Hear me out: Higher warp speeds mean more exploration. And exploration is what we're here to do.
To be fair, this is also meant to serve as a key diplomatic vessel. More room for amenities and the like, different briefing rooms, etc.

Plus with more cargo area etc, we can stay outside federation space longer.

Project Ambassador must be capable of long-range exploration and independent scientific investigation. It must be able to provide diplomatic amenities and appropriate quarters for dignitaries. It will ideally be capable of engaging on equal terms the Klingon Vor'cha class.

Swifter deliveries of VIPs and while you have less cargo, you consume less cargo per light-year. It's swings and roundabouts-the exact speed and consumption figures would need to be compared, but just because you have more cargo doesn't mean you can get more exploration done, and by keeping crew onboard for shorter periods, you increase comfort relatively by offering more frequent short leave.
 
This needs to be the absolute everything that starfleet can possibly create.
It needs to be well appointed, the absolute peak of luxury, with enough space to host multiple diplomatic delegations at the same time and hold and cater to all of them simultaneously.

It needs to have the absolute last word in scientific exploration. There need to be multiple universities worth of scientific equipment and prowess packed into it. It needs to be able to look at the entire scientific capacity of the planet Vulcan and unironically declare it an unwashed barbarian by comparison.

It needs to be the absolute deadliest machine to have ever graced the stars of the alpha and beta quadrants. The Romulans need to take one look at it and promptly shit their pants. It should have enough firepower to vaporize entire squadrons of klingon birds of prey. It needs enough shield capacity to shrug off an entire squadron of klingon birds of prey. Cardassian vessels should simply explode apologetically the moment they enter its presence out of sheer embarrassment.
 
There's something to be said for the aesthetic of the saucer for a showcase ship, regardless of how much faster a sleek look makes it. This will get Federation leadership all hot and bothered just because the sleek lines will be graceful and menacing. In addition, I question the need for more module space. We expect to out mass our first ship by at least a few extra modules already, and we didn't even spend all of that space come the end of the day. The sleek design saves us from having to take prototyping in warp tech to show off a decently fast Porsche of a ship, which previously ate a fair bit of our mass and manpower for the particular engineering demands of the verticals, so we will gain back at least some of the lost potential space just in savings on engineering.

Required comfort score A. No minimum speed requirement specified (though obviously faster is better). More space yields more comfort. Requirement outweighs perq. No-brainer.
