[X] Write in: Sister Superior Charitina, a member of the Adeptas Sororitas that you picked up about four years ago wasting her talents in some miserable nowhere convent-fortress. While technically a member of an Order Famulous and not an Order Militant, she knows her way around flamers, bolters, and a suit of power armor. More importantly, she's extremely well-versed in the Imperial scripture and has a deep knowledge of the Imperial hierarchy and bureaucracy. She has a talent for laying on the guilt when required. Ignoring her might well open Phodon to charges of Heresy--something no one in their right mind wants.

[X] Write in: Zarkov Leirbag, a blank. Unnaturally creepy you found him working in the sewage plants of a hive city. You don't want to talk about it. But you took them with you, replaced the shower cubicle they used and for the past twelve years have been ensuring their training as an Acolyte. There's something to be said for immediately putting everybody not part of your retinue off-balance.

[X] Dahlia Hussian, a... sanctioned-ish psycher you'd saved from a witch burning about half a decade back. Great for scaring the shit out of the weak-willed, and she might see things coming that you simply couldn't.

[X] Fraser Bookter, a brilliant scribe who had served the Inquisitor who had trained you. He was ancient, but still quick-witted, and understood Imperial Law like nobody else. He might be able to help you convince them this wasn't practical, or at the very least stall them until you came up with a better idea, but you weren't sure how much Phodon would pay attention to the law once it wasn't going their way.

I have to admit i dig paperwork.

How intriguing! I shall have to keep my eyes on this one.

Good to keep in mind that flashing the Rosette around casually is perhaps ill advised. Mostly because it's a bluff that caries only legal authority. You use it when you can't get what you need without it and the target isn't willing to risk defying an Inquisitor. If they power through the shock, you don't have much (relatively) to enforce your demands. Although the Inquisition theoretically work outside the official systems of the Imperium and answer only to the Emperor and maybe High Lords, practically speaking they have only the authority other people are willing to let them have.

Every day's great when you've got Boone on your team.

Also, OP, how the hell are you running so many Quests at once?

M. Bookter is old, yes. But he grew old in the service of the Inquisition. Stupid acolytes don't grow old. Acolytes with with bad judgement don't grow old. Acolytes who are good at surviving and helping their Inquisitors survive do.

her mind bears a great pain

Gyro heels are wise, but does stacking fog machines on top of that really have a point?

Wouldn't it be more practical to stick them under the cape for appropriate and dramatic smoky billowing effect?

Oh no, the vapours are part of the arcane machinery that helps her keep her balance, which are a technology known only through ritual recreation whose inner workings are a mystery.

1-3: Let's Walk and Talk
"Skull, call Sister Charitina." you said, trying to enunciate clearly.

"REPEAT INPUT." The skull buzzed.

Really? Now?

"Skull. Call. Sister. Charitina." you repeated, trying to make each word as clear as possible.

"CALLING SISTER CHARITINA."

There was a harsh electric tone, then a blip and a voice, grainy, came over the line.

"Inquisitor. You require my services?" the voice on the other end said, her strangely accented Gothic not helping comprehension through the static-filled line.

"Get suited up. House Phodon is making their move, and I could use a negotiator." you replied.

"... what kind of negotiation are you looking for, here?"

"The kind where you bring a book and a bolter and we figure it out from there, alright Tina?" you snapped. She was incredibly useful as an asset, but you were maybe a bit annoyed at her given the events of the last few months.

"You're not still sore about that, are you?" she asked, a little exasperated.

"The grand hall, east wing. You have half an hour." you replied tersely, then you punched the rune of disconnection a little too hard, causing the skull to bob loosely against the wires. Still sore... rich, coming from her.

You parked roughly on an upper level balcony, flashed your icon at the guard when he came to investigate, and within minutes you were striding down the halls, servo skull buzzing after you and accompanied by a squad of the Palace Guards, the ones you didn't have to have purged for loyalty to their corrupt piece of shit boss. Your knife-heels tacked roughly against the polished marble, each step causing them to wince in fear.

"Lady Inquisitor, please, I understand your concern, but..." Some weaselly little fuck of a clerk had appeared at you side, scurrying clumsily in his robes. With a thought, you sent your servo skull buzzing close to his head, just to irritate him. "... the law truly is on their side. Their claim on the planet goes back three and a half thousand years, they may indeed be the legitimate-"

"You have five seconds to explain why should I listen to you." you snapped.

"Aaah, Gaelos Hjermstad, I'm the chief legal advisor and record-"

"Okay, don't kill him." You said over your shoulder. Not that you'd ordered him to be killed or anything, but it seemed like the best way to get him to get to the point. "Do you see any legal recourse?"

"... there is one but you don't want to hear it." he replied.

Right. Restoring House Lorch's claim.

"You're right, I don't. Stay with me, but don't speak unless spoken to. Captain, get a heavy stubber in front of the governor's office, tell the staff to stay clear, if anyone else tries to go in there, fucking shoot them. Is Sister Charitina here yet?"

There was the clacking of heavy heels coming down the hall, and you glanced to see the woman in question hurrying your way, dressed in half-plate power armour and lugging her bolt carbine.

"Traffic-"

"Not now. They have a solid claim. What's our options?"

"They might be one of the lower members of the family, I don't know. We can probably negotiate with them and at least buy a few months while he runs back to daddy and complains about the big mean inquisitor." she said, "Or however you want to take that."

"What else?"

"We can bury them in red tape. Call up the council and get them to review the claims, lock it up in procedure, and then we just have to stop them from strongarming the place with troops." she paused, and glanced at the captain. "Do they have troops?"

"We counted about two hundred members of their party, and most of them are armed." The captain, Marsters, replied. "Plus whoever is still on their shuttle, plus whatever they have in orbit. We have about a hundred and fifty loyal members of the Palace Guard left, and whatever PDF units we can convince to fight for us instead of them."

"They wouldn't... invade, to press their claim, would they?" the clerk said, clearly terrified at the prospect. You shot him a glace, and he withered.

"We're on the defensive, call it three hundred in their party and a hundred and fifty for us... if we ambush them, we might win that. If we take some hostages, we can probably get the ships to stand down, but I can't imagine anyone will be happy with us."

"To be frank, Lady Inquisitor, I'm not sure my men understand the stakes here. Why not simply let them take control?" Captain Marsters asked, clearly a bit tense. "It isn't ideal, the Council is working well, but if the law says..."

"Noble families like House Phodon wrote most of those laws. The corruption of your previous governor was not an isolated character flaw of a man, and if we let their rivals take control they will simply replicate all the worst excesses, and perhaps more. This world is vital to the defense of the sector, I will not have it become the plaything of another line of moneyed layabouts." you replied, fire in your voice. "Your loyalty is to the palace, not to the men with jumped up titles inside, you understand?"

"Of course, Lady Inquisitor." Marsters replied, instantly and professionally.

"So, what will it be?" Sister Charitina asked.

The dice system will be explained once you choose your option. Some of you who have been following my quests for the last... say, six years, might recognize some elements of it...
