Hope we get game Silver and not the comics one. That'd be a huge problem!
The fact that silver can throw hands with enerjack and not die instantly says it all
I mean not exactly with Max at the helm. He's pragmatic enough to recruit Galians (or anyone else willing to offer services) if he thinks he can keep them under heel (Max is ironically quite flexible in a lot of ways). One of his 3 top generals Jaeger is from a recently conquered territory after all, the whole deal they have is if he serves loyally, Max is willing to grand autonomy to his home. So its possible he may expand recruitment if he feels its necessary.
For Galia it depends if Max knows the Galia royal family are secretly Darscens and spreads that information as a way of delegitimatize their hold on Galia or if he's still planning his canon strategy of marrying her to secure a more 'legitimate' claim. If he decides its too much trouble he can probably easily flip over the Gassenarls (VC2's main villians) and they could cut a deal were they keep their titles and power in exchange for service and using their own influence to get the Galian Nobles to follow through.
(The father Count Gilbert Gassenarl might accept such a deal but ironically his son Baldren is an ultra-patriot who despised his father in canon getting help from the Federation so much he murdered his own father, so he might actually be planning on betraying him to create a free and 'pure' Galia with him at the helm and probably with his sister's help. They all still really hate Darscens though so allies of convivence at best).

Yeah, the problem mostly comes from their work ethic, like G.U.N and the restoration, no one with morals there would ally with people that slave away anyone they don't like.
I see people like Clutch trying to make talks on the other hand, he doesn't care what you do as long as he gets to have a cut of the benefits after all.
We also declared ourselves Darscen friendly and well we don't like the empire from what they did to Metal.
So anyone going from Green Hills to them willing will probably be fair game for all the groups.
Honestly I won't be surprised if our nephew goes to Max for a job, he fits the criteria of people Max would be willing to accept.
On the other hand despite everything, even Snively can outcraft someone who is expecting betrayal, so Max better be careful if he does get that poison apple.
Still there are a very short list of people who would associate with Max from our side of the pond.
None of them good, but many wouldn't be missed if they were to get into the tragic cycle of war.

See, I don't see Snively going to them. They're too far behind technologically to make the best use of Snively, and I'm sure he knows it.
I can see him joining GUN like he did in the comics, or possibly just hopping on a boat/plane to some other country to hide and build up for a while.

Max, yeah but it's the rest of his soldiers that would probably have trouble following someone who isn't part of the empire or some heroes Max has employed.
Plus if Snively does betray him i can see him facing a firing squad if captured.
Hopefully the post sgw version is already working with GUN or Hope, cause they'll probably make sure he's not recruited.

Speaking of this. Anybody though what would Dr. Eggman arcane would be?
I like to think in games his Arcana would be the Hermit Reversed, Emperor Reversed, the Devil and the Reversed Wheel of Fortune.
Right now I think Eggman would be Death, Lovers and Temperance.
Lien-Da is not much better than Snively it's just she's more opportunistic than a schemer and she herself also wants to be free of Eggman and if she's here she probably leading the Dark Legion, taking off the Egg on the name, while teying to go back to the ways the Legion was before they surrender themselves to be Eggman's slaves.
There is also that Archie Echidnas has so much trouble behind them that it is really not worth it.
Last time we saw Finitevus he was with Scourge gang.
Lien-Da is not exactly the most trustwhorty person.
The dark legion are literally echidnas supremacists too.
Like in the game from what little we know of the echidnas, they weren't exactly the most trustworthy and peaceful bunch.
Outside of Knuckles clan is says a fucking lot that they went extinc for one or another reason on the games.
Like Knuckles clan that became the guardians of the Master Emerald were the only ones that saw their peers and said ''You know maybe this path our peers are taking is a really fucking terrible idea''
