some kind of pre-Imperial church. A visit by the Ultramarines soon solved that, then the world was put under the administration of the Imperial Army to feed the Crusade... it had been an agri-world, once. Nothing would grow here now, it was too cold and too polluted, but the records couldn't help but talk about beautiful oceans of crystal-clear water, vast plains of wheat, and ancient forests of Terran trees likely seeded even earlier, in the Dark Age of Technology. Dacoth was a pre-Gothic word used by the settlers, and it meant jewel.

When the initial occupation was finished, a planetary governor was dispatched from Terra to rule the place, though one of the most ancient scribes in the place informed you the word used was actually closer to advisor. A 32nd Millennium navigational record contained a jotted reference to something called the Parliament of Trade which had been dissolved two centuries earlier, though no further reference to it was found. Then you had a reference what you had previously though was the actual settling of the world, which turned out to rather be a sort of invasion by an Imperial Guard unit which had been cut off from its command structure. Though later records sanitized it, it looked as though they'd seized the world and made sport of it, then settled down in what became Dacoth City and...

"This is a ship." you realized. Now that you'd read it, it was unmistakable. "This archive is the engineering chambers of an eight thousand year old void engine."

This lead to centuries of slavery for the locals and privilege for the descendants of the Guardsmen, but eventually, the children of those wayward soldiers and the locals were so intermixed as to cause the slow, halting breakdown of this system, and by then the greater galaxy had caught up. You knew that the Imperial Tithe wasn't established in recognizable form until the 34th Millennium, but once it came in you saw the first references to Dacoth's famous shell-works, which you realized must have been established from the workshops of the transport ships. Things continued for some centuries as other cities were founded, and by the 36th Millennium and the Age of Apostasy it was known as a developed, civilized world... ruled by an industrial council!

Well, if you squinted. The reality was that centuries of steep wealth and power inequality had resulted in a small number of families, mostly those founded by the officers of the Guard regiment, having total control over the shell-works, and they formed a capitalist oligarchy, but it was a start. It seemed at the time the Imperium's government actually paid the world for its shells, and the Tithe was collected in a form of currency you didn't recognize, some precursor to Thrones called Credits. As much as you couldn't afford the distraction, you had a few scribes find you a book about that just out of general curiosity. In a primer for economics from the second century of the 36th Millennium, you discovered that the Credit used to be the universal currency of the Imperium. It was non-physical, easily transferable over interstellar distances, and was backed by labour power, but usually the labour power of electricity and machines rather than men!

And then you got back to your records, and a lot of things started making sense. High Lord Goge Vandire stopped paying for shells and simply started demanding them to fuel is demented campaign of violence across the stars, and in the aftermath of his death and the horrors of the Plague of Unbelief the Ministorium simply continued as they had before. Nobody set things back the way they were. The contract of Imperial rule had changed from the relationship between a strong central government and its autonomous provinces towards a model of dictatorial authority from an unfeeling and demanding bureaucracy, enforced not by economics and mutual need but by simple and direct violent action.

The Shell-Baron's Council eventually fell short of the inflated demands, and they and their entire family lines were put to death as traitors. One in twenty people on the world died as the Imperial Guard, and a Space Marine chapter called the Astral Knights, 'took back' the planet from its rulers. It was placed under the control of a noble family called House Sable. Charitina said that House Phodon and House Lorch both ultimately traced their ancestry to branches of that family, hence the competing claims. House Sable desperately shifted the planet's industry to meet the rising demand of the Tithe, stripmining the world, constructing new factories, importing workforces of slaves and indentured servants from nearby Hive Worlds and periodically culling their population when the living conditions became too terrible to stand, until the oceans were poisoned, the land scorched, and the air filled so thick with pollutants that the sun was blocked from the sky.

"I think I just realized why nobody else is allowed to do archival dives like this." you said, setting down the last volume.

"Oh?" Charitina asked.

"We would have to shoot anyone who did."

There wasn't much forgery that needed to be done, honestly. A 'copy' of a supposedly disintegrating document was produced, indicating that in M36 035, the Shell-Baron's Council was unlawfully desposed by a follower of Goge Vandire, to whom you gave the name of a figure from one of the books who was probably a shell-baron himself. Or something else that got him killed through a process of execution you did not recognize, but whose High Gothic name included the roots for words like bleeding, roasting, and slow. Point was, the council itself was now kinda absolved, and so you forwarded the proper documents out and the Council renamed itself the Shell-Works Parliament. They weren't informed of the deception, of course, not even the scribes knew, the 'copied' document being handled by Charitina and slipped into Group B's cart to be 'discovered' by Group C. There was a reason you made sure Group B was too large for everyone to know everyone else, and that they were mostly unsupervised. It went incredibly smoothly.

The students... less so.

Dacoth was home to a network of Administrative schools which trained the vast number of clerks, scribes, accountants, librarians, economists, and administrators needed to track production across the planet, and the students there were the original reason you'd come, as the Governor's corruption was impossible for them to ignore and they'd begun agitating for reform. It had cost many of them their lives before your arrival, but they'd made for powerful allies, and you thought you could count on them.

You were wrong.

"Lady Inquisitor, I'm sorry, but the circumstances are simply unacceptable to us. I was lead to believe the new council would be one to secure the productivity and safety of this planet, but..."

"But what, Tomika." you said, sighing.

The speaker was Tomika Litmanowicz, head of the Union of Administrative Students. She was twenty-one, she had strong opinions, and the fact you could shoot her and dump her body on campus with no consequences didn't seem to much dissuade her from speaking her mind. Honestly, kinda liked her, save for the disagreement.

"There are representatives of the workers in the Parliament! Elected representatives! Not chosen by merit or seniority, but just how popular they are... they're uneducated brutes, and they'll sabotage production to protect their fellows!"

She was also something of an idiot, a child of clerks going back so many generations that her genetics probably didn't even have the markers necessary to understand what physical labour entailed anymore.

"Yes, but the buy-in they have in the productiveness of the world will both temper those tendencies, and reduce the need for policing and population control. They know that the responsibility for failure will rest with all of them, in a way that is not simply the random violence of a scorned superior." you explained patiently, like talking to a child. Which you basically were.

"We clerks are outvoted by the labourers in Parliament, it simply isn't fair." she whined.

"There are more of them then their are of you. Perhaps you would like to settle this more directly? How well would you say you could swing a pipe?" you quipped.

"We don't need them, Inquisitor, but they need us. We're calling for a boycott of Parliament in a week if things are not addressed." she said. "You already know we won't suffer for corruption of our institutions, even under pain of death."

"I know."

At least the Marines were nice. For a Chapter with a reputation for wanton destruction, Captain Lithonius of the Ravagers was extremely eloquent and courteous in his communique, and eager to make a short diversion to restock before continuing. The promise of Dacoth artillery pieces and ammunition for the war against the Ork menace was simply too tempting to pass up, and would be worth the pause, as the Armageddon affair had become rather more of a war of attrition than had been originally hoped.

You managed to keep the House Phodon representatives amused by plying them with the stock of just about every brewery and brothel in the city, but things were starting to get a little dicey. The Marines would be here soon, and providing everything was running smoothly then they might be able to passively vouch for the Council and make it clear to House Phodon that their chances were dashed. Of course, the boycott would kick in after that, unless you did something.

Yeeeessshh. That whole segment's a bit painful to read. Which I suppose is the intended purpose but still.

@open_sketch, when do the Penalties wore off and more importantly, what happens if we maxed them out?
 
Okay, I do think that we should choose at least some of the Skills with our intentions involving the clerks in mind... but I don't have any ideas at 4:45 in the morning, except I do think that we should take Weapons: Laspistol, just because we're not going to have a *lot* of martial ability, so a little boost there, where all of our stats are '1' would be more meaningful.

Manager is no-brainer, because each inquisitor have a sect of followers he needs to manage, both in terms of organization and supply. Smooth talking is just an extension of our social-fu build. Applied psychology includes many little things helping to motivate people to do what we want. Dealing with tech-priests means the best shiny toys, hopefully a trustworthy surgeon in the future, and contacts with insight into infrastructure, meaning a good knowledge of battlefield on space installations and in hives.
 
Hmm, I wonder if we can explain the concept of soft power to them. They may not have a majority in tge parliament, but they are the bureaucracy. They will write the advices, create the sratistics and implement the laws. They don't need to fesr the worker

And, if you have to, in order to distract her and get her in a happy, willing mood, suffer the great hardship of... literally seducing and having sex with her... well, nobody ever said that the road of duty was an easy one, but you're willing to make sacrifices.

Question for clarification: does this mean Praxis lies to the Clerics about who the labourers will elect, or that she goes to manipulate the labour elections to ensure their representatives are not labourers?

Okay, the logic behind the action vote, which doesn't need to be connected with the skill vote, but might well be, is several fold.

First, we have very little in the sense of resources left, since we're at Stress 6/7 for Social. So I specifically wrote-in in a way that's Charm (our highest Social at 3), and then I gave us a Talent in Seduction, though that part might not necessarily come up. She's a confident person, and her fears are personal, and so intimacy and flattery seem like they'd be very effective in neutralizing her in the short-term. In the long-term she'd still be a problem, but right now we're trying to get the Council past its birthing pains.

And both mechanically and story-wise, I feel like my write-in above is a good option to manage that.
